Form No. 1097 '''',;, Held November 8, 1982 19 The Special meeting of Council, to discuss the arterial traffic plan, was called to order by Mayor Lewis at 7:30 P.M. with the following members present: Amorose, Chambers, Lewis, Maurer, Thornton. Mr. D'Alonzo and Mrs. Headlee wer absent. Also present were Mr. Sheldon, Village Manager, Mr. Bowman, Planner, and Mr. Smith, Law Director. Resolution No. 23-82 Said resolution to resolve the ROW infringement of the Cook property at 38 S. High Street was introduced by Mr. Chambers. Mr. Chambers moved, seconded by Mr. Amorose, to dispense with the three-time reading rule and pass the resolu- tion by emergency. Vote on the motion and resolution was unanimous for approval. Discussion of Arterial Traffic Plan - Ordinance No. 56-82 Mayor Lewis welcomed the public to the meeting to discuss the planning of the proposed traffic plan. He emphasized that the meeting would be conducted as a town meeting rather than a public hearing to allow for a more informal dis- cussion. In reflecting on the concerns that have already been expressed about the ordinance, he suggested an amendment to the plan which would delete that segment between Riverside Drive and S.R. 745 (proposed new bridge). He said the MORPC and Columbus have long range plans to four-lane Hard Road east of Dublin. If this should occur as far west as Riverside Drive, it would probably be an even longer period of time before Dublin would propose to build a bridge across the river to connect Hard Road with Brand Road. Mrs. Maurer then moved, seconded by Mr. Chambers, to amend the Traffic Plan deleting that segment between Riverside Drive and S.R. 745. Vote on the motion was unanimous for approval. Mr. Bowman explained the purpose of the plan and what it would establish. Many residents from the Bellaire and Dublin Road areas were present to ask questions and comment on the plan. There was concern that increasing the ROW on Dublin Road for the purpose of widening the road would destroy the presently scenic view and increase traffic. Mr. Thornton moved, seconded by Mrs. Maurer, that the major street plan for the ROW of S.R. 745 not be altered from the present width. The motion failed with the vote as follows: 2 Yeas - Maurer, Thornton; 3 Nays - Amorose, Chambers, Lewis Mayor Lewis adjourned the meeting at 9:30 P.M. ~AJ.~ Cl erk 0 f uncll
