The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alongzo, Headlee,
Lewis, Maure~, Thornton. Also present were Mr. Sheldon, Village Manager and
Mr. Smith, Law Director.
Mr. Thornton moved approval of the June 21st minutes~secoDded~bYMr.~AmQrose, 1nd
vote on the motion was unanimous for approval. Considering the bill listing r
for July 6th, Mrs. Headlee objected to the purchase of a page unit for use by
the Mayor and Vice Mayor. Mayor Lewis explained the reason for the purchase.
After a discussion, Mr. Chambers asked Mr. Smith to prepare a briefing for the
next Council meeting of the procedures used when contacting the Mayor in the
event of an arrest and why the Village does not have a holding cell. Mr.
D'Alonzo then moved, seconded by Mrs. Maurer, to approve the bill listing
(attached). Vote on the motion was unanimous for approval although Mrs. HeadIer
stated she would not approve the purchase of the page unit-and additional cost/
maintenance thereafter.
The Clerk read a letter from Emerson Berry in which he announced his resigna-
tion from the Board of Zoning Appeals because he will be moving to North Caro- I
lina in the near future. Mayor Lewis asked that the vacancy on BZA be pub-
lished in the paper. He said an appointment to replace Mr. Berry would be I
considered at the July 19th meeting. Mr. D'Alonzo requested that a letter be I
sent to Mr. Berry expressing appreciation for his service on the Board.
Ordinance No. 32-82
Said ordinance to accept the petition for annexation of 1.973 acres in Dublin
Estates, Bellaire Subdivision, was read for the third time. A resident from,
but not contiguous to, said area was present to ask what the procedures were
for being annexed to the Village and why he was not notified of this annexation
Mr. Sheldon explained the procedure and the fact that he was not notified be-
cause he was not a contiguous property owner. Vote on the ordinance was unani-
mous for approval.

Ordinance No. 33-82
Said ordinance dealing with the proposed Tax Budget for Fiscal 1983 and propos-
ed use of Federal Revenue Sharing Funds was read for the third time. Vote on
the ordinance was unanimous for approval.
Resolution No. 18-82
Said resolution to authorize the City of Columbus to place a fi fty-four (54")
inch culvert under Sawmill Road was read for the third time. Mr. Chambers
moved, seconded by Mr. Amorose, to table the resolution until the completion
of the study of the Billingsley Ditch area. Vote on the motion to table was
unanimous for approval.
Ordinance No. 38-82
Said ordinance to amend the Landscape Ordinance pertaining to landscaping of
sites altered or expanded [Section 1183.07 (c) (2)] was read for the second timl.
Ordinance No. 39-82
Said ordinance to ban the sale/possession of drug paraphenalia was introduced
by Mrs. Headlee as a new ordinance (replacing Ordinance No. 84-80) and read for
the fi rst time.
Ordinance No. 40-82
Said ordinance to accept and approve amended sewer service area contract (see
Ordinance No. 17-71) was introduced by Mr. Chambers~ndread for the first time.
Mr. Chambers moved, seconded by Mrs. Maurer to dispense with the three-time reac-
ing rule and pass as an emergency. After a discussion pertaining to the langu-
age of the agreement, Mr. Chambers withdrew his motion until Mr. Sheldon has an
opportunity to clarify the language in question.

