The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee,
Lewis, Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr.
Wolfe, Village Engineer, and Mr. Smith, Village Law Director.
Mrs. Headlee moved, seconded by Mr. Amorose, to approve the minutes of the May
17th meeting. All those present voted in favor of the motion. Mr. Thornton
moved approval of the bill listing (attached) for June 7th and Mr. Chambers
seconded the motion. All those present voted in favor of the motion.
Ordinance No. 27-82
Said ordinance concerning a lease agreement with the Dublin Historical Society
pertaining to the Coffman property was read for the third time. Mr. Smith re-
ferred to his memo of June 7th and recommended Council table the ordinance
until Mr. Loveland, Attorney for the Dublin Historical Society, has a chance
to meet with the Society to discuss the suggested changes.
Mayor Lewis said the Historical Society will not meet again until June 22nd and
since this is after the next Council meeting, June 21st, he asked that Mr.
Thornton, Mrs. Headlee, and Mr. D'Alonzo serve as a committee to meet with a
similarly appointed committee of the Society to discuss these changes. He saidl
a decision could then be made at the June 21st meeting of Council as to whetherrl
to act on the ordinance or take other action. Mr. D'Alonzo moved, seconded by
Mr. Chambers, to table the ordinance until the June 21st meeting. Vote on the
motion was unanimous for approval.
Resolution No. 15-82
Said resolution to confirm the adoption of an amendment to M.O.R.P.C. 's Arti-
cles of Agreement was read for the second time.
Ordinance No. 31-82
Said ordinance to accept the lowest/best bid for salt for the winter of 1982-83
was introduced by Mrs. Maurer and read for the first time. Mr. Thornton moved,
seconded by Mrs. Maurer, to accept the bid of Cargill Salt Company at $28.04
per ton and to dispense with the three-time reading rule and pass as an emer-
gency. Vote on the motion and ordinance was unanimous for approval.

Said resolution to set a time and place for a public hearing on the proposed
1983 Tax Budget was introduced by Mr. Amorose and read for the first time. Mr.
Amorose moved, seconded by Mrs. Headlee, to set the public hearing date for
June 21st at 7:30 P.M. in the Municipal BUilding, and to dispense with the
three-time reading rule and pass the resolution as an emergency. Vote on the
motion and resolution was unanimous for approval.
Mr. Sheldon requested that any questions or comments on the budget be directed
to Mrs. Trissel, Finance Director, or to him before or by the June 21st hearing

Ordinance No. 34-82 I
Said ordinance consenting to the agreement with the Ohio Department of Transpor1
tation to improve the Hayden Run Road area was introduced by Mrs. Maurer a~d I
read for the first time. Mrs. Maurer moved, seconded by Mr. Amorose, to dls-
pense with the three-time reading rule and pass the ordinance as an emergency.
The motion and ordinance were approved with the vote as follows: 6 Yeas _
Thornton, Amorose, D'Alonzo, Headlee, Lewis, Maurer; 1 Nay - Chambers.
Ordinance No. 35-82
Said ordinance to appoint someone to the Parks and Recreation Committee to fill I
the unexpired term of William Easterday was introduced by Mrs. Maurer and read
for the first time.
Resolution No. 18-82
Said resolution to consent to the placement of a fifty-four (54") inch culvert,
replacing an existing thirty-six (36") inch cuI vert, under Sawmill Road was
introduced by Mrs. Maurer and read for the first time.
Resolution No. 19-82
Said resolution to accept a deed of easement for a sanitary sewer for improve-
ments on Post Road was introduced by Mrs. Headlee and read for the first time.
Mr. Thornton moved, seconded by Mrs. Headlee, to dispense with the three-time
reading rule and pass the resolution as an emergency. Vote on the motion and
resolution was unanimous for approval.
Discussion on Woolpert Proposal Re: Avery Park
Phase II Site Improvements were discussed and it was pointed out this included
the following:

