Form No, 1097 "~ Held January 17, 1983 19 The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M. with the following members present: Amorose, Chambers, D'Alonzo (arrived 7:40 P.M.) Headlee, Lewis, Maurer, Thornton. Also present were Mr. Sheldon, VillagE Manager and Mike Gunner, Assistant Law Director. Mr. Amorose moved approval of the minutes of the January 3rd meeting. Mrs. Headlee seconded the motion and the vote was unanimous for approval. Mrs. Headlee moved, seconded by Mr. Amorose, to approve the bill listing for Janu- ary 17th. Vote on the motion was unanimous for approval. The Clerk announced a joint meeting with the Washington Township Fire Depart- ment and Council January 31st in the Council chambers. Also the clerk read a letter from Dublin Abbey Players inviting members of Council to their pro- duction of The Subject Was Roses. Mayor Lewis welcomed the Girl Scout Cadet Troop No. 732 and their leaders to the meeting. Ordinance No. 01-83 Said ordinance, to appoint members to the Boards and Commissions, was read for the second time in its entirety. Mr. Chambers moved, seconded by Mr. Amorose to dispense with the three-time reading rule and pass the ordinance by an emergency. Vote on the motion and ordinance was unanimous for approval. The following persons were appointed to the Boards and Commissions and sworn in by Mayor Lewis: Board of Zoning Appeals - Jan Rozanski and Warren Fishman Parks and Recreation - Michael Cleveland and William Andrews Architectural Review Board - Richard Rauh and Tim Frederich Cemetery Commission - Madge Shriver The following new appointees were not present: Personnel Board of Review - A. Richard Thomas Forestry Commission - Kris Miller The members of the Planning and Zoning Commission were present and introduced by Mayor Lewis, as well as all other Board and Commission members. Ordinance No. 02B-82 Said ordinance to regulate geothermal wells was a tabled item. Mrs. Maurer moved, seconded by Mr. Amorose to remove it from the table. Vote on the motion was unanimous for approval. Mr. Thornton amended the last sentence in Section 6, page 3 to read ". . . and then only from property. II Mr. Amorose moved, seconded by Mrs. Maurer to include the amendments submitted by the Law Director, Section 2 D and Section 5 A, 1. Vote on the motion and ordinance was unanimous for approval. Ordinance No. 69-82 Said ordinance to prohibit obscene conduct or obscene materials was a tabled item and remained tabled until Council had an opportunity to read the memoran- dum from Mr. Smith concerning specific questions about the ordinance. Resolution No. 01-83 Said resolution, to approve the vacation of 2' of easement in Waterford Village was read for the second time. Mrs. Headlee asked Mr. Gunner to check into what could be done to protect the Village in situations where a developer build on an easement. Ordinance No. 02-83 Said ordinance, to designate a Fire Prevention Officer for the Village, was read for the second time. Mr. Chambers questioned if the Washington Township Trustees are willing to pay the salary of the Fire Prevention Officer since he will be spending over 50% of his time outside of Washington Township. 157 RECORD OF PROCEEDINGS Jl inutes of VILLAGE OF DUBLIN natiOnal gra~lCS Meeting National Graphics Corp" Cols., O. Mr. Jacob Shawan, a member of the Dublin Action Committee for Substance Abuse Prevention, was present and explained how the money was used in the past and the committee' plans for 1983. Mrs. Headlee moved, seconded by Mr. Thornton, to dispense with the three-time reading rule and pass the resolution by an emergency. Vote on the motion and resolution was unanimous for approval. I Ordinance No. 04-83 r Said ordinance to amend the Zoning Code to establish a Permit Section was intro duced by Mr. D'Alonzo and read for the first time. This being an amendment to the Zoning Code, a Public Hearing is required after a 30-day notice. Mayor Lewis set the date of February 21st for said hearing. Ordinance No. 05-83 Said ordinance to appoint members to the CIC was introduced by Mr. Thornton and read for the first time. Mr. Thornton moved, seconded by Mr. Amorose, to dispense with the three-time reading rule and pass the ordinance as an emergenc . Vote on the motion and ordinance was unanimous for approval. MORPC Representative Mr. Jezerinac was appointed MORPC representative at the January 4th P&Z meeting