The regular meeting of Council was called to order by Mayor Lewis at 7:30
P.M. with the following members present: Amorose, Chambers, D'Alonzo, Headlee,
Lewis, Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr.
Wolfe, Village Engineer, Mr. Gunner, Assistant Law Director.
Mrs. Headlee moved, seconded by Mr. Amorose, to approve the minutes of the
April 19th meeting. Vote on the motion was unanimous for approval. Mr. Cham-
bers moved, seconded by Mr. Thornton, to approve the bill listing (attached)
for May 3rd. Vote on the motion was unanimous for approval.
Ordinance No. 18-82
Said ordinance proposing a rezoning on the corner of Sawmill and Bright Roads
was read for the second time. This being a public hearing on said rezoning,
Mr. Archdeacon, Woolpert Consultants, representing the holders of the property
(Columbus Service and Mortgage and Columbus Savings and Loan) was present to
speak in favor of the rezoning. Mr. William Pope, a resident on Sawmill Road,
was present to ask questions of the rezoning.
Mr. Amorose questioned the drainage source and Mr. Archdeacon said it would
eventually empty into Billingsley Ditch. Mrs. Headlee questioned where the
office buildings would front and Mr. Archdeacon said there would be two fronts,
one on Sawmill and one on the cul-de-sac. He said there would be no curb cuts
onto Sawmill.
Mr. Archdeacon was asked whether Bright Road would be widened. He said no pro-I
visions have been made at this time. Mr. Amorose asked if the developers would
be willing to add a third lane for a right turn. Mr. Archdeacon said if a
traffic study would indicate a need for a third lane he thought the developers
would be willing to do so. Mayor Lewis asked Mr. Wolfe to review and report
on a right turn lane and also on whether fire facilities can adequately provide
service for this area. He asked that the report be ready by the May 17th meet-
ing of Council.
Mr. Pope questioned what type of buildings would be constructed in the S.D.
area, type of landscaping, and the price range of the condominiums. Mr. Arch-
deacon said the office buildings would be one-story structures but there is a
need at this time for flexibility in the size and shape of the buildings. He
said they plan to build as they have buyers/renters in order to meet specific
needs. The condominiums would be in the price range of $60,000.
Ordinance No. 25-82
Said ordinance to accept a bid for a new copier was read for the second time.
Ordinance No. 26-82
Said ordinance dealing with Electronic game legislation was read for the second
time. Mr. Gunner explained the amendments that were incorporated into pages
I 6 and 8. Mr. Chambers referred to the section on appeals of suspended licenses
and the fact that a committee of Council would handle such appeals instead of
the full Council. Mayor Lewis asked Council to give this some thought as to
how they wanted to handle said appeals and comment by the third reading at the
May 17th meeting. Mr. Chambers said he would suggest the committee of Council
appointed by the Mayor would report their . !. concerning an appeal to the
entire Council. recommendations
Ordinance No. 21-82
Said ordinance fixing and regulating Columbia Gas Company rates was read for thl
third time. Mr. Thornton moved, seconded by Mr. Chambers, to table the ordin-
ance indefinitely until more information is obtained. Vote on the motion was
unanimous for approval.

