The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis,
Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe,
Village Engineer, and Mr. Smith, Village Law Director.
Mr. Chambers amended the minutes of the May 3rd meeting under Ordinance No. 26-8~,
last sentence, changing the word "decision" to "recommendation." Mrs. Maurer
asked that the following be added to the second sentence in the third paragraph
on page three ". . . however one member was aware of a map on the Council cham- I
ber wall." Mayor Lewis said the number six (6) should be changed to five (5) I
in that same paragraph since he was not contacted. Mrs. Headlee then moved,
seconded by Mr. Chambers, to approve the minutes as amended. Vote on the motionl
was unanimous for approval. Mr. Thornton moved, seconded by Mrs. Headlee, to I
approve the bill listing of May 17th (attached). Vote on the motion was unani-
mous for approval. I'
The Clerk read a letter to Council from Mr. William Easterday stating he was re-,
signing from the Parks and Recreation Commission because of new job committments~
Mayor Lewis asked that a notice be placed in the newspaper of this vacancy so
applicants could be considered and an appointment made by the next Council meet-

Dublin School Representatives Re: School Levy
Mr. Willard Grizzel, Superintendent of Dublin Schools, was present to report to
Council why the increased 6.5 mill levy is necessary and asked for their support
in promoting passage of the levy June 8th. After a discussion, Mrs. Maurer
moved, seconded by Mr. D'Alonzo, that Council support the levy. Vote on the
,motion was unanimous for approval.
Ordinance No. 18-82
Said ordinance to rezone the corner of Sawmill and Bright Roads to Planned Low
Residential (P.L.R.) and Suburban Office (S.D.) was read for the third time.
Mr. D'Alonzo moved, seconded by Mrs. Headlee, to approve the rezoning with the
condition that the developer install a right turn lane off Bright Road onto
Sawmill Road. Vote on the ordinance, as amended, was unanimous for approval.

Ordinance No. 25-82 i
Said ordinance, dealing with accepting the lowest/best bid for a dry, paperf '
copier, was read for the third time. Gordon Flesch Company, Model Canon NP 300F
was the lowest bidder at $5,395.00. Vote on the ordinance was unanimous for
approval.
Ordinance No. 26-82
Said ordinance, concerning electronic game legislation, was read for the third
time. Mr. Thornton objected to the ordinance because of the many limitations
which would prohibit businesses from having the games. Mr. Chambers moved,
seconded by Mrs. Maurer, to amend page 8, paragraph K, section 2, last sentence,
to read" . . . shall be heard by the Council in a public meeting." Also, to el _
minate the last sentence in said section. Vote on the motion was unanimous for
approval. Mrs. Maurer moved, seconded by Mr. Chambers, to incorporate the
amendments of pages 6 and 8 (including Mr. Chamber's amendment) made by Mr.
Gunner. Vote on the motion was unanimous for approval.
Mrs. Sherri Abbott was present to inform Council of her plans to install a game
room in the new Dairy Twist on the corner of Bridge and High Streets. She was
told that if the ordinance passed, she would be permitted to have only three
(3) electronic games on the establishment.
The ordinance passed with the vote as follows: 4 Yeas - D'Alonzo, Headlee,
Maurer, Amorose; 3 Nays - Lewis, Thornton, Chambers.

