The regular meeting of Council was called to order by Mayor Headlee at 7:30 P.M
with the following members present: Chambers, Geese, Headlee, Lewis, Mand,
Maurer, Shawano Also present were Mr. Sheldon, Village Manager, Mr. Wolfe,
Village Engineer, and Mr. Smith, Law Director.
Mr. Mand moved, seconded by Mr. Chambers, to approve the minutes of the July I
20, 1981 meeting. The vote was as follows: 6 Yeas - Chambers, Geese, Headlee,
Mand, Maurer, Shawan; 1 abstention - Lewis. Mr. Shawan moved, seconded by
Mr. Geese, to approve the bill listing for August 3, 1981 and vote on the
motion was unanimous for approval.
Resolution No. 28-81
Said resolution to establish Council Rules of Order was a tabled item. Mr.
Smith requested more time in which to review the material prepared by Mayor
Headlee and Mrs. Maurer and said resolution remained tabled.
Resolution No. 33-81
Said resolution to appropriate property for sidewalks was read for the third
time. Vote on the resolution was unanimous for approval.
Resolution No. 37-81
Said resolution dealing with thederermination to proceed with the Bond issue
regarding recreation was introduced by Mr. Chambers and read for the first time
Mr. Chambers moved, seconded by Mr. Mand, to dispense with the three-time read-
ing rule and the motion and resolution were approved with the vote as follows:
5 Yeas - Mand, Maurer, Chambers, Geese, Headlee; 2 Nays - Lewis, Shawano
Resolution No. 38-81
Said resolution dealing with the determination to proceed with the Bond issue
regardng transportation was introduced by Mr. Chambers and read for the first
time. Mr. Chambers moved, seconded by Mr. Mand,to dispense with the three-
time reading rule and the motion and resolution were approved with the vote as
follows: 5 Yeas - Mand, Maurer, Chambers, Geese, Headlee; 2 Nays - Lewis,
Shawano
Ordinance No. 39-81
Said ordinance dealing with vacating and reducing a portion of the right-of-way
on South Riverview Street was introduced by Mr. Mand and read for the first
time. Mr. Mand moved, seconded by Mr. Shawan to dispense with the three-time
reading rule and pass as an emergency. Vote on the motion and the ordinance
was unanimous for approval.
Resolution No. 39-81
Said resolution dealing with specifying standards and procedures for the Board
of Zoning Appeals was introduced by Mr. Mand and read for the first time.
Mr. Shawan referred to a memorandum from Mr. Jeffrey Rich, Chairman of BZA, and
requested that it be attached to the resolution.
Ordinance No. 40-81
Mr. Mand moved, seconded by Mr. Geese, to waive the Council Rule of Order and
discuss said ordinance dealing with correcting an oversight and typographical
error in the proposed Charter amendment, Ordinance No. 34-81. Vote on the
motion was unanimous for approval. Mr. Mand introduced said ordinance and it
was read for the first time.
Mr. Mand moved, seconded by Mr. Geese, to dispense with the three-time reading
rule and pass as an emergency. Vote on the motion and the ordinance was
unanimous for approval.

Resolutiin No. 40-81
Said resolution dealing with authorizing the manager to execute a lease for 21!
acres from the City of Columbus for park land along the east bank of Scioto
River south of S.R. 161/33 Bridge and north of Martin Road, was introduced by
Mr. Geese and read for the first time. Mr. Geese moved, seconded by Mr. Chambe s,
to dispense with the three-time reading rule and pass as an emergency. Vote on
the motion and the resolution was unanimous for approval.
Second presentation by Consultant Regarding Pool and Community Center
Representatives Mr. Hosack, Brubaker-Brandt, Mr. Bradstetter and Mr. Horn,
Bradstetter-Carroll, and Phil Hill, Chairman, Parks and Recreation Committee,
were present to discuss the overall development of plans for a swimming pool
and community center.
The proposed project has been divided into phases: I - Outdoor pool, II _
Community Center, III - Indoor pool, IV - Multi-purpose room. Council was
given a summary of the estimated cost for a full program or a reduced program
for each phase, an estimate of operating cost and maintenance, and probable
owner cost.
Mr. Geese questioned the need for an auditorium/multi-purpose room since the
high school is planning to convert the present gymnasium into a large auditor-
ium. Mr. Mand said it would not be possible for a community theater group to
use the school auditorium without interferring with school events. He said it
would be possible for the theater group to use the school auditorium for the
final production but would need space such as the multi-purpose building in
which to practice.
Mr. Hill's recommendation was for Dublin to adopt the phase plan rather than
the reduced program.
Mr. Lewis said he would like to reinstate a discussion with the School Board
members to see if they would reconsider joint efforts in constructing the
swimming pool and community center. He said even though the school district
will pay their fair share of the operating expenses when they would use these
facilities, $5,000,000 is a sizeable debt for the Village to assume, especially
when the principal share of property taxes go to the school district. He said
if the school district wishes these facilities to be used by the school as well
as the community, they should make this known to the School Board.
Council Roundtable Discussion
Mayor Headlee announced the first Monday of September would be Labor Day and,
therefore, a change in the meeting date needs to be made. It was the concensus
of Council to meet the 14th and 28th of September.
Mr. Chambers mentioned a correction in his package of projections for the
issuance of Bonds for the Capital Improvement Program. He said on page 4 a
duplication was made and in the expenses for total Village income in the
General Fund the balance of surplus should be over $900,000 instead of $720,000.
In regard to the bridge on S.R. 161, he said Mr. Sheldon has made substantial
progress in attempting to get the bridge widened. Since this will not be done
for approximately four years, he had prepared a map, in conjunction with Mr.
Wol fe, which shows the bridge can be made three lanes at this time to alleviate
the present "bottleneck" that exists. He said two lanes could be east bound
and one west bound. With the completion of Dale Dri ve, a left hand turn onto
Riverside Drive could be prohibited directing the traffic to Dale Drive. He

felt this plan would be satisfactory until such time as the new bridge is com-
pleted. Councilmembers were asked to look at the map at their convenience.
Mr. Shawan said he was notified the Homesteader Restaurant was in compliance
with the Zoning Code but he is appalled with the minimal amount of planning
that went into this site. He would like Mr. Mand to report any information
after talking with the Planning and Zoning Commission.
Mr. Wolfe said according to the agreement with Adria Laboratories, the Village
must construct a new pumping station, storage tank, and waterline by October 1,
1982. He asked Council's approval for entering into design contracts with
Hockaden and Associates for the waterline ($16,200) and Dan Boothe, P.E., for
the pumping station ($20,750). Mr. Shawan moved approval, seconded by Mayor
Headlee, and vote on the motion was unanimous for approval.
Mayor Headlee adjourned the meeting at 9:00 P.M.
