Form No. 1097 C".:;;~ J-I eld November 2, 1981 19 I ~ The regular meeting of Council was called to order at 7:30 P.M. by Mayor Headle~. Those members present were: Chambers, Geese, Headlee, Lewis, Mand, Maurer (arrived at 7:35), Shawano Also present were Mr. Sheldon, Village Manager, Mr. Smith, Law Director, and Mr. Wolfe, Village Engineer. Mr. Lewis moved, seconded by Mr. Shawan, to approve the minutes of the October 19th meeting and the vote was as follows: 5 Yeas - Chambers, Geese, Headlee, Lewis, Shawan; 1 Abstention - Mand. Mr. Shawan then moved, seconded by Mr. Chambers, to approve the bill listing of November 2nd. All those present voted in favor of the motion. Mr. Mand commented on material he received in the mail regarding the bond issues that will be on the ballot November 3rd. He said he and other voters in the community received this document which was unsigned and sent in a plain envelope. Since the contents referred to a sppech given by Mr. Lewis at a Kiwanis meeting, Mr. Mand asked Mr. Lewis to comment on who duplicated and sent the letter, why such a political statement was unsigned and without the necessary disclaimer, what organization, individual, or individuals provided the funds to send this material, and whether this mailing was registered with the Board of Elections? 1 Mr. Lewis said he wrote and sent the letter, which represents his point of view in lieu of publishing it in the newspapers because the newspapers had already gone to press. He said he made no secret about it and as a press release, he saw no reason to sign the document. After further discussion, Mr. Mand made a motion, seconded by Mr. Chambers, that the Law Director review the Ohio Revised Code Section 3599.09 and Title 35 of the Ohio Election Law including the supplement of House Bill 1025 and determine if Mr. Lewis' letter is in violation. Also, he said he would like the Law Director to find out if any violation/violations have occurred in send- ing this unsigned, political document in an unmarked envelope to every regis- tered voter in the Village of Dublin. Vote on the motion was unanimous for approval. I Mr. Lewis said it was not his intent to reflect on the Kiwanis Club. Since thel document has apparently been interpreted by some as such an intent, he will write a letter of apology to the Kiwanis Club. Resolution No. 48-81 Said, resolution congratulating the Dublin High School Golf Team was held un- til the November 16th meeting when members of the team would be present. Resolution No. 46-81 Said resolution to accept deeds of easement for Post Road sewer and waterline, was introduced by Mr. Shawan and read for the first time. Mr. Shawan moved, seconded by Mr. Lewis, to dispense with the three-time reading rule and pass as an emergency. Vote on the motion and the resolution was unanimous for approval. Ordinance No. 52-81 Said ordinance dealing with a proposed compensation plan for Village employees was introduced by Mr. Lewis and read for the first time. During a discussion, Mr. Shawan requested consideration be given to Section 8, Item B and possibly typing it to an index. He also referred to the Police Department already having accidental death and dismemberment insurance cover- age, and suggested an investigation be made of purchasing group life insurance for the entire Village employees (full-time) as well as the Police Department.
