The regular meeting of Council was called to order by Mayor Headlee at 7:30 P.~.
with the following members present: Chambers, Headlee, Geese (arrived at
7:40), Lewis, Mand, Maurer, Shawano Also present were Mr. Sheldon, Village
Manager, Mr. Smith, Law Director, and Mr. Wolfe, Village Engineer.
Mayor Headlee amended the minutes of the November 2nd meeting stating that
Resolution No. 48-81 was not tabled but removed from the agenda until the next
Council meeting. Mr. Mand moved, seconded by Mr. Chambers, to approve the
minutes as amended. Vote on the motion was unanimous for approval. Mr.
Shawan then moved, seconded by Mr. Lewis, to approve the bill listing for
November 16th and all those present voted in favor of the motion.
Mr. Smith commented on the question concerning the review of Section 3599.09
and other sections of the Ohio Revised Code pertaining to rules and regulations
to be used during campaigning before elections and whether or not Mr. Lewis
was in violation of these laws. (See November 2nd minutes). He said it was
his opinion and that of the Columbus Bar Association's Ethics Commission that
it would be unethical for him to offer an opinion of the conduct of a political
official of the Village. He referred to a memorandum from him to Councilmem-
bers in which he outlined the procedure for filing an affidavit which would
initiate an investigation by the Ohio Elections Commission to determine
whether a violation had occurred. He said it was entirely up to Councilmembers
or private citizens whether or not to file an affidavit to this effect.
After further discussion, Mr. Mand said he would be willing to file an affi-
davit necessary if the majority of Council believed that this item should be
~nvestigated. Mr. Mand then moved, seconded by Mrs. Maurer, that Council
approve the transmittal of necessary and appropriate documents, relative to
the letter sent by Mr. Lewis to voters in Dublin, to the Ohio Elections
Committee to determine if any violation of election laws has taken place.
Mr. Shawan offered an amendment to include an investigation as to whether Sec-
tion 3599.092, Section B(l) of the O.R.C. has been violated also. This section
refers to falsely identifying the source of a statement, issuing statements
under the name of another person without authority, or falsely stating the
endorsement of or opposition to a ballot, proposition, or issue by a person or
publication. He said the organization headed by Mr. Carstens (The Committee
for Dublin Improvement) indicated such persons as former Mayor Dixon, former
Mayor Karrer, and others supported both bond issues, when in fact they did not.
Mrs. Maurer said she would second Mr. Shawan's amendment but would like to
vote on it separate from Mr. Mand's motion.
After further discussion, Mrs. Maurer clarified Mr. Mand's motion stating it
referred to any violation.
The motion failed with the vote as follows: 3 Yeas - Maurer, Mand, Chambers;
4 Nays - Shawan, Geese, Headlee, Lewis.
Resolution No. 48-81
Said resolution congratulating the Dublin High School Boys Golf Team was intro-
duced by Mr. Lewis. The coach introduced the boys individually and Mr. Shawan
moved, seconded by Mr. Lewis,to dispense with the three-time reading rule and
pass as an emergency. Vote on the motion and resolution was unanimous for
approval. Mayor Headlee presented a copy of the resolution to the team and
the coach.
Ordinance No. 52-81
Said ordinance dealing with the proposed compensation plan for Village employees
was read for the second time. Mr. Shawan said he would like the ordinance to
go into more detail about the set amount of increase, if possible.

