The Special meeting of Council to discuss the separation of the Washington-
Perry Township Fire Department was called to order by Mayor Lewis at 7:00 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee,
Lewis, Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, and
Mr. Smith, Law Director.
Mayor Lewis explained that the meeting was called by Mr. Chambers, Mr. Amorose,
and Mr. D'Alonzo. Each of these Councilmembers commented on why they felt the
meeting was needed at this time. In summary, the reasons were as follows:
To get all Councilmember's views of the splitting up of the
Fire Department
To discuss options available to delay the split
An opportunity to let the Fire Board know Council's feelings on
the spli t
The possibility of finding out the reasons for the split, and
The possibility of hearing how the community feels about the
matter.
Mr. Smith said he talked with Mr. Weatherholt, Franklin County Prosecutors
office, representing the Washington-Perry Township Fire Department. He said a I
meeting was then held at his office Monday, November 22, 1982 with Mr. Sheldon,
Mayor Lewis, Mr. Gunner, Mr. Weatherholt, a representative from each Township,
and himself in attendance. He said he acquired the minutes of the Fire Board's
meeting which stated only that as of December 31, 1982, the joint fire depart-
ment would be abolished.
Mr. Smith said the Fire Board will have a meeting December 13th and recommended
Council request that a discussion of said separation be placed on their agenda.
Council agreed to request this item be placed on their agenda and several
Councilmembers said they would plan to attend.
Mr. Thornton said he would like to know more about why the location on Shier-
Rings Road was chosen as the site for the new fire station and the reason for
the separation. Mrs. Headlee noted that there are many questions that need
answering but no one was present who could answer them. Mr. Chambers referred
to the motion made at the November 15th meeting of Council and said the Fire
Board members were given a copy of that motion, however, they chose not to
attend this meeting.
Mr. Chambers said he would like to have action initiated with the County Commis-
sioners to explore the possibility of Dublin forming its own Township. He said
if there was not enough time to do this before December 31st, he would suggest
filing an injunction against the Fire Board to prevent the separation at this
time.
Mr. D'Alonzo said he thought it should be emphasized to the Fire Board that
there are questions that need to be answered for the public welfare.
Several persons from the audience commented on the issue. Mrs. Alberta Pumph-
rey spoKe in favor of the Fire Board's action. One of the firemen was present
and asked that everyone keep in mind the most important issue should be what is
best for the public's protection. Mr. Shawan thought that serious considera-
tion should be given to the filing of an injunction if all else fails.
After further discussion, Mr. D'Alonzo moved, seconded by Mr. Chambers, to
adopt a resolution formally requesting a 3D-day delay in the effective date of
the Fire Board's action. The motion passed with the vote as follows: 5 Yeas _
Chambers, D'Alonzo, Maurer, Thornton, Amorose; 2 Nays - Headlee, Lewis.

Mr. Chambers then moved, seconded by Mr. Thornton, that we ask Mr. Smith to con-I
tact the County Commissioner's next week to examine the possibility of forming
our own township and the implications thereof if we elect to do so. The motion
passed with the vote as follows: 5 Yeas - D'Alonzo, Maurer, Thornton, Amorose,
Chambers; 2 Nays - Headlee, Lewis.
Mr. Thornton said he would like answers to questions such as whether Dublin
would still qualify for support of the bridge project if it became a township
and would tax revenues change.
Mayor Lewis adjourned the meeting at 8:25 P.M.
