The special meeting of Council held February 23, 1981 at 7:30 P.M. to discuss
sewer and water facilities was called to order by Mayor Headlee with the
following members present: Chambers, Headlee, Mand, Maurer, and Shawano Mr.
Geese and Mr. Lewis were absent from the meeting. Also present were Mr. Smith,
Law Director, and Mr. Wolfe, Village Engineer.
Mr. Wolfe began the discussion by pointing out that Dublin has their own water
system and receives water from Columbus' Morse Road plant. He said Columbus
aintains our water lines but Dublin is responsible for maintaining fire hy-
drants and pumping stations. He said there is no agreement with Columbus to
supply us with an unlimited quantity. Mr. Sheldon said water is supplied for
30-36 square miles so Dublin could double in size and still be adequately
overed.
There are two main lines, Summitview and 161, with the Summitview line having a
higher pressure system. Mr. Wolfe said Muirfield built the Summitview line
ith a 2.5 million gallon per day rate. The 2.5 rate allocated was assumed to
e the capacity of that line but it is not because of the Smokey Row Road
ooster station.
A 16-inch line on Post Road is presently under construction and a 12-inch line
cross the outerbelt which serves the Shamrock II Industrial building project.
In discussing water pressure and the need for a pumping station and water tower,
it was pointed out the area at Glick and Avery Roads is the highest point in
Dublin and this is the controlling point. Columbus can serve a 900 ft. eleva-
tion. When ground is higher, our pressure gets too low to provide adequate
service.
There is a need for a pumping station and a water tower. A main pumping station
could be placed on Post Road in the vicinity of the Northwest Counseling Center
nd another pump station in the vicinity north of Delaware County line on
S.R. 745. A proposed site for a water tower would be near Adria Laboratories
ecause eventually the industrial area will be south of Rt. 33, Post, and Avery.
Booster Station should be completed in a week to 10 days (as of
1981) and will increase capacity of Summitview line to 2500, 1700
o Muirfield and 800 to others. There are, at the present time, sufficient
taps available on the Summitview water line to permit additional use of that
aterline beyond taps designated for Muirfield and the Varga properties.
the looping of the water lines, a connection is planned between the
south line. Possibilities discussed for completing a loop were:
a. Installing a line along Brand Road and S.R. 745.
b. Installing a line through Phase 5 and 6 of the Brandon development
before its completion.
A question was asked as to whether Dublin Road was the appropriate avenue to
complete the loop since it would leave all of Muirfield unlooped. Mr. Wolfe
said Muirfield would eventually hook up to the Avery and Post Roads line. Also,
at the completion of Phase I of Brandon, we would add on to Dublin Road's line.
It was decided an investigation would be made by Village officials, Mr. Wolfe,
Mr. Sheldon, and Mr. Smith, with the appropriate authorities to determine the
ossibility of looping the water line across Brandon to the Donegal Cliffs
development.
Concerning funding, Mr. Sheldon said there is some surplus in the water fund.
The subject of the sewerage system in the Village was then discussed. In refer-
ence to sewage quality limitations, Mr. Wolfe said we meet the criteria as far
s quality is concerned but we do not have a monitoring system. Mr. Sheldon
aid Columbus monitors individual businesses such as Ashland Chemical.
r. Wolfe said the east branch main sewer is not designed to carry sewage from
the west side of the river. The west side of the river, all of Dublin, and
rea south, would be serviced by the proposed extension of the west branch
Onterceptor.

Concerning lift stations and gravity sewers, Mr. Wolfe said we only use lift
stations if no other means are available for a particular area. For instance,
the Scatterday property, south of Dublin, is down stream from all sewers so
there would be no other alternative except to install a pump station.
Mr. Mand questioned the capacity of our sewer system and Mr. Wolfe said that
is not a problem at the present time.
Regarding service west of the river, Mr. Wolfe said we presently have two pumps
under the river for expansion. We are using one pump now but have provisions
for adding a second pumping station.
Mr. Sheldon said he will be meeting with the EPA in Columbus Wednesday,
February 25, 1981 to discuss the west branch sewer.
Mayor Headlee adjourned the meeting at 9:55
