The December 1, 1980 regular meeting of Council was called to order by
Mayor Headlee with the following members present: Chambers, Geese, Headlee,
Lewis, Mand, Maurer, and Shawano Mr. Smith, Law Director,was present. This
being a Public Hearing, also present were the following members of the
Planning and Zoning Commission: Moffitt, Callahan, Helman, Jezerinac,
Amorose, and Wolfe.
Minutes of the regular meeting held November 17, 1980 were read. Mr. Chambers
made a motion, seconded by Mr. Mand, to approve the minutes and the motion
was unanimously passed. Mr. Mand then made a motion to approve the listing
of the bills (attached), seconded by Mr. Chambers, and the motion was passed
unanimously.
Ordinance No. 77-80 (Time: 7:45-8:35)
A rublic Hearing was held concerning this Ordinance requesting a change in
zoning of 17.3 acres located north of the Delaware County line, east of
S. R. 745 and south of Parkridge Road, also known as the Edgewood Property.
The Ordinance was read for the second time. Guidelines for the Public
Hearing were then read. Those appearing as proponents of the issue were
developers, Mr. Ray Johnson and Mr. Gerry Bird. Opponents were Mrs. Marilyn
Mohler, Mr. Robert Grinch, Mrs. Patricia Lisska, Mr. Roger Yeoman, and
Mrs. Janet Yeoman.
Mr. Johnson submitted letters to Councilmembers from the Delaware~County
Engineer and the Concord Township Trustees agreeing with the rezoning if the
problem of drainage could be eliminated. Letters from residents who original-
ly objected to the rezoning were also submitted stating they now approved.
Mrs. Mohler expressed concern that Edgewood Drive would become a through
Street causing additional traffic. Mr. Grinch, representing his parents,
Mr. and Mrs. Stephen Grinch, Jr., submitted a list of objections (attached).
Mrs. Lisska was concerned with drainage problems and Mr. and Mrs. Yeoman
questioned problems of density, type of housing, and setback dimensions this
rezoning would create.
Mr. Mand suggested these questions and concerns should be taken into consid-
eration as the Preliminary Development Plan is reviewed. Mr. Geese then
advised Mr. Johnson and Mr. Bird to refer to the Concept of Preliminary
Development Plan, Section 450.062 of the Zoning Ordinance No. 21-70, in
preparing a preliminary plan to submit to Council and P&Z.
Ordinance No. 81-80 (Time: 8:35-8:50)
This Ordinance establishing sewer/water benefit surcharge capacity fees, was
read for the second time. After considerable discussion, Mayor Headlee
appointed a committee, consisting of Mr. Sheldon, Mr. Chambers, Mr. Mand and
Mr. Smith for the purpose of preparing a more exacting Ordinance. Mr.
Sheldon will notify the members of a committee meeting date. Councilmembers
were requested to report any concerns they might have to Mr. Mand or
Mr. Chambers so this committee will be able to report their findings at
the next Council meeting, December 15, 1980. Mr. Chambers so moved, M~.
Shawan seconded the motion, and the vote on the motion was unanimously
approved.
Ordinance No. 68-80
Said Ordinance approving and enacting the Codified Ordinances was a tabled
item and at the suggestion of Mr. Smith, it remained tabled until the
December 15, 1980 meeting of Council.

Ordinance No. 82-80
Mr. Shawan introduced this Ordinance making appropriations for current ex-
penses and other expenditures of the Village of Dublin, during the fiscal
year 1981, ending December 31, 1981. This was read for the first time.
Resolution No. 34-80
This Resolution dealing with accepting amounts and rates of Franklin County
Budget Commission and authorizing the necessary tax levies was introduced
by Mr. Geese and read for the first time. After a brief explanation by
Mr. Sheldon, Mrs. Maurer moved, seconded by Mr. Lewis, to dispense with the
three-time reading rule and pass as an emergency. The vote on the motion was
unanimously approved as was the vote on the passage of the Resolution.
Other Business
Mr. Howard Adams appeared before the Council for the purpose of requesting
permission to install street lights at the intersections of Muirkirk and
Glick, Burleigh and Glick, and Carnoustie and Glick. Mr. Geese moved,
seconded by Mr. Chambers, to accept this proposal. The motion was uranimously
passed.
Round Table Discussion
Mr. Lewis asked Mr. Smith to give a report on the progress of the committee
that was formed to discuss improving the CIC. Mr. Smith said the committee
has considered possible reorganization, realignment and redirection of the
CIC. Suggestions have been made to make it a more all encompassing, viable,
working group in the community. He said he will prepare a memorandum for
Council stating Mr. Lewis' recommendations and request that Councilmembers
comment on the proposal.
Mr. Geese - requested a first reading of the appointments of the Boards for
January 1981 be placed on Councils' December 15, 1980 Agenda. He would also
like to know the terms of the appointments that have already been made and a
list of persons interested in filling any vacancies. He requested Mr. Sheldon
to include in his next Manager's Report the deadline for placing an
item on the ballot in June.
Mr. Geese questioned an item on the P&Z Agenda for the December 2, 1980 meet-
ing concerning a pump station in Muirfield. After discussion between
Mr. Smith and Mr. Howard Adams representing Muirfield, it was decided this
issue is in order for further study before any decision is made by P&Z or
Council and that it should be removed from the P&Z Agenda.
Mr. Chambers stated he would like the upcoming appointments to the Boards be
discussed in Executive Session. He also expressed concern that COTA service
to Dublin would be delayed two years despite the fact Dublin pays the same
taxes as other communities receiving service. He plans to prepare a Resolu-
tion requesting COTA service immediately.
Mr. Shawan discussed removal of the sign on Bright Road prohibiting through
traffic. He also requested the area in the Village Square Shopping Center,
which was used by the Dublin Spa during its openin~ be cleared of unused items
such as signs, stairsteps, etc. He questioned Mr. Sheldon as to when lines
would be painted on the new road section of 745 and was told this would be
done in the spring or at an earlier date if weather permitted.

Mrs. Maurer questioned the possibility of placing signs prohibiting truck
traffic on roads such as the 257 underpass and Bright Road. Mr. Sheldon re-
minded her that 257 was under the State jurisdiction and Mr. Smith said he
would look into that matter and report his findings.
Mrs. Maurer then asked whether Dublin had adequate fire measures for suffi-
cient protection to newly constructed multi-story buildings in the area.
Mayor Headlee said Dublin does not at this time but a sub-committee, con-
sisting of Mr. Bostic, Mr. Price, Mr. Wolfe, and the Mayor, are working on
this problem and would report their findings to Council.
Mr. Sheldon reported to Council he has received a bid of $11,380.00 from
Tata Excavating for the needed road repair under the bridge on 257. He will
enter into a contract tomorrow and attempt to expedite the repairs which will
be contingent on the weather.
Mr. Jim Boss of Trott and Bean Associates and representing Edwards Land Com-
pany appeared before Council for approval of an amendment to the rezoning
Ordinance 78-80. He would like to change the title specifying R3, R12 and
SO zoning to PUD zoning. It was approved. Mr. Smith stressed the impor-
tance of contiguous landowners being notified of the amendment and said legal
notice should appear again in the newspapers announcing the amendment and
the Public Hearing on this rezoning December 15, 1980. Additional notices
were mailed to contiguous property owners on December 2, and an amended
notice was also placed in the Dublin Forum.
Mayor Headlee adjourned the meeting at 9:48 P.M.
