The regular meeting of Council was called to order by Mayor Lewis with the
following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis, Maurer,
Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe, Village
Engineer, and Mr. Gunner, Assistant Law Director.
Mr. D'Alonzo amended the minutes of the July 19th meeting. He asked that it bel
reflected in the Council Roundtable Discussion that "Mr. D'Alonzo would like to
know the difference between adopting some part or all of the C. E. Williams
Traffic Study, for instance, as a guideline or as an amendment to the Zoning
Code." Mrs. Headlee moved, seconded by Mr. Amorose, to approve the minutes as
amended. Vote on the motion was unanimous for approval. After a discussion of
the bill listing for August 2nd, Mr. Chambers moved, seconded by Mr. Thornton, I
to approve said bill listing. Vote on the motion was unanimous for approval.
The Clerk read a letter to Council from Mel Shaver in which he resigned from
his position on the Parks and Recreation Committee. Also a letter to Mr. Strut
ner from COTA was read announcing the implementation of the Dublin Express be-
ginning September 7, 1982. The service will originate at the Park and Ride
site at the Village Square Shopping Center.
Ordinance No. 36-82
Said ordinance proposing rezoning 20 acres in Muirfield from Rl to P.U.D. was
read for the second time and a Public Hearing was held.
Mr. Howard Adams, representing Muirfield, was present to speak for the rezoning
There was no one present to oppose the rezoning. Mrs. Headlee expressed con-
cern of the possibility of unnatural water flow created by the use of retention
basins and suggested the Ordinance pertaining to regulation of water flow be
reviewed and possibly amended.
Ordinance No. 39-82
Said ordinance to ban the sale of drug paraphenalia was read for the third time
Vote on passage of the ordinance was unanimous for approval.
Resolution No. 20-82
Said resolution declaring an intent to appropriate property on Thornhill Lane
to deadend said street was read for the third time.
Mr. Amorose questioned whether there would be sufficient space for school buses
and large service vehicles to turn around if this street were to become a dead-
end street. He questioned what the cost would be to the Village and Mr. Shel-
don explained that this would be negotiated after the owner of the property is
presented with the resolution and considers the proposal.
Mr. Hawk, a resident on said street was present. He said he has a petition
signed by seventeen (17) of the forty-one (41) residents of Thornhill Lane. He
said a majority of those persons who signed the petition believe the Village
should assume the expense of deadending of the street especially since Police
protection and street maintenance should be limited and, therefore, a savings
to the Village.
The resolution was approved with the vote as follows: 5 Yeas - D'Alonzo, Lewis
Maurer, Thornton, Chambers; 2 Nays - Headlee, Amorose.
Ordinance No. 42-82
Said ordinance to appoint a person to the Board of Zoning Appeals to fill the
unexpired term of Emerson Berry was read for the second time. Mrs. Headlee
moved to nominate and appoint Jan Rozanski, to dispense with the three-time
reading rule, and pass the ordinance as an emergency. Vote on the motion and
the ordinance was unanimous for approval.

Ordinance No. 43-82
Said ordinance to accept a bid for public officials and employees liability and
package insurance was read for the second time. Mr. Strutner recommended
acceptance of the bid of Ohio Local Government Insurance Plan, Inc. at $2,043.0
for liability insurance for a three (3) year prepaid policy and $6,293.00 for
package insurance. Mrs. Headlee moved, seconded by Mr. Thornton, to accept
Mr. Strutner's recommendation, dispense with the three-time reading rule, and
pass the ordinance as an emergency. Vote on the motion and the ordinance was
unanimous for approval.
Ordinance No. 44-82
Vote on the ordinance to appoint a person to fill the unexpired term of Mel
Shaver on the Parks and Recreation Commission was introduced by Mr. Chambers
and read for the first time.
Ordinance No. 45-82
Said ordinance ID amend Chapter 1515.08 (a) and (b) of the Fire Prevention Code
of the Codified Ordinance was introduced by Mrs. Headlee and read for the first
time. Mr. Sheldon clarified the amendment. Mr. Chambers moved, seconded by
Mrs. Headlee, to dispense with the three-time reading rule and pass the ordin-
ance by emergency. Vote on the motion and the ordinance was unanimous for
approval.
Ordinance No. 46-82
Said ordinance to amend section 2.04 (2) of the Village Income Tax regulations
was introduced by Mr. Chambers and read for the first time. After a discussion
of the purpose for this amendment brought about by the City of Columbus, Mr.
Lewis asked the Law Director to research this amendment to find out what the
affect would be if Dublin did not support this amendment.
Adria Request for Waiver of Certain Tap Fees
(Mr. D'Alonzo was not present for this discussion.) Mr. Lewis referred to Mr.
Sheldon's memorandum in which he informed Councilmembers of past agreements
with Adria or other organizations pertaining to waivering of fees. Mr. Thorn-
ton moved, seconded by Mrs. Headlee, to accept Mr. Sheldon's recommendation to
offer Adria a sum of $19,000 ($11,000.00 for the waiver of the fees in Ordin-
ance No. 81-80, $5,000.00 for the land on which the water tower is located on,
and $3,000.00 for the easement which crosses Adria's property) in place of
approving the request for a waiver of tap fees. All those present voted in
favor of the motion.
Discussion of Geothermal Wells
Mrs. Maurer reviewed the items covered in the proposed Ordinance No. 02-82.
After considerable discussion, Mr. Lewis suggested the Committee on said ordin-
ance, Mrs. Maurer and Mr. Amorose, consider holding a public hearing for the
purpose of acquiring the residents concerns of geothermal wells as well as thei
input on the proposed ordinance. A resident of River Forest with a geothermal
heating/cooling system was present and stated the problems he has encountered
with his neighbor's system.
Other
Mayor Lewis announced he would be going on vacation and that August 13, 14, and
15 he and Vice-Mayor Maurer's vacation plans would overlap. For that reason
Mayor Lewis moved, seconded by Mr. D'Alonzo, to appoint Mr. Chambers Acting
Mayor from the morning of Friday, August 13th to the morning of Monday, August
16th. The motion was approved with the vote as follows: 6 Yeas - Chambers,
D'Alonzo, Lewis, Maurer, Thornton, Amorose; 1 Nay - Headlee.

