The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the follmting members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis,
Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe,
Village Engineer and Mr. Bowman, Village Planner.
Mrs. Headlee amended the minutes in the paragraph pertaining to approval of the
bill listing of July 6th. She added ". . . and additional cost/maintenance
therea fter." to the last sentence in the second paragraph of page one. Mr.
Chambers amended the paragraph under Council Roundtable Discussion to read ". . .
Police Department use this incident as a critique to help in handling similar
situations and emergencies in the future. Mrs. Headlee moved, seconded by Mr.
Chambers, to approve the minutes as amended. Vote on the motion was unanimous
for approval. Mr. D'Alonzo moved, seconded by Mr. Thornton, to approve the bill
listing for July 19, 1982 (attached). Vote on the motion was unanimous for
approval.
Mayor Lewis welcomed the new Village Planner, Mr. Patrik Bowman, and Mr. Sheldon
introduced him to the Councilmembers.
Ordinance No. 38-82
Said ordinance to amend the Landscape Ordinance pertaining to landscaping of
sites altered or expanded [Section 1183.07 (c) (2)] was read for the third time.
Vote on the ordinance was unanimous for approval.
Ordinance No. 39-82
Said ordinance to ban the sale/possession of drug paraphenalia was read for the
second time.
Ordinance No. 40-82
Said ordinance to accept and approve an amended sewerage service agreement (see
Ordinance No. 17-71) was read for the second time. Mr. Chambers moved, seconded
by Mr. Amorose, to dispense with the three-time reading rule and pass as an
emergency. Vote on the motion and ordinance was unanimous for approval.
Resolution No. 20-82
Said resolution dealing with the intent to appropriate property to dead-end
Thornhill Lane was read for the second time.
Ordinance No. 42-82
Said ordinance to appoint a person to fill the unexpired term of Emerson Berry
on the Board of Zoning Appeals was introduced by Mr. Chambers and read for the
first time.
Ordinance No. 43-82
Said ordinance to accept a bid for public officials and employees liability and
package insurance was introduced by Mayor Lewis and read for the first time.
Discussion of Adria request for Waiver of certain Tap fees
Mayor Lewis asked Mr. Sheldon to prepare a summary of past agreements that have
taken place with Adria to familiarize the present Council with the agreements
to date. Mrs. Maurer asked that a copy of Ordinance No. 81-80 also be provided.

Discussion of Post and Cable concept for Barrier at Middle School
After the discussion at the July bth Council meeting regarding a guardrail for
the area from the Omega Gas station to the crosswalk across from the Middle
School, Mr. Sheldon contacted the Peterson Fence Company to discussion a more
aesthetic structure. A draped cable effect with posts was suggested. Mr. Thorn
ton moved, seconded by Mr. Chambers, to authorize the Village Manager to enter
into a contract, and appropriate funds from General Revenue Sharing, with the

Paul Peterson Company to install posts spaced at 12'6" centers with two (2)
strands of cable at $10.25 per lineal foot or $3,331.25. Mrs. Maurer moved to
amend the motion to install posts spaced at 6' 3" centers with two (2) strands \
of cable at $12.55 per lineal foot or $4,078.75. The motion for amendment died
for lack of a second. Vote on the original motion was unanimous for approval.
Mr. Chambers said he still thought the best way to protect the children on their
way to school was to allow them to walk through the Cemetery even though this
had been discussed and disapproved of in the past.
Mr. Thornton asked that the Council representatives to the School Board inform
said Board of the installment of this barrier so that they could inform the
parents of its construction.
Other
Mayor Lewis reminded Council to inform Mr. Sheldon of whether or not they plan 1
to attend the Annual Ohio Mayor's and Municipal Officials outing at Rickenbacke
Air Force Base so he could make the necessary reservations.
Council Roundtable Discussion ~
Mrs. Maurer referred to the Parks and Recreation Commission minutes of July 14t
in which Mel Shaver announced he would be resigning from the Commission. She
asked that this vacancy be published and Mr. Sheldon said he would do so as \
soon as he received Mr. Shaver's letter of resignation.
'Mrs. Maurer suggested that "No Parking from Here to Corner" signs be installed
on N. High St. at the corner north of 84 N. High St. and near the Dari Twist.
Mrs. Maurer questioned the status of Ordinance No. 21-82 establishing Columbia
Gas rates in Dublin. Mayor Lewis said it was tabled (May 3rd) and referred to
material and sample resolutions provided by the Consumer's Counsel. Mayor
Lewis said the options available were:
1. Consider entering into an agreement with Columbia Gas
2. Join other Municipalities and support the uniform gas rate which
was introduced in the Ohio Legislature, or
3. Join other Municipalities to negotiate a group rate
Mr. Smith said there was no emergency to take action at this time. Mayor Lewis
said he would be glad to talk with Mrs. Maurer regarding proposed legislation
and if she still had questions, they could invite a representative from the
Consumer's Counsel for further clarification of options available.
Mr. Chambers asked Mr. Smith to reply to his questions concerning various as-
pects of procedures within the Police Department which he asked about at the
July 6th Council meeting. Mr. Smith said he and Mr. Sheldon will be drafting
a new form to use for reporting information to Council. As to whether or not
Dublin would benefit from having its own holding cell, Mr. Smith explained the
many requirements which needed to be met in order to provide this service. Mr.
Sheldon also mentioned the fact that when Dublin becomes a City, the Perry Town
ship facilities may become property of Dublin.
Mr. Chambers then commented that he was glad Mr. Bowman was with the Village
and hoped he would see him at future Council meetings.

Mr. D'Alonzo reported that there would be another meeting of the committee on
the electronic games ordinance. This meeting will be held to discuss those I \
comments from Mr. Duffey, the Attorney representing businessmen in Dublin who
are opposed to portions of the ordinance.

Mr. D'Alonzo referred to the traffic study prepared by C. E. Williams and said
there are some important items in the report which he would like to see adopted
as guidelines. He said the P&Z Commission could use these guidelines in arriv-
ing at recommendations to Council. He would like to know the difference between
adopting some part or all of the C. E. Williams Traffic study for instance as
Mr. Thornton questioned the comment that Dublin would "inherit" Perry Township's
facilities. Mr. Sheldon clarified the transition of Dublin becoming a City and
the fact that Perry Township does not now meet the requirements for Township
status. Mayor Lewis cited a memorandum of approximately a year ago from the
Law Director explaining the circumstances of becoming a city and asked that Mr.
Thornton be given a copy of that memorandum.
Mr. Thornton welcomed Mr. Bowman as Village Planner. He said he hoped in the
future, consideration could be given to improving the procedures between the
Planning and Zoning Commission and the Board of Zoning Appeals.
Mrs. Maurer said she would like to have a discussion on the proposed ordinance
on geothermal wells placed on the August 2nd agenda. She asked Council to look
at the report prepared by her and Mr. Amorose and the summarization of the pur-
Ipose of the ordinance before the next Council meeting.
Mayor Lewis adjourned the meeting at 8:35 P.M.
