~r. Ron Casteel, President of the River Forest Association, was
present On behalf of the residents to support the ordinance. He
said the disadvantages of al lowing Indian Hi I I Road to be c"ntinue<
are:
I. Road beds are not designed for increased traffic.
2. \v it h increased res i dent j a I deve I opment, increased
road construction would be needed.
3. There would he increased traffic On Rt. 745.
Mr. Lewis sugrested a decision be delayed unti I the situation
could he further reviewed. Mayor Headlee summarized the plans thai
took place beginning In 1955 In regard to this area.
Howard Adams asked for delay of any action. Mr. Young, on the
poard of the Muirfield Golf Club, stated they would like an oppor-
tunity to develop a plan, In cooperation with the Vi Ilage, that
would he agreeable to al I concerned.
0ther residents of River Forest speaking for the ordinance were
Mr. Callahan, Mr. Stephens, and Mr. Jacoby. Major concerns were
increased traffic 8nd increased r"ad cOnstructiOn.
After further discussion, vote on the appr~val of-the ordinance was

Mr. Sheldon summarized the reason for the proposed resolution.
Mrs. Maurer asked ~r. Smith for his comments and he said he would

Proposed Amendments to the Landscape Ordinance
At the last meeting, Councilmember Ron Geese proposed amendments to the
Landscape Ordinance which provided for review by the Planning and Zoning
Commission. Discussion by Council revealed that some members (including
myself) were concerned that the landscape plans be reviewed by a person
or persons with some expertise in the area, and that the appeal procedure
for the sake of simplicity, be the same as other appeals from decisions
of Planning and Zoning. I propose the following amendments to meet
these objections by providing for review of plans by the Forester prior
to submission for approval by Planning and Zoning, and for a uniform appeal
procedure. (Amended portions are underlined.)
1.5 PLAN SUBMISSION AND APPROVAL - Whenever any property is affected by
these landscape requirements, the property owner or developer shall
prepare a landscape plan for submittal to the Forester for review.
Where such plans are part of an application for rezoning, variance, con-
ditional use, 'or other matters which must be approved by Planning and
Zoning Commission or the Board of Zoninq Appeal, such plans shall be
submitted to the Villaqe Engineer for review by the Villaqe Forester
15 days before the first meeting of the approvinq body, or alonq with
the application if there are other required plans. All other landscape
plans shall be approved by the Forester prior to issuance of a building
permit.
1.7 VARIANCES - Any landscape plan submitted to, and disapproved by
either the Forester or the Dublin Planning and Zoning Commission may be
appealed accordinq to the procedure provided for in Chapter 1129 -of
Dublin Codified Ordinances for appeal from decisions of administrative
officers and the Planninq and Zoninq Commission.
1.81 STREET PLANTING REQUIREMENTS USE - R-l, R-2, R-3, R-4, 8-10, R-12,
and PUD Districts
1.81 Requirements - It shall be required that all subdividers or
developers plant trees along public streets of their developments in
such a manner, type, quantity, and location as approved by thePlann-
inq and Zoninq Commission and as defined by the following conditions,
and that any undeveloped street or existing street with undeveloped
frontage shall conform to these requirements at the time of development.

Although I will be absent from the May 4, 1981 Council meeting,
I would appreciate it if the following amendment could be intro-
duced: '
"For any proposed new building, 'residential or otherwise, where stone
fencing exists, said stone fencing shall be retained and improved as
part of the approved landscaping."

DATE: April 10, 1981
We have reviewed questionable portions of the Landscape
Ordinance as presently written and would suggest the following
amendments in answer to Council's specific questions:
1. We recommend that the appeal provisions of
Paragraph 1.7 provide the following language after the existing
text of the Ordinance.
6 "In any event Council may, upon request of any
aggrieved party after the appeal as herein provided, review the
decisions of the Forestry Commission or administrative officer and
modify such decision in any manner not unconsistent with this
ordinance so as to prevent undue hardship or inconsistency.1i
2. Section ,1.21 should be amended to provide that
"no certificate of zoning compliance or building
permit shall be issued hereafter for any site
development or the construction or improvement of
any building, structure, or vehicular use except .
where landscaping for such development, constructio~
