Form No. 1097 .''tB, Held June 22, 1981 19 The Special Meeting of Council to discuss Ordinances No. 30A-81 and No. 30B-81 designating Wards was called to order by Mayor Headlee at 7:30 P.M. Those members present were: Chambers, Geese, Headlee, Lewis, Mand, Maurer, Shawano Also present were Mr. Sheldon, Village Manager, and Mr. Smith, Law Director. A motion was made by Mr. Geese, seconded by Mrs. Maurer, to remove Ordinances No. 30A-8d and No. 30B-81 from the table. Vote on the motion was unanimous for approval. Mr. Gerald Macklin presented Council with a petition signed by 216 residents of Dublin (attached to Ordinance No. 30A-81) requesting the adoption of Ordinance No. 30A-81, the Committee's proposal. Mr. Lewis moved, seconded by Mr. Chambers, to approve Ordinance No. 30A-81. Said ordinance was approved with the vote as follows: 4 Yeas - Headlee, Lewis, Shawan, Chambers; 3 Nays - Mand, Maurer, Geese. Council Roundtable Discussion Mr. Lewis reported to Council information regarding Resolution No. 16-81 deal- ing with a payback agreement for sewer oversizing with Indian Run Meadow devel- opment. He said the developer has agreed to install the 21-inch line if Council will pay the difference in cost of installation of an 18-inch line and 21-inch line (see June 1, 1981 Minutes). It was the concensus of Council that the developer should present this agreement to Council before the July 6, 1981 meeting. Mr. Lewis said once an agreement is adopted, the developer would submit plans within 60 days and within 30 days after approval by the Village Engineer, they would begin construction. Mr. Mand asked if any information was available concerning the OCLC tax status and what, if anything, was being done. Mr. Smith said he called Mr. Jeffery Rich, Attorney representing the School Board (who is opposing OCLC's tax ex- empt status) but he was out of town. After further discussion of ways Council could support OCLC, Mr. Geese said he would like to have more information about the events that have taken place to date before any more discussion. Mr. Lewis then moved, seconded by Mr. Shawan, the Mayor request the Clerk obtair information from minutes, etc. of action taken that indicates Council's support of OCLC's tax exempt status and send the material to them and the Tax Regulatior Board. Vote on the motion was as follows: 6 Yeas - Mand, Lewis, Shawan, Chambers, Geese, Headlee; 1 Abstention - Maurer. (Copies of the article from Suburban News of the Special Council meeting June 22, 1981 was sent to Mr. Phillip Scheiber, OCLC - one for them and one for the Taxing authority, on June 25, 1981.) Mr. ,Chambers said since this is the last meeting before the 4th of July he hope~ everyone will be at the celebration and predicted this will be the best July 4t~ Dublin has had. Mr. Shawan commended Dr. Mand for receiving this year's Sertoma Award for out- standing service to mankind. He also called attention to the dead trees and high grass on the island at Karrer Place and said the trees should be removed. Mr. Sheldon said this will be taken care of.