Ordinance No. 22-82
Said ordinance establishing compensation for P&Z members was read for the thirdl
time. The ordinance failed with the vote as follows: 1 Yea - Lewis; 5 Nays -
Maurer, Thornton, Amorose, Chambers, Headlee; 1 Abstention - D'Alonzo.
Resolution No. 12-82
Said ordinance to approve and accept a deed of easement for storm and sanitary
sewers in "Weybridge" - Muirfield Phase No. 18, was read for the third time.
Mrs. Headlee questioned who would be responsible for any drainage problems if
this agreement is passed. Mayor Lewis said this resolution was solely for the
purpose of approving and accepting an easement and not approving a drainage
system. The resolution was passed with the vote as follows: 6 Yeas - Maurer,
Thornton, Amorose, Chambers, D'Alonzo, Lewis; 1 Nay - Headlee.
Ordinance No. 27-82
Said ordinance to enter into a lease agreement with the Historical Society re-
garding the Coffman property was introduced by Mrs. Maurer and read for the
first time. During a discussion, Mr. Sheldon pointed out the property was
deeded as a life estate agreement which meant Mrs. Coffman is responsible for
repairs on the property. He said the Village has assisted with various repairs
but were not legally obligated to do so. Mayor Lewis said any questions re-
garding responsibility for maintenance of the property should be resolved by
the third reading of the ordinance.
Resolution No. 14-82
Said resolution requesting a public hearing be held in Dublin regarding health
care facilities was introduced by Mr. Chambers and read for the first time.
Mrs. Maurer moved, seconded by Mr. Chambers, to waive the Council Rule of Order
since it was not published in the newspaper and place it on the agenda. Vote
on the motion was unanimous for approval. Mrs. Maurer then moved, seconded by
Mr. D'Alonzo, to amend Section 2 to include" . . . on the application of the
Community Hospital Association of Mid-Ohio for a Certificate of Need and on the
application by Riverside Hospital, if a request for reconsideration or re-eval-
uation are granted, utilizing the Council chambers at no charge to the Ohio
Department of Health. Vote on the motion was as follows: 4 Yeas - Amorose,
D'Alonzo, Maurer, Thornton; 3 Nays - Chambers, Headlee, Lewis. The motion
passed.
Mr. D'Alonzo then moved, seconded by Mrs. Maurer, to dispense with the three-
time reading rule. Vote on the motion and resolution was as follows: 5 Yeas _
Amorose, Chambers, D'Alonzo, Maurer, Thornton; 2 Nays - Headlee, Lewis.
"Conceptual Presentation" of Proposed Improvements to S.R. 161/33 and Scioto
Bridge.
Mr. Dale Hoffman, representing C.E. Williams, was present to explain Phases A,
B, and C of proposed improvementsto S.R. 161/33 and Scioto Bridge and the esti-
mated cost involved. Mayor Lewis asked the newspapers to inform the community
that there would be more discussion of the conceptual plan May 17th. He said
if this plan is adopted, it would take approximately three years before any
field work is started. He added, in three to five years an Environmental Im-
pact statement would have to be filed and a determination made as to what por-
tion the Federal, State, and County governments would pay and what portion the
Village would pay. He said whether this plan is used, or that of ODOT, the
Scioto Bridge would be closed for approximately one year and thought the public
should be aware of this and have an opportunity to comment at the May 17th
meeting.

Other
Mayor Lewis commented on a proposal from MORPC regarding continuation of a
study on the Billingsley Ditch drainage with their recommentations for improve-
ments. He asked Council to study their recommendations and comment at the
May 17th meeting. At Council's request, MORPC will act on the proposal at
their May 20th meeting, therefore, any strong objections should be reported to
Mr. Sheldon as soon as possible.
Mr. Chambers asked Mayor Lewis to brief Council on his telephone conversation
with Mr. Smith regarding the Columbus portion of the intersectimof Frantz Road
and Hayden Run Road which was discussed at the Columbus City Council this even-
ing. Mayor Lewis explained circumstances leading up to the interest in the .
events of the Columbus City Council meeting. He said Columbus City Council I
considered a zoning ordinance this evening and Mr. Smith was present to requestl
that, as they continue their development plan, they give Dublin consideration
regarding the final design. Mr. Smith relayed the message that the Columbus
Council passed the zoning ordinance for the development south of Tuttle Road,
west of Dublin Road, and north of Hayden Run Road and affirmed that they would
keep Dublin informed.

wall action. Mr. Chambers said there are alot of unanswered questions and Dublin
needs to find out what is proposed and why other means have not been considered
He asked that Mr. Sheldon ask the Columbus officials to meet with interested
members of Council so they are kept informed.
Mayor Lewis said this project was reported to all members of Council as early
as February 22nd and mentioned in subsequent meetings. He said suggestions
that were made were displayed on the map in the Council chambers and residents
involved were present at the meetings in Dublin as well as in Columbus.
Mr. Chambers summarized the actions that were taken in the last three months
concerning the area in question and said the specific plans for Dublin Road
were not mentioned in any of those actions. He felt Council had not been kept
informed and requested that this be done in the future.
Council Roundtable Discussion
Mrs. Maurer thanked Mrs. Trissel, Finance Director, for appearing on a panel fo
Career Day for the junior girls at Dublin High School and for her excellent
contribution.
She reported that she was co-complaintant in an appeal to the Ohio Department
of Health ruling in regard to the proposed Riverside facility in Dublin.
Mr. Chambers referred to a map regarding the riverfront land that can be ac-
quired. He said it defined all the information necessary for consideration in
purchasing the land mentioned.
Mr. Thornton referred to a petition circulating to amend the section of the
Constitution which has a bearing on Income Taxes that municipalities receive.
He asked that the Finance Director prepare an estimated synopsis to show where
Dublin would stand if this amendment would pass in the November election. Mayo
Lewis said this subject is on the agenda of the Ohio Mayor's Council to be held
June 4-5.

