The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, Headlee, Lewis, Maurer,
Thornton. Also present was Mr. Sheldon, Village Manager, and Mr. Smith, Vil-
lage Law Director.
Mayor Lewis corrected the minutes of the January 17th meeting and Mr. Chambers I
amended the last paragraph in the Council Roundtable discussion. Mrs. Headlee
then moved, seconded by Mr. Thornton, to approve the minutes as amended. Vote
on the motion was unanimous for approval. Mrs. Maurer moved, seconded by
Mrs. Headlee, to approve the bill listing for February 7th. Vote on the motior
was unanimous for approval.
Tabled Ordinance No. 69-82
Said ordinance to prohibit obscene conduct or obscene material remained tabled.
Resolution No. 01-83
Said resolution, to approve vacation of 2' of an easement on Lot #19 of Phase
V of Water ford Village, was read for the third time. The resolution was
passed with the vote as follows: 5 Yeas - Chambers, Lewis, Maurer, Thornton,
Amorose; 1 Nay - Headlee.
Ordinance No. 02-83
Said ordinance, to designate a Fire Prevention Officer for the Village, was
read for the third time. Vote on passage of the ordinance was unanimous for
approval.
Ordinance No. 06-83
Said ordinance, to amend the water service area contract with Columbus, was
introduced by Mrs. Maurer and read for the first time. Mr. Amorose moved,
seconded by Mr. Thornton, to dispense with the three-time reading rule and to
pass the ordinance as an emergency. Vote on the motion and the ordinance was
unanimous for approval.
Ordinance No. 07-83
Said ordinance, to amend the General Offenses Code, was introduced by Mrs.
Headlee and read for the first time. t1rs. Headlee moved, seconded by Mr.
Thornton, to dispense with the three-time reading rule and pass the ordinance
as an emergency. Vote on the motion and the ordinance was unanimous for
approval.
Resolution No. 03-83
Said resolution to certify endorsement and support of Litter Control Program,
was introduced by Mr. Chambers and read for the first time. Mr. Chambers ex-
plained the purpose of the resolution.
Resolution No. 04-83
Said resolution, to estimate a'Jgregate maximum amount of public funds to be
awarded as active deposits and interim deposits, was introduced by Mrs. Headlee
and read for the first time. Mrs. Headlee moved, seconded by Mr. Amorose, to
dispense with the three-time reading rule and to pass the resolution by an
emergency. Vote on the motion and the resolution was unanimous for approval.
Mr. James i'1acAul~ - Re: Pavement of Dedicated Road
Mr. MacAulay was present to ask the Village for assistance in repaving his ded-
icated street which is an area approximately 300 X 10 feet. After considerable
discussion, I~r. Chambers suggested that the Engineer and Planner look at the
situation and report to Council.

Petition for Two (2) Street Lights at S.R. 745 and Donegal Cliffs Drive
Mr. Thonrton questioned why two lights were needed. After a discussion, Mr.
Chambers moved, seconded by Mr. Thornton, to approve the required number of
lights at said intersection and leave the number of lights to be installed
to the discretion of the Village Manager. Vote on the motion was unanimous
for approval.
Consideration of Applications to Place Land in Agricultural District
In reference to the recent amended Senate Bill No. 78 which deals with Agri-
cultural Districts for tax purposes, Mr. Sheldon clarified the purpose of the
requests for Council's consideration. Mrs. Maurer moved, seconded by Mr.
Chambers, to approve the placement of property owned by John I. Thomas, et.al.
(Franklin County) and Mr. and Mrs. Warren Gorden (Union County) into an Agri-
cultural District. Vote on the motion was unanimous for approval.
Request to Seek Quotations for Scioto Bridge Design
During the discussion, Mr. Chambers recommended that the Architectural Review
Board be consulted concerning the design of the bridge. Mr. Sheldon said he,
Mr. Karrer, and the chairman of ARB would meet to discuss the design of the
finished product. Mr. Thornton moved, seconded by Mr. Amorose, to proceed
with getting quotations for the bridge. Vote on the motion was unanimous for
approval.
No Left Turn - Village Square Shopping Center and S.R. 257.
Mayor Lewis reported that a number of comments from businesses in the Village
Square Shopping Center were received objecting to the No Left Turn sign. Mr.
Thornton moved, seconded by Mrs. Headlee, to rescind the motion (January meet-
ing) to place a No Left Turn sign at the exist onto 257.
Mrs. Maurer said she thought it should be tested first before removing the
sign. Mr. Amorose said he would like to see the intersection reengineered so
a left hand turn could be made in a safe manner. He suggested eliminating the
island to the north, restriping and possibly adding onto the island that goes
under the bridge would be helpful. He said the existing manhole should also
be brought up to grade. Mr. Chambers said this has been discussed before at
the time the shopping center was being planned and it was stated that when
Dale Drive was completed.a left turn would be prohibited out of the center
lane. Mrs. Headlee thought more problems would be created than resolved by
having the No Left Turn sign. Mr. Thornton agreed and thought the businesses
should have some say in the matter. Mayor Lewis said he thought the action.
should be rescinded until further study was made of the design and engineering
in the bridge area.
The motion failed with the vote as follows: 3 Yeas - Headlee, Lewis, Thornton;
3 Nays - Maurer, Amorose, Chambers. Mr. Smith said he would check further on
this action.
Council Roundtable Discussion
Mrs. Maurer - suggested that a study be made of the traffic pattern within and
around the Village Square Shopping Center sometime in mid-summer to see how
the present plan is working.
Mr. Chambers - commented on a letter from Perry Township Board of Trustees,
increasing the charge for handling Police communications services for the
Village. She said he is still in favor of the Village obtaining their own
communication services. He reported the millage already paid by various
residents to Perry Township and objected to the increase on those grounds.

Mrs. Headlee - said she will sponsor an ordinance at the next meeting which
will allow merchants from out of town to sell their wares during the St.
Patrick's Day celebration. She said the St. Patrick's Day committee will look I
at said ordinance at their next meeting.
Mr. Thornton commented on the Dublin income tax issue and the desire to obtain
information pertaining to the residency of persons paying the Village income
tax. He asked that this possibility be considered.
He also expressed concern with the intersection at Post and Frantz Roads speci
fically the curve in front of Porche Audi. He said there is a glare on the 1
road from the lights along that area and it makes it difficult to see at night.
He suggested recommendations be made to alleviate this problem before a seriou
accident occurs.

Mayor Lewis referred to a letter from Mr. Smith concerning the Consumer's
Counsel representation of Dublin with Columbia Gas of Ohio at no charge to the
Village. It was the concensus of Council to proceed with negotiations of
gas rates and to have the Consumer's Counsel represent the Village.
Mayor Lewis adjourned the meeting at 8:57 P.M.