Ordinance No. 41-82
Said ordinance to accept the lowest/best bid on two Police cruisers was intro- I
duced by Mrs. Headlee and read for the first time. Mrs. Headlee moved, second-
ed by Mrs. Maurer, to accept the bid of George Byers and Sons at $14,298.74 net
($17,298.74 less trade-ins) and to dispense with the three-time reading rule
and pass the ordinance as an emergency. Vote on the motion and the ordinance
was unanimous for approval. '
Resolution No. 20-82
Said resolution dealing with an intent to appropriate property to dead-end
Thornhill Lane was introduced by Mrs. Maurer and read for the first time. Mr.
Sheldon explained that it has not been possible to meet with one property owner
Mr. Vlahos, which necessitates said resolution. Mr. Hawk, a Thornhill Lane
property owner asked if the resolution could be passed by an emergency and Mr.
Smith advised that it not be passed by emergency measures considering the cir- I
cumstances.
Adria Request for Waiver of Tap Fees i
(Mr. D'Alonzo left the meeting during this discussion.) Mr. Fleming, Vice-Presi
dent of Operations of Adria, was present. Mr. Sheldon explained the reason
for the request. Mr. Fleming said water service for Adria's building south of
161 would cost approximately $166,000 and explained the reasons for that esti-
mate. He said Adria would like the Village to waive an approximate fee of
$44,000 and Adria would then pay approximately $122,000. After further dis-
cussion, Mrs. Headlee moved, seconded by Mr. Chambers, to postpone making a
decision until the next meeting when further information is available. Vote on
the motion was unanimous for approval. (Mr. D'Alonzo was not present for the
vote.)
Revisions to Main Sewage Pump Station
Reference was made to Mr. Sheldon's memorandum which included a memorandum from
Mr. Wolfe defining the situation with the main sewer pump station. Mr. Sheldon
recommended proceeding with retrofitting in order to replace the existing pumps
with pumps that will increase the G.P.M. Mr. Thornton moved, seconded by Mrs.
Headlee, to proceed with Mr. Sheldon's recommendation. Vote on the motion was
unanimous for approval.
Replacement Furnace - Ida Coffman House
Mr. Sheldon estimated the replacement of Mrs. Coffman's furnace would be
$3J07.00. He said the Historical Society has suggested this cost be divided
three ways, the Village, Mrs. Coffman, and the Society, and recommended Council
authorize him to enter into an agreement and expenditure of $1,069.00 for in-
stallation of a new furnace. Mrs. Headlee moved, seconded by Mr. D'Alonzo, to
accept Mr. Sheldon's recommendation. Vote on the motion was unanimous for
approval.
Other
Mayor Lewis referred to the memorandum proposing to change Waste Management's
scheduled pick-up day to Mondays and how the transition would take place.
Council concurred with the change in schedule and Mr. Sheldon will authorize
Waste Management to proceed with notifying the public and implementing the new
schedule effective July 12, 1982.
Glick Road Improvements
Mayor Lewis announced that Mr. Wolfe has plans nearly completed for the Glick
Road improvements and that advertising for bids can take place in approximately
three (3) weeks.

Guardrail for Walkway on 161
Mr. Thornton referred to the construction of a guardrail from the Omega Gas
Station to the Middle School crosswalk to separate pedestrian and vehicular
traffic. Mr. Thornton moved, seconded by Mrs. Headlee to approve the payment
of $3,980.00 from the Federal Revenue Sharing Funds and to enter into a contrac
with Paul Peterson Fence Company for installation of the railing. The appear-
ance of the guardrail was then discussed and it was decided that Mr. Sheldon
should look into the possibility of installing a more aesthetic barrier. The
motion was withdrawn.
Columbia Gas Uniform Rate
Mr. D'Alonzo questioned the revised Ordinance No. 21-82 from Columbia Gas.
Mayor Lewis explained that discussions are still taking place regarding this
issue particularly by the Consumer's Counsel. He said there was additional
material such as a sample resolution opposing the natural gas prices and asked
the Clerk to request this information, as well as other supportive material,
from the Consumer's Counsel.
Proposed Geothermal Well Ordinance
Mayor Lewis referred to the statement on the purpose of the proposed geothermal
well ordinance prepared by Mrs. Maurer and Mr. Amorose. He asked Councilmem-
bers to review the material and have comments/instructions for Mr. Smith by the
July 19th Council meeting. I

Mr. Thornton commented on the July 4th parade and celebration and expressed
appreciation to those in the Parks and Recreation Department for a very success~
ful day.

Mr. D'Alonzo also commented on the July 4th activities and thanked Chuck Speer,
his family, and assistants for their contributions. He reported on the status I
of the discussions regarding the electronic game ordinance which will be dis-
cussed further at the July 7th Planning and Zoning meeting. i

Mr. Chambers commented on the traffic incident at the Frantz-161-33 intersectio~
and suggested the Police Department use this incident as a critique to help in 'I
and emergencies in the future. He said he would like to be included in any diS~
cussion of this nature. I
Mr. Sheldon reported that Sherex and Western Electric have requested a sign to
be placed on the 3~ acre tract on the corner of Rings and Frantz Roads which
they donated to the Village. Council had no objections and Mr. Sheldon will
proceed with this request.
Mr. Hawk, of Thornhill Lane, expressed thanks to the Village for the excellent
job that was done in the recent repaving of Thornhill Lane.
Mayor Lewis adjourned the meeting at 9:05 P.M.