Ordinance No. 27-82
Said ordinance to establish a lease agreement with the Historical Society was
read for the second time. Mr. Smith recommended that Council wait until he has I
had a chance to meet with Mr. Loveland, Attorney for the Historical Society, to
satisfy a number of questions. Mr. Chambers suggested the attorneys meet to
discuss legal matters then a committee from both Council and the Historical
Society could meet to discuss other areas in question. Mayor Lewis agreed this
would be feasible and Council concurred.
Ordinance No. 28-82 I
Said ordinance to issue a Note for $545,000.00 to fund improvements to the 33-
Frantz-Post Road intersection was introduced by Mrs. Headlee and read for the
first time. The Clerk announced Mrs. Trissel, Finance Director, certified that
the estimated life of said improvements is at least five (5) years and that the
maximum maturity is twenty-five (25) years. Mrs. Headlee moved, seconded by I
Mr. Amorose to dispense with the three-time reading rule and pass as an emergen-
cy and to accept the bid of Banc Ohio National Bank at 9.04%. Vote on the mo-
tion and the ordinance was unanimous for approval.
Ordinance No. 29-82
Said ordinance, to accept the lowest/best bid for the 33-Frantz-Post Road inter-
section, was introduced by Mrs. Headlee and read for the first time. Mrs. Head-
lee moved, seconded by Mrs. Maurer, to accept the bid of Capital City Excavat-
ing Company at $542,626.71 and to dispense with the three-time reading rule and
pass as an emergency. Vote on the motion and the ordinance was unanimous for
: approval.
Ordinance No. 30-82
Said ordinance, to accept the lowest/best bid for 1982 Street Improvements, was
introduced by Mr. Chambers and read for the first time. Mr. Chambers moved,
seconded by Mr. Thornton, to accept the bid of Ritz Paving Company at
$170,691.00 and to dispense with the three-time reading rule and pass as an
emergency. Vote on the motion and the ordinance was unanimous for approval.
Resolution No. 15-82
Said resolution to confirm the M.O.R.P.C. amendment to their Articles of Agree-
ment was introduced by Mrs. Headlee and read for the first time.
Resolution No. 16-82
Said resolution to support the Mental Retardation Levy which will be on the
June 8th ballot was not published in the newspaper. Mrs. Headlee moved, second-
ed by Mrs. Maurer, to waive the Council Rule of Order and place the resolution
on the agenda. Vote on the motion was unanimous for approval. Mrs. Maurer
moved, seconded by Mrs. Headlee, to dispense with the three-time reading rule
land pass the resolution as an emergency. Vote on the motion and the resolution
was unanimous for approval.
Discussion of Bridqe - 161 and 33 Improvements - C. E. Williams
Mr. Kaiser and Mr. Hoffman of C. E. Williams were present to further discuss
said improvements. Mayor Lewis explained that if Council agreed to support the
recommendations of C. E. Williams, the project would be placed on the M.O.R.P.C.
priority list in the short range planning function. After a discussion, Mrs.
Maurer moved, seconded by Mr. Chambers, that Council recommend adoption of
the conceptual plan to the M.O.R.P.C. for inclusion in their short range plan.
Vote on the motion was unanimous for approval.

Preliminary Plat - Miljus Subdivision J
Mr. Robert McCoy was present to request approval of the preliminary plat for th
Miljus Subdivision. Mr. Thornton moved, seconded by Mr. Chambers, to approve I
said plat with the inclusion of the Planning and Zoning Commission's recommenda-
tions made at their May 4th meeting. The motion passed with the vote as follows:
6 Yeas - D'Alonzo, Headlee, Lewis, Thornton, Amorose, Chambers; 1 Nay - Maurer.
Consideration of M.O.R.P.C. proposal Re: Study of Billingsley Ditch
Mr. Chambers moved, seconded by Mr. Amorose, that Council ask M.O.R.P.C. to
conduct a study which they have offered to do for us for a fee and that we
appropriate the necessary funds to carry out this study. Vote on the motion
was unanimous for approval.
Council Roundtable Discussion
Mayor Lewis announced that the Village had received a letter from the Ohio
Department of Health stating a Public Hearing to discuss a possible hospital
facility in Dublin will be held Thursday, May 20th at 9:00 A.M., at 246 N.
High Street, 7th floor, main conference room and not in the Dublin Municipal
building.
Also, a notice was received from the Department of Public Service, City of Col-
umbus of a Public Hearing to discuss the improvement of 1-270, situated partial-
ly in the Village of Dublin, Washington Township and Perry Township, Franklin
County, Ohio and modification of its interchange at Sawmill Road. Anyone wish-
ing to attend must submit a written request to the City Engineer by June 4th.
Mrs. Headlee said she would like to ask Columbus, since they received so much
money from the Federal Government, how soon Dublin can expect COTA service in
Dublin.
Mr. D'Alonzo reported actions taken at the May 4th P&Z meeting. He commended
P&Z committee members for their time, particularly on the traffic study report.
Mr. Chambers announced that the Memorial Day functions would be held Monday,
May 31st at the following times and places:
9:00 A.M. - Powell, Ohio
10:00 A.M. - Jerome
11:00 A.M. - Dublin
11 : 30 A.M. - Ceremony on Bridge
He said if there was a "rain delay" day for the Memorial Tournament, the cere-
mony on the bridge would be eliminated.
He commented that he felt the special meeting held May 12th with the Columbus
Traffic Engineers to discuss the relocation of Dublin Road was a totally unsat-
isfactory meeting
He also referred to the memo from Mr. Sheldon regarding the riverfront property.
He asked that there be no further public discussion on this subject and that it
be discussed at the next Executive Session of Council. In the meantime, he
said he would like to get together with each Councilmember to discuss strategies
for acquiring land.

Mrs. Maurer referred to the Constitutional amendment in regard to Income Tax
and wondered if Council should come out against this amendment since, if passed,
it would undercut the Village's base tax support. Mr. Sheldon said this would
not be on the ballot until the November election and it is hard to tell at the
present time whether it will be placed on the ballot then.
Also, she announced the Ohio Department of Health has denied reconsideration of
the Riverside Hospital facility.
In regard to the P&Z report on the C. E. Williams Traffic Study, she questioned
what action Council should take. After a discussion, it was the general con-
census of Council that the study could only be used as a guide.
Mayor Lewis adjourned the meeting at 9:40 P.M.
