The regular meeting of Council was called to order by Mayor Lewis at 7:30 P.M.
with the following members present: Amorose, Chambers, D'Alonzo, Headlee, Lewis,
Maurer, Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe,
Village Engineer, and Mr. Smith, Law Director.
Mrs. Headlee moved, seconded by Mr. D'Alonzo, to approve the minutes of the
March 1st meeting. Vote on the motion was unanimous for approval. Mr. Amorose
moved, seconded by Mr. Thornton, to approve the bill listing (attached) of March
15th. Vote on the motion was unanimous for approval.
Resolution No. 10-82
Said resolution for the purpose of recognizing the girl's gymnastic team and
their coaches for winning the 1982 State Championship was read in its entirety
by Mayor Lewis. Mr. Chambers moved, seconded by Mrs. Maurer to approve the
resolution and the vote was unanimous for approval. Mayor Lewis then congratu-
lated each member and presented them with a copy of the resolution.
Resolution No. 06-82
Said resolution of intent to improve the Frantz-33-161 intersection and the ex-
tension of Frantz Road was read for the second time.
Ordinance No. 19-82
Said ordinance dealing with the issuance of Industrial Revenue Bonds for Adria
was introduced by Mr. Chambers and read for the first time. Mr. Chambers moved,
seconded by Mrs. Maurer to dispense with the three-time reading rule and to
)ass as an emergency. The motion and ordinance passed with the vote as follows:

Resolution No. 07-82
Said resolution to regulate traffic for the Memorial Tournament was introduced
by Mr. D'Alonzo and read for the first time. Mrs. Headlee asked for assurance
Ithat resicJl~nts in the surrounding areas of Muirfield will be given passes to
sllow them to use the roads blocked off to through traffic. This has been done
'n the past and Mayor Lewis said Mr. Sheldon and Chief Mayer have the authority
I~O do so again. Mrs. Headlee moved, seconded by Mrs. Maurer, to dispense with
he three-time reading rule and pass as an emergency. Vote on the motion and
he resolution was unanimous for approval.
Resolution No. 08-82
Sald resolution, designating April 5-10, 1982, as V.D. Awareness Week, was in-
troduced by Mr. Lewis and read for the first time. Mrs. Maurer moved, seconded
by Mr. Amorose, to dispense with the three-time reading rule and pass as an
emergency. Vote on the motion and the resolution was unanimous for approval.

Resolution No. 09-82
Said resolution to enter into a mutual aid compact for Police manpower and
equipment was introduced by Mayor Headlee and read for the first time.
Ordinance No. 17-82
Said ordinance to appoint members to the Appeals Board, as defined in Section
-104.0 of the B.O.C.A. Basic Fire Prevention Code, was introduced by Mr. Cham-
Jers and read for the first time. Mr. Thornton moved, seconded by Mrs. Headlee,
o dispense with the three-time reading rule and pass as an emergency. Vote on
I~he motion was unanimous for approval. Mr. Thornton then moved, seconded by
Mrs. Headlee to nominate and appoint the following persons to the Board:
Richard Morrison, Fire Chief, Westerville
Ralph Burns, Fire Chief, Marysville
Jack Weiler, State Fire Inspector
Timothy Frederich, Dublin resident
Waldo Walker, Dublin resident
Vote on the motion and the ordinance was unanimous for approval.

Ordinance No. 18-82
Said ordinance to rezone a 12 acre tract at the corner of Sawmill and Bright
Roads to Planned Low Residential (P.L.R.) and Suburban Office (S.O.) was read
for the first time. Mayor Lewis announced that this ordinance would next be
presented to the P & Z Commission for their recommendation and a public hearing
date will be scheduled at a future date.
Resolution No. 11-82
Said resolution requesting the Ohio Legislature to grant real estate tax defer-
ment to those residents in the commercial area of Old Dublin was introduced by
Mr. Chambers and read for the first time. Mr. Chambers asked Councilmembers
that any comments and/or suggestions be made at the second reading of the
resolution.
Scioto Park Improvements - Woolpert Quotation
Mayor Lewis referred to a memorandum from Mr. Sheldon in which Woolpert Consul-
tants quoted a price not to exceed $7,200.000 for design work and preparation
of bidding documents. Mr. Chambers suggested a study be made as to whether or
not the noise from 1-270 traffic would interfere with performances conducted
at the proposed amphitheater. Mrs. Maurer moved, seconded by Mr. Amorose, to
authorize the Village Manager to enter into an Agreement with Woolpert Consul-
tants for the design, preparation of construction drawings and bidding docu-
ments to finalize improvements at Scioto Park. Also she included in the mo-
tion that their funds shall not exceed $7,200.00 and funds to accomplish same
are hereby appropriated. Vote on the motion was unanimous for approval.
Glick Road Improvements
Mr. Sheldon referred to Mr. Wolfe's recommendation that Glick Road be widened
to 22 feet with a 4 foot berm on each side at an estimated cost of $245,000.
Mr. Wolfe stated in a memorandum that to change the road alignment by flatten-
ing the two existing "S" curves it would cost an additional estimated $75,000.
Mr. Sheldon said he did not think the straigtening of the road was an absolute
necessity, considering the added estimated cost.
Mr. D'Alonzo questioned whether there had been many accidents because of the
"s" curves. Mr. Sheldon said the bridge over the culvert on Glick Road had
been the cause of most accidents.
Mr. Chambers was concerned with the decrease in the cost of repalrlng the road
from an estimate made three years ago and hoped it did not indicate that the
quality of the road would be less. He suggested straightening the curves or
widening the road surrounding the curve.
Mr. Thornton said he thought the road would eventually be a residential road ant
saw no need to increase the width a great deal.

