The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee,
Lewis, Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr.
Smith, Village Law Director, and Mr. Wolfe, Village Engineer.
Mr. D'Alonzo amended the minutes of the October 18th meeting. He said under
the Council Roundtable Discussion in which he reported on the School Board's
meeting with Council representatives, item one (1) should reflect the School
Board would like the Village to consider closing the road which runs behind the
Middle School. Mr. D'Alonzo then moved, seconded by Mr. Thornton, to approve
the minutes as amended. The motion passed with the vote as follows: 6 Yeas-
Amorose, Chambers, D'Alonzo, Lewis, Maurer, Thornton; 1 abstention - Mrs.
Headlee.
Mr. Amorose moved, seconded by Mrs. Maurer, to approve the bill listing for
November 1st. Vote on the motion was unanimous for approval.

Mr. Chambers asked the Clerk to read a letter from Mr. Mike Sloan, Risk Manage-
ment, to Tom George, Kroger Store, in which he commended the Dublin Police De-
partment for minimizing the number of bad checks which pass through the Dublin
Kroger store. Mayor Lewis added that there are many areas in which our Police
Department is doing an excellent job and this is just one example.
Ordinance No. 02B-82
Said ordinance to regulate the use of geothermal wells was a tabled item. It
remained tabled until the committee working on said ordinance could check on
other sources of information.
Ordinance No. 54A-82
Said ordinance proposing to set rates charged by Columbia Gas of Ohio was a
tabled item. Mayor Lewis reviewed the events which have taken place to date.
He recommended that Council give Mr. Smith the authority to request cost
studies from the Consumers' Counsel and other information that would enable the
Village to take further action. (See Council Roundtable, Mr. Thornton.)
Resolution No. 22-82
Said resolution to authorize the Manager to contract for street lighting with
C&SOE was read for the third time. Vote on the resolution was unanimous for
approval.
Ordinance No. 56-82
Said ordinance to establish an arterial traffic plan for Dublin was read for
the third time. Mrs. Maurer moved, seconded by Mr. Amorose, to table the or-
dinance until after the town meeting November 8th. Vote on the motion was
unanimous for approval.
Mr. Chambers said he would have an amendment to present at the November 15th
meeting. Mayor Lewis said he would like other aspects of planning to be in-
cluded for discussion at the November 8th meeting and asked the press to assist
in notifying the public.
Ordinance No. 60-82
Said ordinance to control the establishment and operation of heliports and
helistops in Dublin was read for the second time. Mayor Lewis referred to Mr.
Smith's memo to Council for their consideration. Mr. D'Alonzo said he would
like to see this regulation included in the Zoning Code so a permitted use
would be possible under certain circumstances. Mr. Smith said he would like
to review the ordinance with Mr. Gunner and comment at the November 15th meet-

Ordinance No. 61-82
Said ordinance to consent with O.D.O.T. regarding the Scioto Bridge was intro-
duced by Mr. Thornton and read for the first time. Mayor Lewis and Mr. Sheldon I
clarified the intent of the ordinance. Mr. Chambers moved, seconded by Mrs.
Maurer, to dispense with the three-time reading rule and pass as an emergency.
Vote on the motion and ordinance was as follows: 6 Yeas - Maurer, Thornton,
Amorose, Chambers, D'Alonzo, Lewis; 1 Nay - Headlee.
Ordinance No. 62-82
Said ordinance to accept the lowest/best bid for two (2) Police cruisers was
introduced by Mr. Amorose and read for the first time. Bob McDorman Chevrolet
was the lowest bidder at $13,908.52. Mr. Chambers expressed dissatisfaction
that the mid-sized cars were being used by the Police Department. Mr. D'Alonzo
moved, seconded by Mrs. Headlee, to dispense with the three-time reading rule
and pass as an emergency. The motion and ordinance passed with the vote as
follows: 6 Yeas - Thornton, Amorose, D'Alonzo, Headlee, Lewis, Maurer; 1 Nay -
Chambers.
Ordinance No. 63-82
Said ordinance to amend the Building Code regarding smoke/heat detectors was In-
troduced by Mr. D'Alonzo and read for the first time. Mr. Chambers said he
would like the ordinance to state somewhere that the occupant is responsible
for the maintenance of the detector system rather than the owner of the site.
The Building Inspector, Dave Price, was present to answer/comment on the ordin-
ance. Mr. D'Alonzo questioned how the audibility requirement of the fire alarm I
warning systems could be checked. Mr. Price said this would be checked at the
time the building is inspected. Mr. D'Alonzo also asked if there were approved
warning systems and Mr. Price named approved testing agencies that, if noted on
the detector, would indicate the system had been tested and approved. Mr.
D'Alonzo said he thought this information should be included in the ordinance.
Mr. Thornton said he would like to see some requirement in the ordinance which
would periodically require the occupant to see that the warning device was in
working order. Mr. Smith said he would look into the areas of concern and sub-
mit a memorandum by the next regular meeting of Council.

