The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis',
Maurer (arrived at 7:40 P.M.) Thornton. Also present were Mr. Sheldon, Village
Manager, Mr. Wolfe, Village Engineer, and Mr. Smith (arrived 7:50 P.M.), Village
Law Director.
Mr. Thornton moved, seconded by Mr. Amorose, to approve the minutes of the Sep-
tember 20th meeting. The minutes were approved with the vote as follows: 5
yeas - Amorose, Chambers, D'Alonzo, Lewis, Thornton; I abstention _ Headlee.
Mrs. Headlee then moved, seconded by Mr. Amorose, to approve the bill listing
for October 4th. All those present voted in favor of the motion.
Ordinance No. 51-82
Said ordinance, to amend the section of the Building Code pertaining to the
Building Permit, was read for the third time. Mr. Chambers questioned what pro-
visions, if any, were available for appealing the disapproval of a building per-
mit. Mr. Smith said the appeal process for other sections of the Building Code
would apply to the section on permits. After further discussion, vote on pass-
age of the ordinance was unanimous for approval.
Ordinance No. 53-82
Said ordinance to amend the Traffic Code concerning mopeds, bicycles, etc., was
read for the third time. Mayor Lewis referred to Mr. Smith's memo of September
29th in which he suggested an additional amendment to the ordinance. After
further discussion, Mr. Amorose moved, seconded by Mr. Chambers, to table the
ordinance until the October 18th meeting when Mr. Smith can incorporate clari-
fication of the language of said ordinance. Vote on the motion was unanimous
for approval.

Ordinance No. 02B-82
Said ordinance to require permits for geothermal water wells and establishing
new permit requirements for geothermal heating units was read for the second
time.
Ordinance No. 54A-82
Said ordinance proposing to set rates charged to Dublin residents by Columbia
Gas of Ohio was read for the second time. Mayor Lewis reviewed the status of
said ordinance and the Columbia Gas of Ohio's Ordinance No. 54B-82. He said
Dublin has been served a notice that Columbia Gas has filed with the PUCO and
the Village has the option of being heard by PUCO or to ask for representation
by the Ohio Consumer's Counsel along with other communities to debate this issue
It was the concensus of Council to invite a representative from Consumer's Coun-
sel to attend the October 18th meeting to answer questions/or concerns of Councih .
Council can then consider the possibility of whether or not to request assistanc~
from said Counsel.
Resolution No. 22-82
Said resolution to authorize the Manager to contract with Columbus and Southern
Ohio Electric Company for street lighting throughout Dublin was introduced by
Mr. Thornton and read for the first time. Mr. Stowers was present to answer
any questions.
Resolution No. 23-82
Said resolution, to accept the Budget Commission amounts and rates, was intro-
duced by Mrs. Headlee and read for the first time. Mrs. Headlee then moved,
seconded by Mr. Chambers, to dispense with the three-time reading rule and pass
the resolution as an emergency. Vote on the motion and resolution was unanimous
I for approval.

Ordinance No. 55-82 I
Said ordinance dealing with the inducement and agreement with Dr. and Mrs.
Kenneth Carpenter and Dublin Medical Clinic, Inc. to issue bonds to finance
said commercial facility, was removed from the agenda at the request of Mr.
Kurt von Boeselager, Bond Counselor with Squire, Sanders and Dempsey Law Offices.
The ordinance will be placed on the October 18th agenda.

Authorization to Siqn Lease for Columbus Open Space Land ,1
Said lease pertains to land bounded by Scioto River on the west, Riverside Driv
on the east, and the area bounded north of Martin Road and south of S.R. 161/33
bridge over the Scioto River consisting of 21.13 acres. The rent would be i
one dollar ($I.OO) per year for ninety-nine (99) years. The land would be used I I
as a park and for passive recreational purposes.
Ordinance No. 56-82
Said ordinance to establish an arterial Traffic Plan for Dublin was introduced
by Mr. D'Alonzo and read for the first time. Mrs. Maurer requested that Mr.
Bowman, Village Planner, comment and/or answer questions at the next reading
of the ordinance.
Mrs. Headlee moved, seconded by Mr. Chambers, to approve signing of the lease.
Vote on the motion was unanimous for approval.
. Other
Mayor Lewis asked Mrs. Headlee if she had anything to report regarding the re-
quest from the Coalition for Cost Effective Health Services to contribute
$147.00 toward their budget. Mrs. Headlee said she is attending a meeting
Wednesday night, October 6th, and will report any information at a later date.
Report on Electronic Games Ordinance
Mrs. Maurer reported that the appointed committee (Mr. Thornton, Mrs. Maurer,
Mr. Smith, and Mr. Sheldon) met to discuss whether or not there was an oppor-
tunity for a variance in said ordinance. She said they discussed whether to
amend the ordinance or repeal it altogether. In polling the Councilmembers,
Mrs. Headlee, Mrs. Maurer, Mr. Amorose, and Mr. D'Alonzothoughb that)
there should be no further action toward amending or repealing the ordinance.
Mr. Chambers suggested another committee be appointed in order to come up with
an agreement that the Village and those businesses with electronic games could
"Ii ve with." Mayor Lewis said since it is the concensus of Council that no
further action should be taken, the ordinance would remain as is for the time
being.
Council Roundtable Discussion
Mr. Thornton asked what the status was of the land for the Frantz Road exten-
sion that ties in with Columbus. He felt that those involved should acquire
the land needed for the right-of-way as soon as possible.
Mrs. Headlee again expressed concern of speeding cars on Brand Road. Mayor
Lewis said the Police are patrolling this area more closely.
Mr. D'Alonzo reported on the action taken by P&Z on the 84 Lumber Company con-
ditional use request.
Also, he said the School Board and the Liaison committee of Council will meet
October 12th for a special meeting.
Mr. D'Alonzo asked Mr. Smith for an oplnlon of the use and placement of heli-
ports in Dublin and whether they conform with the P&Z's present requirements.
I H~ said he would like to meet again with Mr. Jack Thompson, Director of Avia-
tlon, ODOT, and anyone else on Council, to discuss proposed legislation.

Mrs. Maurer said she thought it was important for the public to attend the next
meeting when the arterial traffic plan would be discussed and hoped the news-
papers would give this item sufficient coverage.
Mayor Lewis commented on the endorsement of the Ohio Municipal League on Issue
One. He said the League has asked the Village for a similar endorsement and
provided a sample resolution. Council did not express a desire to endorse said
lssue.
Mr. Sheldon said the Frantz Road-161 intersection improvement has caused re-
moval of landscaping on the Porsche-Audi and the Dublin Plaza properties. He
said he has been asked if the Village will absorb the cost in restoring said
landscaping. Mr. Sheldon asked Council if they had any objections to this
restoration cost. He said he would take bids if the cost exceeded $5,000. It
was the general concensus of Council that Mr. Sheldon should proceed to begin
replacement of the landscaping.
Mayor Lewis adjourned the meeting at 8:40 P.M.

Softball League Umpire Fees
Note: We have, for a period of time, been in the process of filing for
tax exemption on all Village owned property. Three parcels have
outstanding assessments that must be paid before exemptions can
be filed. The billing for $10,643.21 to Dana G. Rinehart, Franklin
County Treasurer, is for that purpose, so we can complete the
exemption certificates and avoid future taxes.