Mayor Lewis said since most of MORPC meetings were held during the day it is difficult for Mr. Jezerinac to attend the meetings. He recommended that Mr. Sheldon be appointed as the representative to MORPC. Mayor Lewis said he dis- cussed this with Mr. Jezerinac and the other P&Z members and they were in com- plete agreement. Council concurred with this change in appointment. Presentation of Concept Plan - Old Middle School Mr. Dave King was present and explained to Council his proposed plans for use of the Middle School for various Village offices. Mr. Chambers asked that Mr. Sheldon and Mr. Reidel, Superintendent of Schools, outline the main points of a lease that might be acceptable to Council and to the Board of Education. Mayor Lewis suggested the use of the school be discussed further at the meeting dealing with Capital Improvements, February 14th. Bright Road Petition Mayor Lewis made reference to a petition from the Bright Road residents which requested Council to regulate the speed of traffic by (a) installing "speed bumps" with warning signs, (b) three-way stop signs at intersection of Bright Road and Macbeth and Grandee Cliffs. Mayor Lewis referred to Mr. Strutner's memorandum in which all options were considered and a recommendation was made to reduce the speed limit to 25 MPH. Mr. Ebmeyer, a resident, was present and agreed that this would help reduce the the high speed traffic on Bright. Council accepted the recommendation. Announcements Mayor Lewis spoke of the arrangements previously made to bring the Columbus Symphony Orchestra to Dublin this spring for a Concert in the Park. He said at that time he expressed a desire to form an Art's Council and is now suggesting that an Ad Hoc Art's Council be formed. He said one of their duties would be to arrange for the Symphony to perform in one of the Parks and also be responsi ble for making recommendations for forming a permanent Art's Council. 161 RECORD OF PROCEEDINGS ,\1 inlltes of VILLAGE OF DUBLIN ~b Meeting National Graphics Corp., Cols., O. Fonn No. 1097 ""t~ r Held Janaury 17, 1983 19 Page Three Mayor Lewis said he would like to ask Mrs. Frances Shawan to head the Ad Hoc Committee. He said he would like the Chairman of the Parks and Recreation Committee and all heads of the service organizations in Dublin to participate by showing interest in moving toward the Concert in the Park and in establishin] a permanent Art's Council for the community. Mayor Lewis said all persons in the community are invited to attend a planning session for St. Patrick's Day, January 26th at 7:30 P.M. in the Municipal Building. Village Square Shopping Center - No Left Turn Sign Mr. Sheldon said he received letters from Mr. Charles Ruma and Sister's Chicken Restaurant objecting to the proposal of placing a no left hand turn sign at the S.R. 745 entrance/exit. Mr. Sheldon said more comments may be received. Liquor Permits Notices from the Ohio Department of Liquor Control were received on the follow- ing: Change in license from Dublin Cardinal Supermarket, Inc. to Gardners Food Galleries Inc. - Council had no objections. Action for Children - OCLC auditorium, February 12th from 6:00 P.M. to 8:00 P.M Mayor Lewis asked that more information be obtained from OCLC on this event. I Mr. Chambers said if Mr. Sheldon had no objection to the permit, the notice , should be returned to the Department of Liquor Control with that notation. Council Roundtable Discussion Mrs. Headlee thanked Council for approving the $3,000 committment for DACSAP and invited Councilmembers to attend those functions that are planned by that committee. Mr. D'Alonzo commended the Maintenance Department on clearing the streets so promptly during the last snow. fall. He also thanked all of the new appointees of the Boards and Commissions for the time, interest and judgement they will be donating to the Village in the next two years, Mr. Chambers commented on the Village Square Shopping Center exit and the pro- posed no left turn sign. He said at the time Sister's Chjcken Restaurant was being considered for the present site, there was discussion of the increased traffic and ~e possibility of prohibiting left hand turns from the center exit. Mr. Chambers asked Councilmembers to drive the course that has been rec- ommended so they can comment when this issue is further discusse( . Mayor Lewis adjourned the meeting at 9:10 P.M.
