The regular meeting of Council was called to order by Mayor Lewis with the
following members present: Amorose, Chambers, D~Alonzo, Headlee, Lewis, Maurer,
Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe, Village
Engineer, and Mr. Smith, Law Director.
Mrs. Maurer amended the minutes of the March 15th meeting to read '~llegally
overloaded" (bottom 0 f page 2). Mrs. Headl ee then moved, seconded by Mr.
Thornton, to approve the minutes as amended. Vote on the motion was unanimous
for approval. Mr. Chambers questioned the expenditure for four (4) new shot-
guns from Giha's Uniforms. He then moved, seconded by Mr. Amorose, to approve
the bill listing (attached) for April 5, 1982. Vote on the motion was unani-
mous for approval.
Ordinance No. 05-82
Said ordinance for rezoning 16.573 acres to R.I. (Restricted Industrial) and
1.398 acres to S.O. (Suburban Office) south of Post Road and west of Liggett
Road in Franklin and Union Counties, and owned by Remarks Food Distributors,
was read for the second time.
This being a Public Hearing, Mr. Stewart, representing Remarks Food Distribu-
tors, and Ms. Ruth A. Forsythe were present to speak for the rezoning. Mrs.
Albert Schoby and Ms. Doris Neville were present to question the rezoning.
Resolution No. 06-82
Said resolution of intent to extend Frantz Road from Rings to Tuttle and im-
prove the intersection at Frantz-33-Post Road was read for the third time.
The resolution was passed with the vote as follows: 5 Yeas - D'Alonzo, Lewis,
Maurer, Thornton, Amorose; 2 Nays - Chambers, Headlee.
Resolution No. 09-82 I
Said resolution dealing with a Police Mutual Aid Compact Agreement was read J
for the second time. Mrs. Headlee moved, seconded by Mr. Amorose, to dispense
with the three-time reading rule. Vote on the motion and resolution was unani
mous for approval.
Remarks is requesting the zoning of said acreage since it was just recently
annexed to the Village (Ordinance No. 37-81, August, 1981). The Planning and,
Zoning Commission recommended the approval of the R.I. (Restricted Industrial) [
and S.O. (Suburban Office) zoning. Mr. Stewart said there are no immediate I
plans for development, however, Remarks plans to purchase Ms. Forsythe's pro- I
perty with the intention of using it for office space. I
Mrs. Schoby questioned whether her real estate taxes would be increased becausi
of this zoning. She was told Union County would decide whether or not taxes
would be increased. Mrs. Neville asked what kind of businesses could be con- ,
structed on the 16+ acres if it were zoned RI. She was referred to that sec- I
tion of the Village's Zoning Code which lists permitted uses.

Resolution No. 11-82
Said resolution requesting the Ohio Legislature to grant real estate tax defer
ments to certain residents was read for the second time. Mr. Chambers moved,
seconded by Mr. Thornton, to dispense with the three-time reading rule. The
motion passed with the vote as follows: 6 Yeas - Headlee, Lewis, Thornton,
Amorose, Chambers, D'Alonzo; 1 Nay - Maurer. Vote on the resolution was unani
mous for approval.

Ordinance No. 20-82
Said ordinance to appoint Councilmembers to the Dublin C.I.C. was read for the I
first time. Mr. Thornton moved, seconded by Mr. Amorose, to nominate Mr.
Chambers, Mr. D'Alonzo, Mrs. Headlee, Mayor Lewis, and Mrs. Maurer, to serve
on the Committee. Vote on the motion was unanimous for approval. Mr. Chamber~
moved, seconded by Mrs. Maurer, to dispense with the three-time reading rule
and pass as an emergency. Vote on the motion and ordinance was unanimous for
approval. Mayor Lewis reminded Council the term of these appointments would
expire December 31, 1982.
Ordinance No. 21-82
Said ordinance to fix and regulate Columbia Gas Company rates was introduced
by Mrs. Headlee and read for the first time.

Mr. Doug Cotterman of the Columbia Gas Company was present to answer any ques- I
tions and explained the purpose of the ordinance/agreement. He said the agree!
ment would establish a rate to be charged to Dublin and be acted upon juris- I
dictionally in order to establish that rate. He said the present rate was I
established by a two-year ordinance and would remain in effect until a new
ordinance is passed. Mr. Cotterman said if Ordinance No. 21-82 is not passed, I
it will be referred to the P.U.C.O. for a rate establishment. I
Ordinance No. 22-82
Said ordinance to establish compensation for the Planning and Zoning Commis- I
sion was introduced by Mayor Lewis and read for the first time. I
Resolution No. 12-82
Said resolution to approve and accept a deed of easement for storm and sanitary
sewers in Weybridge section of Muirfield was introduced by Mr. D'Alonzo and
read for the first time.
Resolution No. 13-82
Said resolution to accept easements and approve terms and payments for con-
struction of a sanitary sewer was introduced by Mrs. Headlee and read for the
first time.
Mrs. Headlee referred to the section of the resolution which states damaged or
broken tiles will be replaced. She asked that consideration be given to some
type of agreement that would assure the residents in this area that this would
be done.
Mrs. Maurer moved, seconded by Mr. Amorose, to dispense with the three-time
reading rule and pass as an emergency. The motion failed with the vote as
follows: 3 Yeas - Lewis, Maurer, Amorose; 3 Nays - Chambers, Headlee, Thorn-
ton; 1 abstention - D'Alonzo. (Mayor Lewis requested the resolution be
placed on the agenda of the special meeting April 12th, which is being held to
discuss the Capital Improvement Program, for the second reading.)
C.E. Williams Presentation Re: Scioto Bridge Proposals
Mr. Dale Hoffman from C. E. Williams and Associates was present to discuss the
study conducted for improving the Scioto Bridge and the flow of traffic in that
area. He listed four alternate solutions:
1. Four lane structure with present sub-structure
2. Five lane structure - requiring additional arch ring to carry additional
load.
3. Rehabilitation of existing structure and providing separate alternate
structure on the north side of the bridge.
4. Five lanes - three lanes on existing bridge and two lanes and sidewalk
on the alternate structure to the north of Bridge Street.