Ordinance No. 64-82 I
Said ordinance to approve the 1982 amendments to the Codified Ordinances was I
introduced by Mr. Chambers and read for the first time. At this time, Mr. Chaml
bers said the entire section on the Architectural Review Board, Section 1183.11,\
was in error and should be reprinted. Mr. Chambers moved, seconded by Mrs.
Headlee, to correct Section 1183.11, dispense with the three-time reading rule,
and pass the ordinance as an emergency. Vote on the motion and the ordinance
was unanimous for approval.
Filinq Appropriation on Vlahos Property
Mayor Lewis reviewed the reasons for the filing of an appropriation on the
Vlahos Property in order to deadend Thornhill Lane. Mrs. Headlee expressed con
cern that in the future the residents will not have access to the new section of
Frantz Road and that the Village may have to purchase additional land/ROW to
provide an additional access to Thornhill Lane residents. Mr. Chambers then
moved, seconded by Mr. Thornton, that the Village Manager be directed to pro-
ceed with the filing of this case. The motion passed with the vote as follows:
6 Yeas - Amorose, Chambers, D'Alonzo, Lewis, Maurer, Thornton; 1 Nay - Headlee.

Building encroachment - 38 South High Street, Dublin
Mr. D'Alonzo introduced Mr. Koons, Realtor for Robert Wyler, who was in the I
process of selling the property at 38 South High Street. He said in surveying
the site, it was discovered the structure was encroaching six (6) inches into
the alley and the buyer is concerned. He asked if it was possible to do some-
thing such as transferring the six (6) inches to the present property owner.
Mr. Smith said he would look into what could be done and report at the special
meeting November 8th.
Other
Mayor Lewis asked Mrs. Headlee if she had anything to report on the request
from the Coalition to Cost Effective Health Services. Mrs. Headlee said she
checked with other surrounding municipalities and none of them acknowledged
the request to contribute funds to the service. She recommended that Dublin
also disregard the request. t
Mayor Lewis referred to the report of Billingsley Ditch drainage from the Colum
bus Engineers and encouraged Councilmembers to read through it before the
November 15th Council meeting when it would be discussed.
Council Roundtable Discussion
Mrs. Maurer commented on the difficulties encountered when construction was
started on the amphitheatre at Scioto Park and the additional costs. She ques-
tioned whether the rock that was dug up could be offered to Village residents
and Mr. Wolfe said it was not a good quality rock and was in very small pieces.
Mr. Amorose requested that something be done to clean up the walk on Dale Drive
Mr. Wolfe said he would look into it and speak to the developers.
Mr. Chambers apologized to the public and to Council because he was under the
impression that split rail fencing was not to be installed around Scioto Park
and he would prefer that stone fencing be considered in future improvements.
He corrected an implication in the news release about the new Fire Station which
said that the Village of Dublin assisted the Trustees in finding a suitable
site. He said the Council committee did not assist in any way. He said he did
not object to the site but wanted to make the correction.
Mr. Thornton referred to the gas rate increase issue. He said he would like a
committee of Council and representatives from Columbia Gas to sit down and work
on arriving at an acceptable figure for both parties regarding a contract.
Mayor Lewis said he would work with Mr. Thornton in this endeavor.
,Mrs. Headlee commented on the large wine bottle on the top of Kroger's. Mayor
I Lewi~ informed her this had been taken care of and would be removed by Tuesday
mornlng.
Mr. D'Alonzo said he liked Mr. Wolfe's ideas in regard to planting new trees to
replace those that had to be removed during the recent widening of Glick Road,
if it were financially feasible.
Also, he commented on BZA's overiding of P&Z's decision referring to the most
recent disapproval of the Carpenter Medical facility. He said this disapproval
was also an overriding of the Dublin CIC recommendation. He said he felt this
would be a worthwhile facility.

Mayor Lewis reported that the satellite disc on Summittview Road was removed
today which advertised satellite video games.
Mr. Sheldon reported on the new sewer pumps at the pump station and the fact
that they pump out a greater amount of sewage in less time and are functioning
very well.
Mr. Wolfe said the plans for the boulevarding of Frantz Road are complete south
to Rings Road for Council's review. He said he would need assistance from
Council as to what to do with the plans. He said he would need about six (6)
months to acquire easements. Mayor Lewis asked Mr. Wolfe to prepare a summary
of the requirements by the November 15th meeting.
Mayor Lewis reminded everyone to review the issues that will be on the ballot
tomorrow and be prepared to vote for the best candidates and issues.
Mayor Lewis adjourned the meeting at 8:40 P.M.
