The October 20, 1980 regular meeting of Council was called to
order by Mayor Headlee with the following members present:
Chambers, Geese, Headlee, Lewis, Mand, Maurer, and Shawano
The minutes of the regular meeting held October 6, 1980 were read.
Mr. Mand made a motion, seconded by Mr. Lewis, to approve the
minutes and they were unanimously approved by all members present.1
The listing of bills (attached) were moved for approval by
Mr. Shawan, seconded by Mr. Lewis, and were unanimously approved
for payment.
Ordinance No. 43-80
This Ordinance authorizing the Village Manager to employ a Village
Planning Consultant was brought up and Mr. Mand moved, seconded
by Mr. Geese, that it be removed from the table. This motion was
unanimously approved by all those present. Mr. Mand then made a
motion, seconded by Mrs. Maurer, to contract with Godwin-Bohm
from October 15, 1980 to October 15, 1981. Vote on the motion
'and the Ordinance was unanimous approval.
Ordinance No. 61-80
This Ordinance dealing with acceptance of a petition for annexa-
tion of 53.4 acres remained tabled at the request of Mr. John
Blackburn, Attorney for the petitioners, until the November 3,
1980 meeting of Council.
Ordinance No. 66-80
This Ordinance delineating the power/authority of the Building
Inspector was read for the third time. Mr. Chambers proposed an
amendment to the Ordinance but the proposal died for lack of a
second. It was then approved with the vote as follows: 6 Yeas:
Mand, Maurer, Shawan, Geese, Headlee, and Lewis. I Nay: Chambers
Ordinance No. 68-80
This Ordinance to approve, adopt, and enact the Codified Ordinance~
was read for the second time. I
Ordinance No 72-80
This Ordinance dealing with the authorization of Industrial
Revenue Bonds to assist the Avery Lake Investments Project
was introduced by Mr. Shawan and read for the first time.
Mand made a motion, seconded by Mr. Lewis, to do away with
three-time reading rule and to pass as an emergency. Vote
motion and the Ordinance was unanimously approved.

Ordinance No. 73-80
This Ordinance granting exemption from the mandatory sewer hook-
ups was introduced by Mrs. Maurer and read for the first time.
Ordinance No. 74-80
This Ordinance dealing with the appointment of a person to fill
the unexpired term on the P & Z Commission was introduced by
Mr. Geese. The name of Mr. Ronald Jezerinac was placed in nomin-
ation and seconded and the name of Mary Ann Rausch was placed in
nomination but received no second. Mr. Mand then moved, seconded

by Mrs. Maurer, to dispense with the three-time reading rule.
Mr. Ronald Jezerinac was then named to replace Donald Caudy on
the Commission. Vote on the motion and the Ordinance was approval
with the vote as follows: 5 Yeas: Mand, Headlee, Shawan, Maurer,
and Geese. 2 Nays: Lewis and Chambers.
Resolution No. 31-80
This Resolution to create and appoint various committees to dis-
cuss new legislation was introduced by Mr. Shawan and read for
the first time. A motion was then made by Mr. Shawan, seconded
by Mr. Chambers, that the Resolution be tabled. The vote to table
was as follows: 6 Yeas: Geese, Headlee, Lewis, Mand, Shawan, and
Chambers. I Nay: Maurer.
Resolution No. 32-80
This Resolution pledging support to resolve drug problems was
introduced by Mr. Shawan and read for the first time. In a brief
discussion that followed, Mrs. Maurer questioned the use of the
words "apparent" and "youth" in the ti tl e. I t was agreed by other
Councilmembers that an amendment is in order and the Law Director
will make changes prior to the second reading of this Resolution.
Other Business
A motion to refer the proposed slgn ordinance to P & Z Commission
for study and recommendation was made by Mr. Lewis and seconded
by Mr. Shawano The motion was unanimously approved.
A petition from residents of the Martin Road area requesting that
a connection (if requested) from Riverside Green to Martin Road
be denied was presented to Council. It was the general opinion
of Council to support the appeal of these residents if such a
request is received to make such a connection. A motion was made
by Mr. Geese, seconded by Mayor Headlee, to have the Manager in-
~truct the Maintenance Department to remove a culvert on Martin
Road to prevent cars, etc. from driving thru this vacant land.
The motion was unanimously approved. Mr. Shawan then moved to
amend the motion to include that the petition of eighty-four (84)
signatures be attached to the minutes. This was seconded by
Mayor Headlee and the motion was passed unanimously.
Mr. Herb Jones of the Cemetery Commission addressed the Council
protesting the use of the Cemetery pedestrian sidewalk by children
on their way to school. He was advised by Mr. Smith that it will
have to remain a temporary walkway until further court action is
taken to establish an alternate location for said pedestrian side-
walk.
Roundtable Discussion
Mr. Lewis - moved to authorize the Village Manager to enter into
contracts with C. E. Williams Associates to prepare a Total Villag~
Traffic Plan and to proceed with design engineering, etc., on
intersection improvements at the Frantz-Post-33 intersection.
Mr. Geese seconded the motion and all members voted approval.
Mr. Lewis also moved to authorize the Village Manager to advertise
and interview persons for a full-time position as Finance Director
for the Village. The motion was seconded by Mr. Shawan and was
unanimously approved.
Mr. Lewis made a motion, seconded by Geese, to authorize the
Village Manager and, if desired, to use the services of the
Personnel Board of Review, to undertake a study of pay and benefit

packages of other police department and all other personnel in
surrounding areas. He said this study would benefit Council in
their review of the Dublin Compensation Plan. It was suggested
that this study be completed prior to next year's budget planning.
All members voted in favor of the motion.
Mr. Chambers - moved seconded by Mr. Shawan, to change Mayor's
Court to any other night except Monday. He said this would allow
Council to hold special Council meetings on Monday nights. The
night selected for Mayor's Court should be left to the discretion
of the Mayor and Manager. The motion was unanimously approved.
Mayor Headlee informed Council this action could not be taken
immediately and would probably take about a month for the transi-
ti 0 n .
Mr. Chambers also requested the Village Manager pursue the matter
more thoroughly concerning the type of liquor licence issued to
the Scioto Bait Store and the Building Permit issued to rebuild
said structure.
Mrs. Maurer - requested that as soon as the Codified Ordinances
are adopted by Council copies be sent to the Law Library and
other appropriate places. Mrs. Maurer also referred to the Scope
of Services in the new Planners Contract which calls for a joint
planning meeting with the P & Z Commission and Council. She
recommends that such a meeting take place as soon as possible.
Mr. Sheldon informed Council of bids received on liability insur-
ance for Council and administrative personnel. The question
concerned a one-year policy versus a three-year policy. He said
the three-year policy would reflect a savings of approximately
$800.00. Mayor Headlee moved, seconded by Mr. Mand, to approve
the purchase of the three-year policy. Council unanimously
approved. Mr. Sheldon also advised Council that the leaf pick-
up schedule will begin October 27, 1980 and that the schedule
would be placed in both local papers.
Mr. Parrin, a resident of Martin Place suggested to Council that
it might be appropriate to run a radar check on Martin Road
becaus~ in his opinion, there are a sufficient number of speeders
to warrant surveillance of this area.
Mayor Headlee adjourned the meeting at 9:12 p.m.
