The Special meeting of Council to discuss a Capital Improvement Program and
Resolution No. 13-82 was called to order by Mayor Lewis at 7:30 P.M. with the
following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis, Maurer,
Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe, Village
Engineer, and Mr. Smith, Law Director.

Resolution No. 13-82
Said resolution to accept easements and approve the terms of agreement for con-
struction of a sanitary sewer along Post Road was read for the second time.
The Planning Engineer for Adria Laboratories was present to comment on passage
of the resolution.
Mrs. Headlee said she wanted to be sure the property owners agreeing to the
easements would be assured their crops would not be damaged and that the drain-
age would not be altered because of the construction of the sewerline. Mr.
Smith and Mr. Wolfe assured her the agreement with the property owners would
be ful filled.
Mrs. Maurer moved, seconded by Mr. Amorose, to dispense with the three-time
reading rule and pass as an emergency. The motion and resolution was passed
with the vote as follows: 6 Yeas - Headlee, Lewis, Maurer, Thornton, Amorose,
Chambers; 1 Abstention - D'Alonzo.
Capital Improvement Proqram
Mr. Sheldon summarized items that have been discussed and considered previously
and the different stages of the projects that are underway.
Mrs. Headlee commented on the cost of Glick Road and questioned whether drain-
age in that area would be corrected. Mr. Wolfe said at this time the road will
be patched and a 4~ inch layer of asphalt would be added. She expressed con-
cern with the drainage problems throughout the Village and that these problems
were not included in the current list of Capital Improvements. Mayor Lewis
said drainage problems are included in the C.E. Williams Traffic Study. Mr.
Sheldon added that the overall traffic plan is on the list of improvements and
that the Planning and Zoning Commission will make a recommendation to Council
after their special meeting April 15th. Mayor Lewis asked Mr. Miller, P&Z
member, to consider the subject of C. E. Williams recommendation on drainage
at their meeting Thursday night.
Mr. D'Alonzo questioned whether the Village should proceed with the expense and
repair of Glick Road when there is the possibility that the road will continue
to deteriorate because of poor drainage.
Mr. Chambers mentioned items that were not included on the proposed list of
Capital Improvements such as acquisition of riverbank land and improvements on
the east side of the river other than Scioto Park. He suggested Mayor Lewis
appoint a task force committee to study problems in depth and make recommenda-
tions to Council.
Mr. Amorose said he thought the presently proposed program is based on what the
Village can afford and that, if adopted, it could be reviewed/altered annually.
Mrs. Maurer listed her riorities which were:

Mayor Lewis thought projects needed to be identified along with the scope and
information from which the administrative staff could make recommendations re-
garding financial impact or engineering studies. He encouraged Council to make
proposals on the specific direction they would like the 5-year program to pro-
ceed. He said he anticipates some positive recommendations from the committee
that is working with the School Board on items of mutual interests, future
recommendations concerning the Fire Department, and also the timing and impact
of Dublin's transition from a village to a city.
Mrs. Headlee added that additions to the Municipal building will need to be
considered over the next five years. She said the Historical Society plans
will need some consideration if the Village is to assist them financially.
Mayor Lewis asked that the senior citizen group in Dublin be asked what their
needs are in the community and a recommendation for Council's consideration.
Regarding the Historical Society, he said it was his understanding they plan
to assume all financial responsibilities, but he will check with them at their
next meeting.
Mayor Lewis asked Mrs. Maurer to check with various people in the community to
find out what they would like in the way of a bike path throughout Dublin. He
asked Mr. Chambers to suggest projects to be accomplished on the east side of
the river, and if he would come up with a clearly defined proposal in regard
to purchasing river front property.
Mr. Chambers said the river front property has already been defined on the map
in the Council Chambers and felt it was up to the administrative staff to
get offers on the land and the cost involved. Mayor Lewis said the administra-
tion would need to know the specific land referred to and a concurrence of
Council to proceed with any action. Mr. Chambers said he would have a proposal
prepared for the April 19th meeting.
Mr. Thornton asked about the bridge proposal and Mayor Lewis said the plan has
been filed with M.O.R.P.C. for placement on the agenda to discuss funding and
for their analysis. He said a report will possibly be ready by the April 19th
meeting.
Mr. Chambers mentioned the new Dublin flag donated by Dublin Kiwanis which was
recently placed in the Council Chambers. On behalf of Council and the commun-
ity, Mayor Lewis extended appreciation for this contribution.
Mayor Lewis adjourned the meeting at 9:30 P.M.
