The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M. I
with the following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis,
Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe,
Village Engineer, and Mr. Smith, Village Law Director.
Mr. Chambers and Mr. D'Alonzo amended the minutes of the April 5th meeting. Mr.1
Chambers then moved, seconded by Mrs. Headlee, to approve the minutes as amended.
Vote on the motion was unanimous for approval. Mrs. Maurer amended the last
paragraph on page one of the April 12th minutes of the special meeting on Capita
Improvements. Mrs. Maurer then moved, seconded by Mr. D'Alonzo, to approve the
minutes as amended. Vote on the motion was unanimous for approval. Mrs. Head-
lee moved, seconded by Mr. Thornton, to approve the bill listing for April 19th.1
Vote on the motion was unanimous for approval.
The Clerk asked Council to consider the notice from the Ohio Department of
Liquor Control requesting a change in licensing from Wine and Cheese Emporium
Ltd. Company to the Super X Drugs Corporation. Mrs. Headlee moved to object to
this transfer, request a hearing and to be notified of the hearing date. The
motion died for lack of a second. Mr. Smith informed Mrs. Headlee she could
still object and request a hearing as an individual. Mrs. Headlee said she
would do so.
The Clerk also informed Council of a notification from the Board of Elections
announcing voters in Precinct A of Ward 3 of Dublin in Franklin County and the
Dublin Precinct in Delaware County will vote June 8, 1982 on Sunday sale of
liquor. Mayor Lewis said he thought the applicants were the Muirfield Golf
Club and the Muirfield Country Club.
Ordinance No. 05-82
Said ordinance dealing with the rezoning of 16.573 acres to R.I. (Restricted
Industrial) and 1.398 acres S.O. (Suburban Office) south of Post Road and west
of Liggett Road in Franklin and Union Counties was read for the third time.
Vote on the ordinance was unanimous for approval.
Ordinance No. 21-82
Said ordinance dealing with fixing and regulating Columbia Gas Company rates
was read for the second time.
Ordinance No. 22-82
Said ordinance establishing compensation for Planning and Zoning Commission
members was read for the second time.
Resolution No. 12-82
Said resolution to approve and accept a Deed of Easement for storm and sanitary
sewers for Weybridge - Muirfield Phase 18, was read for the second time.
Ordinance No. 23-82
Said ordinance to renew the Note for the purchase of 53 acres in Avery Park was
introduced by Mrs. Headlee and read for the first time. Mrs. Headlee moved,
seconded by Mrs. Maurer, to dispense with the three-time reading rule and pass
as an emergency and to accept the bid of Banc Ohio at 9.23%. Vote on the motion
and ordinance was unanimous for approval.
Ordinance No. 24-82
Said ordinance to accept the lowest/best bid for a tractor and mower for the
Parks and Recreation Department was introduced by Mrs. Headlee and read for the
first time. Mrs. Headlee moved, seconded by Mr. Chambers, to dispense with the
three-time reading rule and pass as an emergency and to accept the bid of Frank-
lin Tractor Sales at $10,923.00. Vote on the motion and the ordinance was un-
animous for approval.

Ordinance No. 25-82
Said ordinance to accept a bid for a new copYlng machine was introduced by Mr. I
Chambers and read for the first time. The lowest/best bidder was Gordon Flesch
Company, Model-Canon NP 300F, at $5,395.00. The bid specification permits a
30-day trial period before awarding a contract if the Village Manager so desires.
Mr. Sheldon said since the machine is new on the market, he recommended that the
machine be tried for 30 days before accepting the bid and passing the ordinance.
Council was in agreement with this recommendation.
Ordinance No. 26-82
Said ordinance to license and regulate mechanical and electrical amusement de-
vices was introduced by Mrs. Maurer and read for the first time.

Mrs. Maurer questioned several sections within the ordinance and asked Mr. Smith
to check on them and comment at the next reading.
Announcements
Mayor Lewis announced the Public Hearing on the rezoning at the corner of Bright
and Sawmill Roads would be held at the May 3rd meeting of Council. This will
be the second reading of the Ordinance.
Also, a public meeting will be held Monday, April 26th at 7:30 P.M. in the Muni-
cipal Building to discuss the drainage area served by Billingsley Ditch. Mayor
Lewis said representatives from the Franklin County Engineers and the Franklin
,Soil and Water District Board will be present to make recommendations concern-
ing the problems in said area.
Mayor Lewis referred to a memorandum from Mr. Sheldon outlining the necessary
steps that will be required before requesting improvements to 33-161 from Frantz
to Sawmill Roads, including the widening of the bridge, and placing these im-
provements in the short range "to be funded" plan. Mr. Sheldon said MORPC I
should receive a total Concept Plan from the Village by approximately May 20th.
Mayor Lewis asked Councilmembers to consider any questions they may have concern~1
ing this short range plan. Mayor Lewis said he would like a public hearing to I
be held May 3rd or May 17th. Mr. Sheldon said he would check to see when the I
necessary documents would be ready from C.E. Williams and the date of the public
hearing could be finalized at the earliest possible date. I

Mrs. Maurer questioned Mr. Speer, Director of Parks and Recreation, about a I
Daracour course in the new phases of Avery Park. After a discussion, Mayor Lewis
suggested Mrs. Maurer get in touch with Woolpert Consultants for further infor-
mation.
Council Roundtable Discussion
Mrs. Maurer asked about Ordinance No. 21-82 concerning Columbia Gas Company rate3.
Mayor Lewis reported that a meeting was held April 12th with Mr. Cotterman, Mr.
~heldon, Mr~ Smith, and himself, but additional information is still needed
before making any recommendations. He said he would consider tabling the ordin-
ance at the May 3rd meeting if more information was not available at that time.
Mr. Amorose announced the Dublin Area Chamber of Commerce will be holding an
Industrial Fair Saturday and Sunday, September 18th and 19th in the Dublin High
School gymnasium. He said to be eligible for registration, businesses must be
located in Dublin.

Mr. Chambers said he has not yet presented Council with a document/map of the
riverfront property along with a recommendation for purchase. He said he would
have the material ready by the May 3rd meeting.
As a committee member representing Council at the Fire Department meetings, alon
with Mr. Thornton, Mr. Chambers said an interim report would be available as
soon as Mr. Thornton had a chance to look at the report and incorporate his
comments.
Mr. Smith commented on his memorandum of April 14th concerning the procedure for
being an eligible write-in candidate for the controlling committee of a regis-
tered polical party.
Mr. D'Alonzo reported that a committee had been appointed at the last P&Z meet-
ing to prepare a document on C. E. Williams'Traffic Study. He said P&Z will
make a recommendation to Council after the committee reports to the Commission.
He reported the Delaware County planning commission had requested a representa-
tive from Dublin's P&Z attend their monthly meetings held on the third Thursday
of each month. Bill Miller was appointed as the representative.
Mrs. Headlee announced that there would be a meeting Wednesday, April 28th to
discuss the 1983 St. Patrick's Day celebration.
Mr. Thornton referred to the rezoning of the Remark's property and questioned
whether or not it is wise to rezone property in a piece-meal fashion. Mayor
Lewis said when a planner is hired, this type of situation will be discussed and
considered.
Mayor Lewis adjourned the meeting at 9:00 P. M.
