".. 1l eld January 12, 1981 19 The January 12, 1981 special meeting of Council and the Planning and Zoning Commission was called to order at 7:40 p.m. by Mayor Headlee with the follow- ing members present: Chambers, Headlee, Lewis, Mand, Maurer, and Shawano Mr. Geese arrived at 8:00 p.m. Those present from P & Z were: Callahan, Jezerinac, and Amorose. Mr. Wolfe, Village Enginee~ and Mr. Gunner, Assistant Law Director, were also present. Mr. Helman, Village Planner and Mr. Bohm, Godwin-Bohm, NBBJ, Village Planners, discussed the purpose and goals of the meeting. They were as follows: 1. Review past events 2. Overview of Dublin, present and future 3. Key issues 4. Existing tools and procedures 5. Goals and direction of 1981 work program In reviewing progress from 1977-1981 Mr. Helman pointed out the following: 1. Residential, single-family growth was slower than anticipated, however, a. N.W. Quad has been largely planned and zoned, b. Frantz Road is largely filled out with condominiums and multi-family units, C. S.W. Quad has limited expansion d. N.E. Quad is highly rated for development 2. Commercial, a. Village Square and Dublin Plaza provide good range of products and services b. The proposed Federated Mall is on hold C. Auto-oriented commercial is still limited. 3. Corporate and/or office growth is very strong. In summarizing the overview of Dublin, Mr. Helman said residential values were highest in the County, non-residential development has the highest dollar value for all suburbs, there is a strong impetus for similar continued growth, and the reasons for this are a combination of planning, foresight and luck. Mr. Helman and Mr. Bohm then distributed questionnaires asking those present to give their views of the following: - What gives Dublin its identity; its unity? - How Dublin is perceived by itself; by others? - What are Dublin's strengths; weaknesses? What are five(5) most critical problems for Dublin in the next ten (10) years? - What should Dublin be like in the year 2000? After some discussion of the strengths and weaknesses of Dublin, Mr. Bohm compiled a list of priorities and concerns expressed by those present which should be considered in 1981. They were: - The lack of a (long-range) master plan - Fiscal Health of Dublin - Upgrading legal mechanism for growth management - Opportunities to control growth - A transportation network system - Lack of'fnixed" community - Improve coordination between meetings of Boards and Commissions.