Mr. Amorose said he checked with the quarry that supplies the trucks traveling
in that area with materials. He said the dispatcher at the quarry said the
trucks were illegaUyoverloaded. Mr. Amorose suggested the load limits be en-
forced in order to protect the surface of Glick Road during the future develop-
ment.
Mr. Amorose moved, seconded by Mrs. Maurer, to authorize the Manager to hire a
surveying firm to perform all field work and drafting and then have Mr. Wolfe
prepare specifications and bidding documents for advertising purposes. Mr.
Sheldon said consideration will be given to straigteningtheexistingcuEv8s. 'UH
motion passed with the vote as follows: 6 Yeas - D'Alonzo, Headlee, Lewis,
Maurer, Thornton, Amorose. 1 Nay - Chambers.

Avery Park Improvements - Manaqer's Comments
Mr. Sheldon said there is a problem with drainage at Avery Park and they will
not proceed with improvements until this problem is corrected. He referred
to a letter from Mr. Eberhardt of Woolpert Consultants, in which he suggested
three possible approaches to alleviate the drainage problem. They were:
1. Install a detention basin
2. Improve the existing drainage ditch on the west side of Avery
Road to the south on the South Fork of Indian Run
3. Divert and/or redirect run-off to the North Fork of Indian Run
Mr. Wolfe recommended immediate improvement of the ditch and then development
of the storm sewer. A further report will be available at the April 5th meet-
ing.

Ohio Bell Telephone Company for increased intrastate tariffs.

A public hearing will be held at the Ohio Department of Health building con-
cerning the Certificate of Need for the Riverside Hospital and their plans for
a health facility in the Village of Dublin. The hearing will be held at
1-4:30 P.M., March 16th at 246 N. High Street.
Proposal to Lease Shawnee Hills Swimming Pool
Mayor Lewis said Mr. Clem, owner of Shawnee Hills pool has asked Dublin if
they would be interested in leasing the pool for a period of two to three years
Mr. Clem said the pool would be completely renovated with equipment in operatin
order and new buildings. Mayor Lewis said the pool would be operated by the
Parks and Recreation Department. He said the initial proposal would be to
lease the pool for $25,000.00 per year with operating costs estimated at an
additional $20,000.00 per year. Mr. Speer said the Parks and Recreation
Committee was divided in their discussions but he said he felt the Village
would gain knowledge of how much interest there would be for a swimming pool
in Dublin and what would be required to operate a pool.
Mr. Smith said one problem would be that it is outside the Village and it would
be a lease and not a purchase. He said setting up a corporation might be re-
quired for a non-profit organization to operate it and some thought would need
to be given to liability insurance.
Mr. Chambers was concerned because it was outside Dublin limits and Dublin
Police would not be able to offer protection, etc.
Mr. Amorose questioned whether there was ample parking facilities for the pro-
posed/estimated 500 families that would use the pool and would like to see a
site plan.

Mrs. Maurer questioned whether the pool is large enough for a potential mem-
bership of 500 families. Also she said she did not know whether it was the
type of pool Dublin residents want. She said she would like to hear from the
residents of Dublin.

Mrs. Headlee was concerned because the pool is not located in Dublin and ques-
tioned whether residents would use it even after improvements are made.
Mayor Lewis suggested either notifying Mr. Clem that the Village is not inter-
ested or authorize Mr. Sheldon to investigate the proposal. Mr. Thornton
moved, seconded by Mr. Chambers, to authorize Mr. Sheldon to proceed with Mr.
Smith to see what legalities are involved and what type of lease can be pre-
pared. Vote on the motion was unanimous for approval.
Council Roundtable Discussion
Mr. Chambers commented on his attendance at the public hearings of the closing
Central High School and Chicago Avenue School. He said he noticed the roads
near these schools were recently improved by the City of Columbus and that
obviously there was no coordinantion between the school board and the city
concerning these improvements. He said he would like to insure that the same
type of situation does not occur in Dublin. He suggested the appointment of a
Councilmember to attend School Board meetings.
Mayor Lewis said two members of Council (Mr. D'Alonzo and Mr. Amorose) are
planning to attend School Board meetings and the School Board in turn plans to
appoint two of its members to work with the Councilmembers in coordinating and
supporting various projects within the Village and to have a better spirit of
communication and cooperation.
Mr. D'Alonzo reported on the actions taken at the March 2nd P & Z meeting.
He also expressed disappointment that the public hearing on the proposed hospi-
tal in Dublin was being held at the Ohio Department of Health instead of in
Dublin and encouraged those who have comments to contact the Department of
Health.
He asked about the selection of a Village Planner. Mr. Sheldon reported that
applications will be accepted until March 19th.
Mrs. Headlee said it was unclear to her what priorities have been established
in terms of the 5-year Capital Improvement Program. She said she would like
a special meeting to be held to discuss the program. Mayor Lewis then set
April 12th for a special meeting to discuss a more total program and asked all
Councilmembers to submit a list of their priorities to Mr. Sheldon as soon as
possible. Mrs. Maurer asked that a report be ready by that time from the
Council representatives to the School Board.
Mr. Thornton said he attended the Seminar for newly elected Councilmembers in
Cincinnati and reported that it was very helpful and informative.
Mayor Lewis adjourned the meeting at 9:10 P.M.