Parking facilities
2 picnic shelters
Ballfield expansion and lighting
modi fications
Exercise trail
Play area
Landscape planting and seeding
Mrs. Maurer moved, seconded by Mr. D'Alonzo, to authorize the Manager to enter
into a contract with Woolpert Consultants for the preparation of plans, speci-
fications and bid documents for Avery Park Improvements Phase II at a cost of
$18,500.00. The motion passed with the vote as follows: 5 Yeas _ D'Alonzo,
Headlee, Lewis, Maurer, Amorose; 2 Nays - Chambers, Thornton.
Discussion of Electronic Games Ordinance No. 26-82
Mr. Dan McGarvey, Manager, Dublin Drive-In Theatre, and Mr. Tom Large, owner of
Time Out Amusements, were present to ask that consideration be given to rescind

the electronic games ordinance. Mr. McGarvey objected to the cost of licensing
the fact that you could not have loudspeakers a certain distance from the game
machines, and that children under eighteen (18) would not be permitted to play
the games if alcoholic beverages were sold on the premises.
Mayor Lewis stated the Ordinance had been discussed for approximately a year
and that those opposed had ample opportunity to object at P & Z meetings or at
the time of the public hearing on the ordinance. He suggested that they should
now work together and prepare some type of legislation to either attempt to
rescind or amend the present ordinance. Mr. McGarvey said he would make arrang~-
ments to do that. Mayor Lewis also suggested he and other interestedmenchants
attend the P & Z meeting and express their concerns to that commission.
Announcements
Mayor Lewis called attention to a notice from PUCO regarding a request for an
increase of rates by the Columbus and Southern Ohio Electric that will affect
the entire community. He said this has been discussed at a Mayor's Council

Meeting and a public hearing will be held on Friday, June 25, at 12:30 P.M.
at the PUCO offices, 375 S. High Street, Columbus. The purpose of the hearing
will be to record statements. On June 28th at 9:30 A.M. expert testimony will
be taken and Mayor Lewis urged anyone having concerns to attend the public
hearing.
Council Roundtable Discussion
Mr. Thornton expressed concern that there are not sufficient sidewalks in Dubli
and suggested there should be some type of standard requirement that developers
would have to comply with. Also, he commented on the sidewalk at the end of
the bridge which terminates and leaves the person walking along a mud path.
He said there is also a great need for a sidewalk near the school and feared
something was going to happen to a child walking to school before a sidewalk is
constructed. He said he has asked Mr. Sheldon to have Mr. Wolfe look at the
situation and prepare a proposal of how a barrier might be placed to create a
walkway to protect the children walking to school.
Mrs. Headlee asked that the ordinance on drug paraphenalia, which was tabled
some time ago, be revised and be placed on the June 21st agenda for considera-
tion.
Mr. D'Alonzo questioned what was being done toward hiring a Planner. Mr. Shel-
don explained that Mr. Strutner would be interviewing and testing applicants
Friday, June 11th.
Mr. Chambers referred to Resolution No. 11-82, requesting the Ohio Legislature
grant real estate tax deferment to residents in the business district of Old
Dublin. He said that representatives of the legislature were to receive copies
of said resolution and said he had asked for a list of the legislators who re-
ceived copies so that committments for further action could be obtained.
Mayor Lewis said he attempted to provide copies of the resolution to
but was advised in a meeting with several representatives that other
would be more successful.

Mr. Smith referred to a letter from the Ohio Department of Liquor Control re-
questing anyone having concerns or objections about a renewal of a particular
liquor license in Dublin should report to either the Chief of Police or the
Law Director. He said all liquor licenses will be considered for renewal in
October so any complaints should be made by August 31st.
Mr. Sheldon commended the Councilmembers for a perfect attendance record for
the first fourteen meetings held since the present Council has been in office.
He said this Was the first time this had happened for at least twenty-four years
or longer.
Madge Shriver from the audience commented on how nice the cemetery looked this
year. Mayor Lewis said he received a letter from Willard Grizzell in which he
made the same comment.
Mayor Lewis adjourned the meeting at 9:15 P.M.