Mr. D'Alonzo congratulated the Police Department on the action they have taken I
to control the sale, etc., of drugs in Dublin.
He said the P&Z committee to study the Traffic Plan will report to the Commis-
sion May 4th and the report will then be forwarded to Council.
He then reported that the School Board would like Council to declare June lOth
as Willard Grizzel Day. Mayor Lewis said a Proclamation would be prepared.
Also, Mr. D'Alonzo said the School Board would like Council's endorsement of
the levy that will appear on the June 8th ballot. Mrs. Headlee said she would
like more information on the levy and Mayor Lewis suggested inviting a repre-
sentative of the School Board, or the entire Board, to attend the May 17th
Council meeting to discuss the levy in more detail. Council agreed that this
should be done.
Mr. D'Alonzo said the School Board would be interested In the proposed Traffic
Plan Study and Mayor Lewis asked that that information be made available to
them.
Mayor Lewis ajourned the meeting at 9:40 P.M.

RE: Discussion of Frantz Road and Hayden Run Road at Columbus City Council
meeting.
Mr. Chambers: Would you be good enough sir to brief the Council on the
results of your telephone conversation with Mr. Smith.
Mayor Lewis: Yes. Since January, about January 14th, Charles Wolfe and
Sherm Sheldon have had continuing meetings with the development department
of the City of Columbus and the developers of the property in the southern
portion of Dublin known as Llewellyn Farms. In order to arrive at agree-
ment and understanding in regard to the ultimate extension of Frantz Road,
the intersection of Frantz Road with Hayden Run RoadJand the ultimate con-
nection with the new Hayden Run Bridge~the meeting on February 22nd) which
was with the Columbus traffic department and the Columbus Engineers includ-
ed the residents along the stretch of Dublin Road in that vicinity, these
were reported at our two special Capital Improvements meetings and a map
generally representing their suggestion~ the suggestions of the Columbus
development department which is on the wall over here. To make a long
story short, this came up before the City Council of Columbus tonight for
final consideration for a zonlng ordinance. There were three speakers
addressing the ordinance, one of which was Steve Smith. The result of
that presentation was that Councilman Mentel told the development commis-
sion of Columbuspand Harrison Smith representing the developer~ to pro-
ceed, if they would proceed as they continue their development planyto
give Dublin consideration in regard to their final design and continue to
hold meetings and discussions with Dublin residents and Dublin Council.
then he would recommend the City of Columbus adopt the ordinance with
that condition/following that recommendation)and the agreement by Harrison
Smith/to that condition Columbus passed the zoning ordinance for the

development of the property south of Tuttle Road, west of Dublin Road and
north of Hayden Run Road.
Mr. Chambers: May I have the floor sir?
Mayor Lewis: Yes sir, Mr. Chambers.
Mr. Chambers: To fill In the gaps in this, I think that's essential, I
was advised)on the Friday last by a citizen whose opinion I value very
highly, that there was a plan to terminate Dublin Road short of Hayden Run
Road in connection with this operation.at the time the word used was dead
~
end. That was an incorrect term but I had determined that there was a
plan)which I had never heard of_to relocate Dublin Road north of Hayden

Run sending it to the west to terminate in the extended Frantz Road.
It seemed quite surprising to me that)or the urgency of thisfwas that it
was to be voted on tonight by the Columbus City Council. I subsequently
called each of the members of Council and reached six of them, and among
other things)asked if they were aware of any such plan. And I believeJ
without exception)they indicated no except in one case there was a refer-
ence to a dotted/~~nthat map which of course we were all familiar with.
Because of that)I proposed to the six members of Council that the City
Manager be asked to have the Law Director appear before the Columbus City
Council and ask for a tabling, or other action appropriate, to suspend
judgment on that intersection of Dublin Road. We are not concerned with
the rezoning. It is my understanding that ,as the Mayor saidJtha~ this
particular item will continue to be considered irrespective of the approval
of the general zoning thing and that was the objective we had in mind. I
don't know whether the plan is a good one or not, but I know it was never
made known to me that the main street of our town was to be relocated by
another town andyapparently( it was not made known to other members of Council