C. E. Williams recommended alternate No. 4 and Mr. Hoffman said a detour would
not be required if this alternate is used.
Mr. Hoffman said in order to begin improvement of the bridge, they would make
a recommendation to M.O.R.P.C. to program $4,000,000 for rehabilitation of the
existing bridge and construction of the alternate bridge. He said it would
take approximately six months to set up financing, one year and three months
for the design, engineering plans, and preliminary plans, one year for environ-
mental study, and construction would take two years, one year for each bridge.
If this time table would not work out, he said they would recommend rehabili-
tating the present structure to provide three lanes - two lanes in the east
bound direction and one turning lane. This would require detouring traffic
and closing the bridge for approximately one year. He said total disintegra-
tion of the bridge/is expected between three to five years.

Proposed 1982 Annual Street Improvements
Mr. Sheldon submitted a memorandum to Council with Mr. Wolfe's recommendations
for street improvements (attached). Council concurred with the recommendations
and Mr. Wolfe will begin preparing bid specifications. Mr. Sheldon noted addi-
tional repairs could be added after a bid is accepted and contracted.
Street Lights "Weybridge" - Muirfield Phase 18
Mr. Andrew Syrkin, President of Timbercrest Construction Company, developers
of "Weybridge, II Phase 18, Muirfield, addressed a letter to Mr. Sheldon request-
ing the Village to install and maintain twelve (12) to fourteen (14) street
lights similar to those on Muirfield Drive. Mr. Sheldon estimated the cost
to the Village to be approximately $1543 - $1800 annually. Mr. Chambers moved,
seconded by Mrs. Headlee, to approve the installation of street lights in the
Weybridge development. Vote on the motion was unanimous for approval. I
Waste Management Contract - Trash Collection I
Mr. Sheldon reported to Council that the limitations on the amount of trash f
that can be set out each week has been a problem especially with large families
He added that grass clippings will be a problem soon and recommended Council
amend the present contract and future contracts to eliminate the limitations on
the trash pick-up. He said Waste Management quoted an increase of $.40 per
resident for an unlimited pick up. Mrs. Headlee moved, seconded by Mr. Thorn-
ton, to accept Mr. Sheldon's recommendation to amend Waste Managements con-
tract to eliminate any limitation on pick up and to increase the dollar amount
by $.40 per residence per month. Also, reference to limitations in future
bids for trash collection should be eliminated. Vote on the motion was unani-
mous for approval.

Water Tap for Dublin Counselinq Center
In a memorandum to Council, Mr. Sheldon asked approval of a water tap for the
Councseling Center and the appropriation for the necessary funds required from
the General Fund. Mrs. Headlee moved, seconded by Mr. Chambers, to approve the
request. Vote on the motion was unanimous for approval.
Council Roundtable Discussion
Mrs. Headlee - referred to a suggestion by Governor Rhodes that municipalities
provide land for residents to use for gardening purposes. She suggested con-
sideration be given for this Use at Avery Park.
Mr. D'Alonzo - reported on the hearing of the Riverside Hospital proposal.

Mr. Chambers - commented on political repre entation and the fact that each
Ward in Dublin is entitled to select a Rep lican and Democratic committeeman
to represent Dublin. Party orgaoizatioos:_ failed to noti fy Dublin residents
and the deadline for filing for these positions was sometime in March. For
this reason Mr. Chambers asked Mr. Sheldon to notify the newspapers as to how
residents may offer to be a write-in candidate for one of the positions and
to make sure residents understand the procedure for voting for a write-in
candidate.
Mr. Amorose reported he and Mr. D'Alonzo attended the semlnar for newly elected
Councilmembers and said it was very informative.
Mrs. Maurer - questioned why the Village did not use sand instead of salt. Mr.
Sheldon said other municipalities have tried sand and found it less effective
and have returned to the use of salt.
Mayor Lewis - commented on the failure to pass Resolution No. 13-82 by an emer-
gency measure and asked that it be placed on the Agenda of the April 12th
Special meeting of Council for a second reading.
Mayor Lewis adjourned the meeting at 10:10 P.M.

Re: 1982 Street Improvements
After inspecting all streets with John Strutner, we submit herewith fhe
recommendations for the 1982 Street Improvements. In each case, the improve-
ments shall consist of patching badly distressed areas plus an overlay of 1%
inch of asphalt:
1. Thornhill Lane
2. Alley next to fire station - north & south of Bridge Street
3. Avery Road from S.R. 161 to Glick Road
4. Part of Carnoustie Drive
5. Post Road from Coffman Road to the County Line (less that area paved
last year)
6. Bright Road - east of the new bridge
7. Brand Road - from the new bridge west to Avery Road
The estimated costs of these improvements lS $200,000.
