The regular meeting of Council was called to order by Mayor Headlee at 7:30 P.M
Those members present were: Chambers, Geese, Headlee, Lewis, Mand, Maurer, and
Shawano Also present were Mr. Wolfe, Village Engineer, and Mr. Smith, Law
Director.
Mrs. Maurer moved, seconded by Mr. Mand, to approve the minutes of the April 6,/
1981 meeting of Council. All those present voted in favor of the motion. Mr.
Lewis moved, seconded by Mr. Shawan, to approve the minutes of the April 13,
1981 special meeting of Council. ~r. Mand was not able to attend this meeting
and indicated at this time he did not agree with the intent or purposes of the
capital improvement program discussed at that meeting. He requested further
discussion of the program.) The vote for approval of the minutes was as follow
6 Yeas - Chambers, Geese, Headlee, Lewis, Maurer, Shawan; 1 Abstention _ Mand.
Mr. Shawan moved, seconded by Mr. Chambers, to approve the April 20, 1981 bill
listing and all those present voted in favor of the motion.
The Clerk read a letter to Council from Mary Ann Kratzer announcing her resig-
nation from the Parks and Recreation Committee, effective April 30, 1981. A
letter from Rachael D'Alonzo was also read requesting consideration for the
vacancy on the Parks and Recreation Committee. Mayor Headlee said a new member
for this committee will be considered in Executive Session, 7:00 P.M., at the
May 4, 1981, Council meeting. She requested a letter of appreciation be sent
to Mrs. Kratzer (letter was sent April 24, 1981).
Ordinance No. 13-81 (7:40-8:35)
Said ordinance dealing with amendment of the Zoning Code regarding landscaping
was read for the third time. Amendments were suggested by Mr. Geese and Mr.
Smith. Mr. Geese moved, seconded by Mayor Headlee, to accept these amendments.
After a lengthy discussion, Mr. Lewis amended Mr. Geese's motion and moved
the ordinance be tabled until Mr. Geese's and Mr. Smith's amendments could be
incorporated into the ordinance before a final vote was taken. Vote on the
motion was unanimous for approval. Mayor Headlee then appointed Mr. Geese, Mr.
Mand, and Mr. Reiner, to meet and prepare the ordinance in final form as amend-
ed. She requested this be done by April 30, 1981 so the amended ordinance
could be included in the Council packet for the May 4, 1981 meeting.
Ordinance No. 18-81 - (8:35-9:05)
Said ordinance dealing with the placement of the Income Tax issue on the ballot
was read for the third time. Mr. Geese submitted a statement pointing out the
merits of a ~% increase in taxes as opposed to a 3.8 mill property tax levy.
Mr. Mand moved, seconded by Mr. Geese, that a special election be held July 14
to decide if the public is for a ~% increase in Income Taxes for general capita
improvements. Before a vote was taken, the issue was further discussed.
Mrs. Maurer felt an increase in property taxes would adversely affect those on
fixed incomes as well as the low income families. Mr. Lewis said he could not
support the increase until at least an estimate is made of what the money will
be used for. Mayor Headlee said she has talked to a number of different type
people who live in different areas of the Village and feels the only persons
that would be opposed to the Income Tax increase would be those who work and
live in Dublin. Mr. Chambers was opposed to a special/general election until
we have a capital improvement program and evidence that the increased tax money
is needed.
Vote on the motion for a special election failed with the vote as follows: 4
Yeas - Headlee, Mand, Maurer, Geese; 3 Nays - Lewis, Shawan, Chambers. (A 2/3
vote is required for a special election.)

1. A list of items we can handle out of the monies currently available.
2. A list of major, essential items which would require the voters per-
mission to issue bonds for, but which we have income adequate to
support.
3. A list of those items which we do not have income to support, if
there are such items. There should be a request to the electors
for the authority to carry out these projects and a request that
they provide the money to do it.
Vote on approval of the ordinance was as follows: 4 Yeas - Headlee, Mand,
Maurer, Geese; 3 Nays - Lewis, Shawan, Chambers.
Resolution No. 10-81
Said ordinance dealing with the designation of zoning on annexed territory was
read for the third time. Vote on approval of the ordinance was unanimous.
Ordinance No. 19-81
Said ordinance to issue a note for purchase of land for Municipal purposes was
read for the second time. Mr. Geese moved, seconded by Mr. Mand, to dispense
with the three-time reading rule and to pass as an emergency. Vote on the mo-
tion and the ordinance W8BG as follows: 6 Yeas - Maurer, Shawan, Geese, Headle ,
Lewis, Mand; 1 Nay - Chambers.
Ordinance No. 20-81
Said Ordinance appointing members to the Dublin C.I.C. was read for the second
time. Mr. Mand moved, seconded by Mr. Geese, to dispense with the three-time
reading rule and to pass as an emergency. Vote on the motion and the ordinance
was unanimous for approval.
Ordinance No. 21-81
Said ordinance to vacate a portion of Indian Hill Road was read for the second
time. Mr. Shawan requested the names of all property owners contiguous to this
area be available to Council by the May 4, 1981 meeting and said persons should
be contacted for any comments.
Ordinance No. 22-81
Said ordinance repealing Ordinance No. 80-79 and amend Ordinance No. 08-81 re-
garding park fees was read for the second time.
Resolution No. 15-81
Said resolution dealing with approval and acceptance of Sanitary Sewer easement~
was read for the second time. Mr. Geese moved, seconded by Mr. Shawan, to dis-
pense with the three-time reading rule and vote on the motion and resolution wa~
unanimous for approval.
Ordinance No. 24-81
Said ordinance dealing with increasing interment and grave site fees in the
Cemetery was introduced by Mr. Geese and read for the first time. Mr. Geese
moved, seconded by Mrs. Maurer, to dispense with the three-time reading rule
and to pass as an emergency. The motion failed with the vote as follows: 2 Yea~ _
Headlee, Geese; 5 Nays - Lewis, Mand, Maurer, Shawan, Chambers.
Resolution No. 16-81
Said resolution dealing with payback agreement with Indian Run Meadow developer~
was introduced by Mr. Chambers and read for the first time.
Resolution No. 17-81
Said resolution dealing with waterline payback agreement with Sherex Chemical
Company was introduced by Mr. Chambers and read for the first time.

