Form No. 1097 ":i~ Held March 7, 1983 19 The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M. with the following members present: Amorose, Chambers, Headlee, Lewis, Maurer, Sutphen, Thornton. Also present were Mr. Sheldon, Village Manager, t~r. Bowman, Planner, Mr. Strutner, Assistant Manager, and Ms. Prushing, Finance Director. Mrs. Headlee moved, seconded by Mr. Thornton, to approve the minutes of the February 21st meeting. Vote on the motion was unanimous for approval. Mr. Amorose moved, seconded by Mr. Chambers, to approve the bill listing of March 7th. Vote on the motion was unanimous for approval. Tabled Ordinance No. 69-82 Said ordinance prohibiting obscene conduct or obscene materials was read by title. Mayor Lewis said if there were no objections he would remove the ordin- ance from the agenda until such time as a Councilmember would like it removed from the table for further discussion. There were no objections from Council. Ordinance No. 08-83 Said ordinance to regulate fire alarm systems was read for the second time. Mr. Strutner commented on the ordinance and introduced Perry Township Police Chief Perlman, Washington Township Fire Chief Daines, Chief Bostic and Police Chief Mayer. Mrs. Headlee, Mr. Chambers, and Mrs. Maurer questioned certain aspects of the alarm system and how they were reported/recorded. Resolution No. 03-83 Said resolution to certify, endorse, and support the Litter Control Program was read for the third time. The resolution was passed with the vote as follows: 5 Yeas~ - Maurer, Thornton, Chambers, Sutphen, Headlee; 2 Nays _ Amorose, Lewis. Ordinance No. 04-83 Said ordinance to amend the Zoning Code to establish a Permit Section was read for the third time. Vote on the ordinance was unanimous for approval. Ordinance No. 11-83 Said ordinance to renew the note for the Post Road waterline/booster station was introduced by Mrs. Headlee and read for the first time. The lowest bid was McDonald & Company at an interest rate of 4.74%. Mr. Amorose moved, sec- onded by Mr. Thornton, to dispense with the three-time reading rule and pass as an emergency. Vote on the motion and the ordinance were unanimous for approval. Ordinance No. 12-83 Said ordinance to amend certain sections of the Traffic Code, pertaining to driving while under the influence of alcohol, was introduced by Mr. Amorose and read for the first time. The Clerk asked Council to delete Sections 333.02 and 333.08, second page, per the request of Mr. Gunner, Assistant Law Director. Resolution No. 05-83 Said resolution to designate financial institutions as public depositories was introduced by Mrs. Headlee and read for the first time. The first $25,000.00 of active funds was awarded to the Huntington National Bank. Mrs. Maurer moved, seconded by Mr. Amorose, to dispense with the three-time reading rule and pass the resolution by an emergency. Vote on the motion and resolution was unani- mous for approval. Corbins Mill - Phase II Mr. Howard Adams was present to explain the changes in the original plan of Phase II, Corbins Mill. Mr. Lhambers moved, seconded by Mr. Thornton, to ac- cept the modifications of the plans. Vote on the motion was unanimous for approval. He questioned whether there was a formula for dividing road taxes between city and villages. Mr. Sheldon will contact the State Auditor's office in regard to same. Mrs. Headlee said the St. Patrick's Day plans are coming along fine. She said she would like to have a Proclamation prepared for that day and Mayor Lewis said he would have that do so. Other A gentleman from the audience asked that consideration be given to having a "Walk-Don't Walk" signal placed at Bridge and High Streets in Dublin. Mr. Sheldon said he will obtain a price on this for Council's consideration.
