The November 17, 1980 regular meeting of Council was called to order by Mayor
Headlee with the following members present: Chambers, Headlee, Lewis, Mand,
Maurer, and Shawano Mr. Geese arrived at 7:40.
The minutes of the regular meeting held November 3, 1980 were read. Mr. Mand
moved for approval of the minutes, seconded by Mr. Shawan, and the motion
passed with the vote as follows: 6 yeas - Chambers, Headlee, Lewis, Mand,
Maurer, and Shawan; 1 Abstention - Geese. Mr. Shawan then made a motion to
approve the listing of bills (attached), seconded by Mrs. Maurer, and the
vote was unanimous approval.
Ordinance No. 61-80
A motion was made by Mr. Chambers, seconded by Mr. Shawan, to remove this
Ordinance, dealing with accepting a petition for annexation of 53.4 acres,
from the table. The vote on the motion was unanimous approval. A letter
from peti tioners (attached) was read to Council. A motion was then made by
Mr. Mand, seconded by Mr. Geese, to approve the Ordinance. The vote was
unanimous approval.
Ordinance No. 68-80
This Ordinance, dealing with the approval and enactment of the Codified Ordin-
ances, was removed from the table with a motion by Mrs. Maurer and a second
by Mr. Mand. Mr. Mike Kelly, representing Walter Drane Company, was present
to answer questions Councilmembers might have concerning the Codified Ordin-
ances. After a lengthy discussion, Mrs. Maurer moved, seconded by Mr. Shawan,
to retable the Ordinance until Mr. Smith, Law Director, makes recommendations
to Council. The vote on the motion was unanimous approval.
Ordinance No. 79-80
Said Ordinance, dealing with the final approval of the Industrial Revenue
Bonds - Inverness Investments, was introduced by Mr. Shawan and read for the
first time. Mr. Hurd, representing Inverness Investments, was present. A
motion was then made by Mr. Shawan, seconded by Mr. Chambers, to dispense
with the three-time reading rule and to pass as an emergency. The vote on
the motion and passing of the Ordinance was unanimous approval.
Ordinance No. 80-80
This Ordinance, amending the Compensation Plan and increasing paid holidays,
was introduced by Mr. Geese and read for the first time. Mr. Geese then
moved, seconded by Mr. Mand, to dispense with the three-time reading rule
and to pass as an emergency. The vote on the motion and Ordinance was unani-
mous approval.
Ordinance No. 81-80
Mr. Geese introduced this Ordinance dealing with establishing sewer/water
benefi t surcharge capacity fees a~ it was read for the first time. The Law
Director recommended setting a date for a public hearing with the intent of
answering any questions or concerns Councilmembers and the public might have
concerning this Ordinance. It was decided to set the public hearing date for
December 1, 1980.
Other Business
Council entered into a discussion with John Strutner concerning the purchasing
and installation of additional Christmas decorations for the purpose of ex-
tending the area decorated on 161/33 east to LaScala Restaurant and west to
Frantz Road. After a brief discussion, Mayor Headlee made a motion, seconded
by Mr. Shawan, authorizing Mr. Strutner to tell the Columbus and Southern
Ohio Electric Company to proceed with the installation of electrical service
to said area and then talk with merchants, etc. in the Dublin Business Dis-
trict to decide what type of "natural" decoration would be sui table to them.
The motion was unanimously approved.

Road repairs under the bridge on S.R. 257 were discussed. Mr. Sheldon told
Council he has talked to the State concerning these repairs and they said
responsibility lies with the Village. Mr. Sheldon then requested Council
give him authorization to accept a reasonable bid to proceed with repairs
without going through the formal procedure of bidding and advertising.
Mr. Shawan made a motion, seconded by Mr. Geese, to give Mr. Sheldon this
authorization in order that repairs can be made as soon as possible, if a
reasonable contract price can be obtained.
Roundtable Discussion
Mr. Mand - requested that the time spent discussing issues during Council
meetings be recorded in the minutes of each meeting. He also questioned the
letter from O.D.O.T. and whether the traffic concerns of River Forest resi-
dents would be considered. Mr. Sheldon said he does not concur with O.D.O.T. '3
reply and plans to make recommendation to Council in the spring to change
pavement markings and install "bicycle signs."
Mr. Lewis - inquired as to what we have heard from the State regarding the
Council Resolution requesting them to widen 33-161 to 4 lanes from Frantz
Road to Sawmill Road. Mr. Sheldon reported that Mr. Mack, Director of
Division 6, O.D.O.T., had requested that a copy of the Resolution be sent to
M.O.R.P.C. and ask that the project be taken into consideration for F.A.U.S.
(Federal Aid - Urban Systems - Highways) funding. A copy of the Resolution
and a memo has been sent to M.O.R.P.C.
Mr. Geese - requested an Executive Session on the Compensation Plan following
the Council meeting.
Mr. Chambers - requested the newspaper reporters receive packets containing
copies of the Council Agenda, Ordinances, Resolutions, and other pertinent
information that would assist them in reporting Council procedures to the
public. Mr. Sheldon said this could be arranged and that a packet would be
delivered to The Villager and The Dublin Forum. The Suburbia News, Citizen-
Journal, and Dispatch would be notified when they could pick up their packets.
Mr. Shawan - questioned Mr. Sheldon as to whether anything has been done about
having the owner clean-up the corner of 161-S.R. 257. At this time, Mr. Geese
requested Mr. Sheldon write a letter to Mr. Immke, Mr. Thomas, and Cardinal
Foods, general partners in the project, informing them Council would like to
see a reasonable effort made to clean up this corner. Mr. Shawan added that
Mr. Sheldon should tell them if they did not attend to this matter, the
Village would, and these owners would then be billed for the service.
Mrs. Maurer - said she would like to see a "traffic count" or "peak hour count' ,
etc. taken on Dublin Road between Glick Road and Indian Run Drive to justify
the possibility of reducing the speed limit on Dublin Road.
Mr. Sheldon - asked Council to set a date, per Mr. Helman's request, for a
joint meeting of Council and the Planning & Zoning Commission. Council
agreed on January 12, 1981, as the Special Meeting date.
Mayor Headlee adjourned the meeting at 8:55 P.M.
Following the meeting, an executive session was held concerning the Compensa-
tion Plan.