either. So we have achieved the thing which needed to be done to give us
some time to debate this and determine whether the proposal is a good one
or not. There are certainly alot of unanswered questions such as the
mechanism by which two residents who would be land locked under this pro-
)
posal)are going to get easements to get out of their land. That's a rela-
tively minor point strangely enough, 'for each location of Dublin Road
since it is the present boundary between Dublin and Columbus. Would the
boundary change. There are alot of questions which are important to this
Council which have not been made known to the Council. And for that rea-
son, we now stand in a position where we need to find out what is proposed
and why)and why other means of doing the same thing have not been con-
sidered. And for the lack of another suggestion, I would ask the City
Manager if the responsible officials from Columbus who are familiar with
)
the philosophy they wish to follow here could meet with interested mem-
)
bers of Council so that we would know what we are doing. Have I correctly
stated the substance of my conversation with each of the members of Council?
Mrs. Maurer: May I ask a question - I don't understand exactly what you
are saying, from what I was told tonight was the second reading, am I correct,
of the rezoning in front of Columbus City Council. And that considering
the whole rezoning question there - it's already been before their planning
and zoning - is that correct, alright.
Mr. Gunner: Inaudible
Mrs. Maurer: O.K. and that was a condition of their passing it?
Mayor Lewis: That they continue to work with Dublin officials, yes.
Mr. Gunner: Inaudible
Mrs. Maurer: That's already happened. We know that's already happened.
Mayor Lewis: Yes

Mrs. Maurer: Alright, the reason I asked the question is that Mr. Chamber~
when he called and talked about having it tabled I didn't know why it had
to be tabled on a second reading.
Mr. Chambers: Tabling would have been the final request had it been

necessary/ but it was specifically to deal only with the streem and that
particular intersection. And I hope (inaudible)
Mayor Lewis: I don't necessarily disagree with any comments made. I do
have a comment and observation to make however. This project)along with
the various meetings that were held)were reported to all members of Council
as early as February 11th. It was discussed again on February 22nd. It
was at least mentioned in passing) if not in detail)at subsequent meetings
and specifically on April 12th and the suggestions that were being con-
sidered were indicated by visual means. The residents involved were
present at many of the meetings not only with Dublin, but Columbus
officials. If I understand it correctly, this procedure continued to
tonight with the developers having proceeded in the form of obligating
some millions at a closing tomorrow and to table the ordinance tonight
would have cost substantial monies. While I have no objections to all
all of the Councilmembers being informed)adequately informed, I think
they certainly not only deserve to be,but have an obligation in those
/
instances)to be aware of projects that have been discussed for as long as
this one has and upon occassion of finding themselves inadequately in-
formed, to please raise questions early enough so that if action is
strongly recommended we could do it in a more timely fashion than this
one has occurred.
Mr. Chambers:
I am sorry Mr. Mayor but I cannot accept that. May I have
the floor please?
Mayor Lewis: Yes, certainly.

Mr. Chambers: I would like to discuss right now the fact that somebody
wants to keep the sun from coming up tomorrow. Now there isn't any way in
the world that we can foresee the unforeseeable. Let me give a little
history. Some months ago we were asked to, at the residents request, to
deadend Thornhill Lane. We agreed to that. But at no time was it men-
tioned or even suggested or even intimated that there was any relocation
of Dublin Road planned and certainly would have had some bearing on my
thinking at that time had I been aware that that was the case. And it
was not mentioned. Within the last couple of months we have annexed 1200
feet of Dublin Road to the city. I would have expected that possibily
somebody might have mentioned in the course of that that just south of
there we were going be faced with a relocation of the road. Just as a

matter of interest. It was not mentioned to me in February/, I am not sure
of the date, the extension of Frantz Road which in the past had been
rather low on our list of priorities was taken off the back burner and
put on the front burner and we were asked to give our support to that and
the Council gave their support. It was never mentioned _ I mentioned in
was
one of the reasons I voted against it - t~it/~~ because of the indecisive
nature of Columbus' committment to meet our road and the other indecisive
elements of the Columbus proposal. In any case, Council approved it but
at no time did anyone mentioned that there was a relocation of Dublin
Road involved in this lssue. Three actions within the last six months
which bear on that and where I might have expected to be advised and I
was not advised. It's true that there lS a dotted line on that map over
there and there's a dotted line on the map I have here. In both cases the
dotted line is unidentified, in both cases it is a concept and in both
cases it heads more north than south. So Council has not been kept informed

and I request that we be kept informed. This lS a Council-Manager form of
government. I regret that but it lS so let's follow it. Thank you.
