Resolution No. 28-25 Passed
ACCEPTING THE LOWEST AND BEST BID FOR THE
SCHOOL ZONE BEACONS AND DRIVER FEEDBACK SIGNS PROJECT
(24-026-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for the School Zone Beacons and Driver
Feedback Signs Project (24-026-CIP); and
WHEREAS, Council has determined that the bid submitted by Path Master,
Inc. on April 2, 2025 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ‘T of the elected members concurring, that:
Section 1. The bid submitted by Path Master, Inc. in the total amount of
$182,820.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with Path Master, Inc., which is to supply the materials necessary for the City
to complete the School Zone Beacons and Driver Feedback Signs Project (24-
026-CIP) pursuant to the Advertisement, Proposal and Contract Documents
for said Project on file in the office of the City Engineer.
Section 3. Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other
appropriate officers of the City to prepare and sign all other agreements and
instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Beacons and Driver Feedback Signs Citywide Communications Project (24-026-
CIP)
Background
On April 2, 2025, one (1) bid was received and publicly opened for the School Zone Beacons and
Driver Feedback Signs – Citywide Communications Project, 24-026-CIP (Project). This Project
upgrades the time-based school zone flashing beacons and driver feedback signs in Dublin's school
zones to allow for easier maintenance and programming, including turning off the flashers during
inclement weather events. In addition, the start and stop times of the school zone beacons and
driver feedback signs will be more reliable and consistent across the City. Predicable and accurate
school zone timings will improve driver compliance and improve safety and comfort for students
and all roadway users. This bid purchases materials only for new Variable Speed Limit / Driver
Feedback dual display assemblies (Figure 1) within the school zones for full system integration as
the other needed components were available via cooperative purchasing agreements.

The Project was included in the 2024-2028 Capital Improvements Program (CIP) and in the 2025-
2029 CIP. The funds budgeted for design and construction in 2024 were $550,000 with a total of
$328,564 being expensed for design and purchase of a portion of the system. The funds budgeted
in 2025 are $75,000.

Path Master, Inc. submitted the lowest and best bid of $182,820, which is 1.6% over the
engineer’s estimate ($180,000). Staff has reviewed all bids and a summary of the bids received is
listed below.

Total project cost (2024-2025) $521,255
The total project cost is $521,255, which is under the intended project cost as budgeted in the
2024-2028 CIP. In addition, the budgeted funds for the School Zone Beacons and Driver Feedback
Signs – Citywide Communications project in the 2025-2029 Capital Improvements Program (CIP)
are $75,000. The additional funding needed for the project is available from the unencumbered,
available balance in the Capital Improvements Fund.
Recommendation
Staff has thoroughly reviewed the bid submitted by Path Master, Inc. Previous experience with
Path Master, Inc. has been favorable and staff is confident that Path Master, Inc. will perform well
on this Project.
Staff recommends Council approve Resolution 28-25 accepting as lowest and best the bid of Path
Master, Inc. in the amount of $182,820 and authorizing the City Manager to enter into a contract
with Path Master, Inc. for this Project.