Mr. Smith said he has not had an opportunity to review Resolutions No. 16-81
and No. 17-81 and will report to Council at the next meeting.
Resolution No. 18-81 I
Said resolution to authorize signing of a Quit Claim Deed was introduced by
Mr. Geese and read for the first time. Mr. McGuire, Attorney for Mr. David
McCabe, was present to request the release of a 1.5 foot triangle of land from
a 15 foot sewer easement located on Crail Court in Delaware County. Mr.
Chambers moved, seconded by Mr. Lewis, to dispense with the three-time reading
rule and pass as an emergency. Vote on the motion and resolution was unanimous
for approval.
Council met for an Executive Session at this time.
Sisters Chicken Appeal
Mr. Chambers made a motion, seconded by Mr. Shawan, that Council agree to con-
sider the appeal of Sisters Chicken Restaurant on a date agreed to by Mayor
Headlee and the applicant, Mr. Ruma. Vote on the motion was as follows:-4 Yeas _

Sign proposal from Jaycees
Mr. Geese moved, seconded by Mr. Lewis, to accept the sign presented at the
April 6, 1981 Council meeting. Vote on the motion was as follows: 6 Yeas _
Mand, Lewis, Geese, Headlee, Chambers, Shawan; 1 Nay _ Maurer.
Preliminary Plat - Dublin Cliffs - East of Scioto River
Mr. Robert Schuda was present to request approval of the preliminary plat. Con
tiguous landowners on the west side of the development were present to ask abou
plans for drainage and sewage. Mr. Wolfe assured them requirements for drain-
age will be met. He said the on-site sewage will not include aeratibo~ systems
and will have to meet the approval of Franklin County Board of Health. Mr.
Sheldon added the on-site sewage for 19 proposed lots will be checked by the
Health Department to assure they are working properly before proceeding with
additional homes.
Mr. Chambers questioned why a forced main system would not be acceptable and
does not approve of individual sewage systems. He said he will vote for the
preliminary plat to be referred to P&Z but not for the on-site sewers. Mayor
Headlee advised persons interested or concerned with this development to attend
the P&Z meetings since this is not a rezoning and will not be coming back to
Council.
The vote was unanimous to approve the preliminary plat and have the final plat
prepared for P&Z's consideration.
Census material to establish Wards
Mr. Shawan made a motion, seconded by Mr. Chambers, to accept Mr. Sheldon's rec
ommendation to use the Census materials for the establishment of Wards. Vote
on the motion was unanimous for approval.
Mayor Headlee said the Census Committee, Mr. Chambers, Mr. Shawan, and herself,
will meet as soon as possible to discuss the information made available.
Proposed 1981 Street Improvements
Mr. Wolfe submitted a suggested listing for road improvements for Council's con-
sideration. Mr. Mand disagreed with the report and requested Councilmembers
to do some "road riding" to inspect the roads before approval of this schedule.
Mayor Headlee suggested the back roads should also be inspected.

Mr. Mand asked Mr. Sheldon to prepare a list of road repair expenditures for
the past three years. He said he would like to discuss this matter at the
May 4, 1981 Council meeting.

Mr. Mand asked Mr. Sheldon to prepare an ordinance for a ~% Income Tax
for general capital improvements for the May 4, 1981 Council meeting.

Mr. Chambers said he would like to see a plan for an increase in taxes that all
of Council could believe in and support. He said he feels there is alot of
work to do before going to the people on this issue.
In reference to the road improvements, Mr. Chambers moved, seconded by Mr.
Shawan, to accept Mr. Wolfe's list of road improvements and prepare for bids
including River Forest Roads. Vote on ~n~motion was unanimous for approval.
Mayor Headlee said Mr. Helman would not be able to attend the April 27, 1981
meeting tentatively scheduled to discuss "Directions of the 80 I s" and with
Council's approval would like to reschedule that meeting for May 11, 1981. Thi
date was approved and it was decided to discuss Sisters Chicken Restaurant
Appeal at that time also.
Mayor Headlee adjourned the meeting at 10:25 P.M.

ESTIMATES REFERENCE PROPOSED 1/2% INCOME TAX
Assume 5,000 workers employed in Dublin and that approximately
80% of these workers live outside of Dublin (Survey by Worthington
according to Don Ochs, City of Columbus)
Assume at least 50% to 60% of Dublin workers live in Columbus or
other suburbs and pay an additional 1/2% to that municipality.
This means that if we assume income thax collections of $1,300,000
in 1982 (at 1%), we can assume that approximately $325,000 is being
paid to other municipalities.
A 3.8 mill property tax levy would generate approximately $327,000.
$86,000,000 x 3.8 mills = $326,800.00.
Why ask 80% of Dublin residents to forget the 1/2% income tax and
ask for a 3.8 mills property tax?
Cost to Property Owner
Assume average home $80,000,00 market value $80,000.00 x 35% =
$28,000 valuation. $28,000 x 3.8 mills = $106.00 additional
taxes.
Cost to Worker
Assume average income of $20,000.00. $20,000 x 1/2% = $100.00
additional taxes
How can you sell the 3.8 mill levy with these facts.
