The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Lewis, Maurer
Thornton. Mrs. Headlee was absent from the meeting. Also present were Mr.
Sheldon, Village Manager, and Mr. Smith, Law Director.
Mr. D'Alonzo moved, seconded by Mr. Amorose, to approve the minutes of the
September 7th meeting. Vote on the motion was unanimous for approval. Mrs.
Trissel amended the bill listing of September 20th in a memorandum to Council.
Mrs. Maurer moved, seconded by Mr. Thornton, to approve the bill listing as
amended. Vote on the motion was unanimous for approval.
Ordinance No. 47-82
Said ordinance, to amend Ordinance No. 81-80 establishing
fit surcharge capacity fees, was read for the third time.

Ordinance No. 51-82
Said ordinance, to amend the building code pertaining to the building permit,
was read for the second time. Mr. D'Alonzo questioned whether a $50.00 fine
was sufficient for those builders who do not finish a project in the prescribed
time frame. He suggested possibly issuing a levy against the real estate or
something of that nature.
Mayor Lewis questioned the fourth sentence on page 2 referring to the requlre-
ment that building should commence at least six (6) months after the permit is
issued. This would mean the home would have to be completed within a year of
the time the permit was issued and he suggested that the time limit be increaset
to one and one-half years (1\).

Ordinance No. 53-82
Said ordinance, to amend the Traffic Code prohibiting the carrying of more
a moped or motorcycle is equipped to carry, was read for the second time.
Ordinance No. 02-82 (Amended)
Said amended ordinance repealing Ordinances No. 06-60 and 57-76 requlrlng per-
mits for drilling water wells and establishing new permit requirements for geo-
thermal heating units was read for the first time. Mrs. Maurer moved, seconded
by Mr. Amorose, to remove the original Ordinance No. 02-82 from the table.
\bte on the motion was unanimous for approval.
Mrs. Maurer then moved, seconded by Mr. Chambers, to introduce the amended or-
dinance as No. 02-82B and treat it as a first-time reading. The motion passed
with the vote as follows: 5 Yeas - Chambers, D'Alonzo, Headlee, Lewis, Maurer,
Thornton; 1 Nay - Amorose.
Mayor Lewis asked the press to notify the public that the ordinance on geother-
mal wells had been amended.
Ordinance No. 54-82
Mayor Lewis commented on said ordinance which proposes to set rates charged to
Dublin residents by Columbis Gas of Ohio. He explained Ordinance No. 54-82
that was read at the September 7th meeting was offered by Council and the one
included in the packets for this meeting was offered by Columbia Gas as an
additional proposal to their original Ordinance No. 21-82. Mrs. Maurer asked
that these two ordinances be numbered 54-82A and 54-82B respectively. Council
concurred with the request.
Mr. Cotterman of Columbia Gas was present to answer questions or clarify their
proposed ordinance. He said that Council's ordinance (No. 54-82A) was not
acceptable to Columbia Gas.

Final Plat Approval - Galway Subdivision - Mr. Miljus
Mr. Bob McCoy was present to represent Galway Subdivision. It was pointed out \
that Planning and Zoning's recommendation was to delete reserve A and B and to
increase the right-of-way from 40 feet to 50 feet. Mr. Smith requested this
amendment be attached to the plat approval. Mr. D'Alonzo moved, seconded by
Mr. Amorose, to approve the final plat. Vote on the motion was unanimous for
approval.
Proposal for a Tree Nursery from the Forestry Commission
Mayor Lewis referred to the memorandum from the Forestry Commission in which
they asked Council to authorize and fund the planting of one acre of nursery
stock in the spring of 1983. They quoted an estimate from Mr. Schmachtenberger,
Forester, at $330.00. Mr. Chambers moved, seconded by Mr. Thornton, to approve
the concept. Vote on the motion was unanimous for approval.
Concept for Municipal Buildinq Expansion - Dave King
Mr. King presented proposed plans for expanding the municipal building. Mayor
Lewis said he thought additional consideration should also be given to further
expansion five years from this time and how that expansion could be accomodated
at that time.
Mayor Lewis asked Mr. King to leave the plans at the municipal building so
Councilmembers and the public could have the opportunity to review the plans
for discussion at future meetings. I
State Division of Aviation Re: Helicopters - Jack Thompson
Mr. Thompson of the Ohio Department of Transportation's Division of Aviation
was present to comment on the pros and cons of helicopter use and procedures
for placing heliports in various locations. He also presented a film focusing
on the importance of helicopters and heliports.
Council Roundtable Discussion
Mr. Thornton reported there would be a meeting sometime this week with the
committee on the Electronic Game ordinance.
Also, he mentioned comments he had received from the public about the diverse
opinions from the Architectural Review Board. He suggested that the Planner
study the Board's procedures and make any recommendations for improvements.
Mr. D'Alonzo said he and Mr. Chambers met with Mr. Bowman regarding the thor-
oughfare plan. He said a copy of an ordinance, along with a map showing the
Jlan, should be circulated at the next Council meeting as a result of their
neeting.
Also, he reported on the meeting with the Parks and Recreation Committee to dis-
buss installation of an outdoor swimming pool in Dublin. He said additional
meetings are planned and he would report further infoBmation to Council at a
b..ater date.
~r. Chambers commented on the letter from the Columbus Engineering Consultants
which said they were delaying the results of the Billingsley Ditch study. He
said he was not pleased with the fact that the City of Columbus is planning to
Jroceed with their plans regardless of the results of the engineer's study.
He also reported on the committee appointed to determine the degree to which
Dublin is at risk due to lack of aerial ladders or platform equipment (he and
Mr. Thornton). Another purpose for the commitee was to determine if Council
could assist the Fire Board in securing the above equipment and housing for it.

Mr. Amorose referred to paragraph four of the Manager's report and asked Mr.
Sheldon to write a letter to the City of Columbus and ask them to hold off on
the work they propose on Sawmill Road until the Village receives a report from
the Columbus Engineering Company. The Councilmembers present concurred.
Mr. Amorose said he had received a called from Porche-Audi asking when the land-
scaping would be repaired near the Frantz-161 intersection. Mr. Sheldon said
it would be this Fall, if possbile, and it not, most certainly in the Spring.
Finally, he commented on the geothermal well ordinance and said he is not satis-
fied with the final form and would be offering some amendments.
Mrs. Maurer said a sanction against the Village was made several years ago be-
cause a woman was not employed by the Police Department. She said now that a
policewoman has been hired, she would like the appropriate action to be taken to
remove this sanction. Mr. Smith said this would be done.
Mr. Sheldon reported on the status of Thornhill Lane's turnaround. Mr. Hawks,
a resident, was present.
Mayor Lewis adjourned the meeting at 10:07 P.M.