Ordinance No. 54-81
Said ordinance dealing with accepting a petition for annexation of a portIon
of Dublin Road (roadway only) south of Tuttle Road and north of Thornhill Lane,
was introduced by Mr. Geese and read for the first time. Mr. Sheldon explained
the purpose of the erdinanc~;-~
Ordinance No. 55-81
Said ordinance, dealing with acceptance of a Quit Claim Deed for dedication
of 1.1272 acre tract of land at the intersection of Frantz and Rings Road
was introduced by Mr. Geese and read for the first time.
Ordinance No. 56-81
Said ordinance amending the Sign Code, Section 1183.09, to provide for addi-
tional ground signs and traffic and directional signs, was introduced by Mrs.
Maurer and read for the first time.
Mrs. Maurer said she thought Section C of the amendment was not clear and
asked Mr. Smith if something could be done so it would be clearly understood
by the public. Mr. Smith said he would look into that possibility.
Mr. Chambers said he knew of several other complaints concerning the Sign Code
and wondered if these questions/objections could be discussed at the Public
Hearing held for said ordinance and he was told only said amendments would be
considered at that time.
Resolution No. 49-81
Said resolution setting a date and time for a Public Hearing for Ordinance
No. 56-81 was introduced by Mr. Geese and read for the first time. Vote on the
resolution was unanimous for approval. The date and time of the Public Hearing
will be December 21, 1981, at 7:30 P.M.
Resolution No. 50-81
Said resolution to declare the intent to appropriate property to create a
turn-around on Thornhill Lane to dead-end said lane was introduced by Mr.
Shawan and read for the first time.

Mr. Smi th explained that when an effort was made to acquire easements from pro-
perty owners, the Village was unable to do so. He said if Council passes said
resolution to create said turn-around, the Village will have to buy the ease-
ments.
Discussion of proposed agreement with Worthington Re: Street Signs
Mr. Sheldon said the Village has experienced considerable delay in delivery of
street signs by our current vendors. He said Mr. McCoy, Street Superintendent,
has discussed this with Worthington officials and they have agreed to enter
into an agreement with Dublin to produce street signs in their sign shop. He
said this would require an original investment in supplies of approximately
$1,200.00. These supplies would be stored in their shop and would be subj ect
to our inventory control.
Mr. Geese moved, seconded by Mr. Lewis, to authorize Mr. Sheldon to enter into
said agreement with the City of Worthington. Vote on the motion was unanimous
for approval.

Discussion on authorizinq Manaqer to enter into an aqreement for preliminary
study on four (4) laninq Scioto bridge
Mr. Sheldon said he received a proposal from C. E. Williams regarding said pre~
liminary study. He said the study would determine the feasibility of making
the bridge four (4) lanes, and suggest alternate methods to accomplish the
four (4) lanes including estimates. If such an agreement were made, the study
would be completed within 120 days after the agreement was signed and the cost
would be a lump sum fee not to exceed $15,000.00.
Mr. Shawan moved, seconded by Mr. Chambers, to authorize Mr. Sheldon to enter
into said agreement with C. E. Williams Company. Vote on the motion was unani-
mous for approval.
Council Roundtable Discussion
Mayor Headlee reported the Dublin downtown merchants will light the Christmas
tree on December 6, 1981, and invited Councilmembers to attend.
She also reminded the public and Councilmembers that there was going to be a
meeting with COTA Tuesday, November 17, 1981 at 7:00, and encouraged anyone
interested to attend.
Mrs. Maurer congratulated all the Council candidates on their hard work during
the recent campaign.
She asked Mr. Sheldon if there was anything to report on the east side river
front property. Mr. Sheldon said there was no new information to report but
appraisals are currently in process.
Mr. Amorose was present to comment on the Billingsley Ditch. Mr. Smith said
no residents of that area have contacted him since the October 19th meeting of
Council. Mr. Amorose asked for verification of the amount the Village would
pay toward legal assistance and he was told the Village agreed to pay $3,000
(1/2 of $6,000 of the total cost) if the Village Law Director was retained.
Mr. Shawan said if another attorney was employed by the residents, the Village
was under no obligation to contribute to that cost. (See October 19th minutes)
Mrs. Rausch asked that consideration be given in ralslng the beginning salary
for a policeman in Dublin. She said she thought some research should be done
to find what other communities are offering beginning policemen.
Mayor Headlee adjourned the meeting at 8:40 P.M.
An Executive Session was then held.
