The special meeting of Council was called to order by Mayor Headlee at 5:00 P.M
for the purpose of discussing the Income Tax issue. Those members present were
Chambers, Geese, Headlee, Mand, Maurer, Shawano Mr. Lewis was absent from the
meeting. Also present were Mr. Sheldon, Village Manager, and Mr. Smith, Law
Director.
Mr. Smith informed Council and the public that the Secretary of State voted
against allowing the Income Tax issue to be placed on the November ballot
since there was no record of it being filed with the Board of Elections. He
said there were two options available to Council regarding the Bond issues
which are scheduled to appear on the November ballot. He said the Bond issues
could be left on the ballot or removed and placed on a special election ballot
February 2, 1981. He added they could not appear on a ballot before February
because of a required 110-day waiting period which applies to Bonds.
Ordinance No. 48-81
Said ordinance dealing with a proposed Income Tax increase and placing it to a
vote of the electorate was introduced by Mrs. Maurer and read for the first
time. Mr. Mand moved, seconded by Mrs. Maurer, to dispense with the three-time
reading rule and pass as an emergency. Before voting on the motion, there was
discussion.
Mr. Shawan said he felt the Income Tax issue and the Bond issues should appear
on the same ballot February 2, 1981. He was concerned that if the Income Tax
issue did not pass and if proposed projects were to be completed, the money
needed would have to come from property taxes. He said a large non-voted
tax has already been imposed on the residents of Dublin on the average of 28%
with re-evaluated property tax.
Mrs. Maurer asked Mr. Smith to clarify what would happen if the Income Tax
issue did not pass. Mr. Smith said if the Bond issues passed in November and
the Income Tax issue failed in a special election December 8th, and the Bonds
were sold, there would be no other choice but to get the money needed from
the property tax. Mrs. Maurer pointed out, however, that Council would still
have the option of whether or not to issue the Bonds so that if the Income Tax
issue did not pass, property taxes would not automatically be imposed.
Mr. Chambers recommended proceeding with the Bond issues on the November 3rd
ballot and passing Ordinance No. 48-81 and Resolution No. 43-81 to place the
Income Tax issue on the ballot December 8th for a special election.
Vote on the motion to dispense with the three-time reading rule and pass as an
emergency was as follows: 5 Yeas - Geese, Headlee, Mand, Maurer, Chambers;
I Nay - Shawano Vote on passage of the Ordinance was unanimous for approval.
Resolution No. 43-81
Said resolution speci fying a date for election was introduced by Mrs. Maurer
and read for the first time. Mr. Geese moved, seconded by Mr. Mand, to dispens
wi th the three~time reading rule and pass as an emergency. Vote on the motion
and the ~r~e was as follows: 5 Yeas - Headlee, Mand, Maurer, Chambers,
Geese; I Nay - Shawano
Referring to the Bond issues, Mr. Smith reminded Council that if they wanted to
remove them from the November ballot, they would need to introduce an ordinance
to that effect at the September 28th meeting.
Mayor Headlee adjourned the meeting at 5:35 P.M.
