The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M. I
with the following members present: Amorose, Chambers, D'Alonzo, Headlee,
Lewis, Maurer (arrived at 7:35 P.M.), Thorton. Also present were Mr. Sheldon,
Village Manager, Mr. Smith, Law Director, Mr. Wolfe, Engineer, and Mr. Bowman,
Planner.
Mrs. Headlee moved, seconded by Mr. Amorose, to approve the minutes of the
November 1st meeting. Vote on the motion was unanimous for approval. Mr.
Thornton moved, seconded by Mr. Chambers, to approve the minutes of the special
meeting November 8th. The motion was approved with the vote as follows: 4
Yeas - Amorose, Chambers, Lewis, Thornton; 2 Abstentions - Mr. D'Alonzo, Mrs.
Headlee. Mr. Chambers then moved, seconded by Mr. Amorose, to approve the billl
listing for November 15th excluding the bill from the Columbus Engineering Con-
sultants for the Billingsley Ditch study until after a discussion of said study
had been held. Vote on the motion was unanimous for approval.
The Clerk read a letter from Mr. Ralph Starkey, Superintendent of the Depart-
ment of Youth Services, Scioto Village in which he commended the Police force
for the apprehension of two runaways from their Village October 28th.
Ordinance No. 02B-82 I
Said ordinance to regulate the use of geothermal wells used for heating/cool- I
ing was a tabled item. Mrs. Maurer said she would like the ordinance to remain
tabled until she and Mr. Amorose have an opportunity to meet with a consultant
on said wells.
Ordinance No. 54A-82
Said ordinance setting rates for Columbia Gas of Ohio remained tabled. (See
November 1st minutes.)
Ordinance No. 56-82
Said ordinance to establish an arterial traffic plan for Dublin was read for
the third time. Vote on passage of the ordinance was unanimous.
Ordinance No. 60-82
Said ordinance relating to heliports and helistops was read for the third time.
Mr. D'Alonzo moved, seconded by Mr. Chambers, to table the ordinance until the
December 6th meeting. Vote on the motion was unanimous for approval.
Ordinance No. 63-82
Said ordinance to amend the Building Code regarding smoke/heat detectors was
read for the second time. Mr. Chambers moved, seconded by Mr. Amorose, to
amend Section 2 to read I'The current resident of the dwelling unit shall be
responsible for the maintenance and upkeep of all detectors." The motion pass-
ed with the vote as follows: 5 Yeas - Amorose, Chambers, Headlee, Lewis,
Thornton; 2 Nays - D'Alonzo, Maurer.
Ordinance No. 65-82
Said ordinance relating to prohibiting the keeping of dangerous animals in the
Village was introduced by Mr. Thornton and read for the first time.
Discussion of Billingsley Ditch
Mayor Lewis referred to the report made by Columbus Engineering received Octo-
ber 29th and a report from M.O.R.P.C. which was received before this meeting.
Mayor Lewis suggested that Council ask Mr. Sheldon and Mr. Wolfe to give the
M.O.R.P.C. report to the Columbus Engineers for the purpose of providing Counci
with a clarification of that report. Mr. Chambers said he has made comments

concerning the Columbus Engineers report and would like comments on those as
well as the M.O.R.P.C. report. Council concurred to delay discussion of the
study until further comments are received from the Columbus Engineers.
Review of Frantz Road Boulevarding
Mr. Wolfe presented a map and discussed the options for widening Frantz Road.
Mayor Lewis suggested Council authorize Mr. Sheldon and Mr. Wolfe to proceed
with providing information on acquiring temporary and permanent easements.
Expansion of Municipal Buildinq
Mr. Sheldon commented on the proposed expansion of the Municipal Building.
Mrs. Maurer suggested the one-half (%) percent increase in income tax be con-
sidered to help pay for projects such as this. Mr. Thornton asked that an
effort be made to find out how many people work in Dublin and live in Columbus,!
etc., to assist in determining whether or not to place a tax increase on the
ballot. Mr. Chambers said an effort has been made numerous times and the in-
formation is still not available. Mr. Sheldon said he would try again to ob-
tain this information.
Mr. Chambers said it seemed to him there were other options that should be con-
sidered such as using the Middle School, at such time as it becomes vacant, as
additional space for departments of the Village. He then moved, seconded by
Mr. Thornton to delay authorizing Mr. Sheldon to proceed with detailed plans
and specification for two weeks in order to consider all options available.
Vote on the motion was unanimous for approval.
At this time Mr. Chambers referred to the November 15th edition of the Columbus
Dispatch which reported that there would be two Fire Departments in Dublin. He
said he was unaware of this action since there were no public hearings or
announcements that this subject would be discussed. He said he was angry that
a matter of such importance was decided without any discussion with the Village
of Dublin, with the citizens of Washington or Perry Townships, or with the
Firemen.
Mayor Lewis added that a letter was issued to each employee of the joint fire
department notifying them that as of December 31st their employment would be
terminated.
Mr. Chambers moved, seconded by Mr. Amorose, that the Council of the Village
of Dublin has noted the published reports of a split of the Washington-Perry
Township Fire Department into two departments. The Council voices its dismay
that a matter of such importance could have been decided apparently without
public debate, without any discussion with the Village of Dublin and without
the knowledge of its officials. The Council of the Village expresses its dis-
tress and requests that the combined Fire Board hold Public Hearings on this
matter and suspend their decision pending such discussions. Vote on the motion
was unanimous for approval.
Mayor Lewis asked Mr. Chambers to work with Mr. Amorose and Mr. D'Alonzo and
the Board of Education in pursuing the objective of the determination and dis-
position of the Middle School building and any other utilization that might be
made. Mayor Lewis also asked Dave King of Architects Partnership to also offer
any suggestions in reaching a conclusion.

Council Roundtable Discussion
Mr. D'Alonzo reported on the action of P&Z to approve the medical complex on
Frantz Road.
Mrs. Maurer reported that she and Mr. Amorose met with a hydrologist, Howard
Goth, who has a consulting firm dealing with geothermal systems. She moved,
seconded by Mr. Amorose, that permission be given to retain Mr. Goth as a con-
sultant for a fee not to exceed $500.00. Vote on the motion was unanimous for
approval.
Mr. Chambers commented on the bill listing for November 15, 1982 totaling near-i
ly a half a million dollars and was hopeful this would be lower in the near I
future as projects are completed. ,

Mayor Lewis said he had a meeting with the Franklin County Litter Control to
discuss the "Clean Up Ohio" program for 1983. He asked Mr. Chambers to act as
chairman for Dublin and work with organizations such as Kiwanis and the Boy
Scouts and Girl Scouts of America in supporting this program.
Mayor Lewis asked Mr. Smith to investigate the legality of the recent Fire
Board's action and report his findings to Council.
Mayor Lewis adjourned the meeting at 8:30 P.M.