Council Roundtable Discussion
rs. Maurer said she would like to see a specific time set aside to review the
C. E. Williams Traffic Study as well as the P&Z recommendations on that Study.
r. Amorose questioned whether Mr. Sheldon had received any report from the
Columbus Engineering Consultant regarding the Billingsley Ditch. Mr. Sheldon
said he did not expect to hear anything until September.
r. Amorose said he has spoken with contiguous property owners of the Scioto Par
nd they have expressed a concern that a curfew is not being enforced. He sug-
ested Council set a closing time for all the Parks. He said there is also evi-
ence of persons in the park trespassing on property to the south and suggested
a barrier be placed at that site.
r. Amorose commented on the discussion held on the electronic games ordinance
July 29th. He said he agreed with the committee and saw no reason for amending
the ordinance in anyway at this time.
Amorose asked Mr. Sheldon about signs on utility poles advertising items for
sale which are not even located in the Village and asked who was responsible
for removing these signs. Mr. Sheldon said the Maintenance Department would be
'nstructed to remove signs on utility poles.
. r. Chambers referred to Mel Shaver's resignation from the Parks and Recreation
Committee. He suggested that Mr. Shaver receive special recognition for his
eight years of service such as a plaque and asked that the Parks and Recreation
Committee be consulted.

f some type of electronic projection for graphics in the Council Chambers. I
eferring to letters addressed to Council, he thought the Clerk should make re- !
ference to such letters so they are reflected in the Minutes. In this partiuclar
ase, he referred to the letter from Mr. Herb Bash who addressed Council on the II
lectronic games drdinance. Mayor Lewis agreed and said it should also be re-
orded in the Minutes that this letter was referred to the P&Z Committee on the I
lectronic games ordinance.
r. Thornton questioned whether the cable on the barrier across from the Middle
chool should be anchored at each post. It was his understanding that they woul
e and he has noticed they are not.
I~n reference to Columbus collecting Dublin taxes, he thought the Village should
~ook into the possibility of collecting their own taxes.
rs. Headlee commented on the many bikes, mopeds, and mini-bikes. She thought
something should be done to enforce the laws before someone gets injured. For
example, she said mini-bikes are not even supposed to be on the roads. Mayor
Lewis said this has been a concern of the Police Department for the last three
eeks and they are examining the areas in which this is a problem. He said he
ould appreciate the newspapers alerting the public of this problem and encour-
aged them to contact the Law Director and the Police Department to get specific
information on the rules and regulations.

Mrs. Headlee also commented on estate taxes that should go to the Village when
a property owner dies. She said at the present time we have lost several es-
tates because those persons have lived in Washington or Perry Townships. She
said she would like this situation investigated.
Mr. D'Alonzo commented on the Committee meeting on the electronic games ordin-
ance and the decision to leave the ordinance as presently written.
He complimented Mr. Strutner and Mr. Sheldon on consolidating the insurance I
plan for Dublin officials and employees and thought it was a worthwhile endeavorr
Mayor Lewis adjourned the meeting at 9:30 P.M.
