HomeMy WebLinkAboutResolution 23-25RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.__23-25 Passed F ACCEPTING THE LOWEST AND BEST BID FOR THE ANNUAL SIDEWALK MAINTENANCE PROGRAM 2025 (25-004-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Annual Sidewalk Maintenance Program 2025 (25- 004-CIP); and WHEREAS, Council has determined that the bid submitted by Coburn’s Concrete L.L.C. on February 26, 2025 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _(v _ of the elected members concurring, that: Section 1. The bid submitted by Coburn’s Concrete L.L.C. in the total amount of $272,519.40 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Coburn’s Concrete L.L.C. for the performance and completion of the Annual Sidewalk Maintenance Program 2025 (25-004-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Program. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Miller, P.E., Civil Engineer II Re: Resolution 23-25 – Accepting the Lowest and Best Bid for the Annual Sidewalk Maintenance Program 2025 (25-004-CIP) Summary On February 26, 2025, nine (9) bids were received and publicly opened for the Annual Sidewalk Maintenance Program 2025, 25-004-CIP (Project), which involves the removal and replacement of deficient concrete sidewalk sections throughout the City as depicted on the included Location Map showing general work locations. The Program for 2025 includes work at various locations within the City as staff looks to concentrate on locations of higher pedestrian traffic, such as schools and parks, in addition to requests for repairs and replacements from residents. The budgeted funds for this Project in the 2025-2029 Capital Improvements Program (CIP) are $275,000 from account MB25M02, Annual Sidewalk Maintenance. The engineer’s estimate for this year’s Project is $315,000. Coburn’s Concrete L.L.C. submitted the lowest and best bid of $272,519.40 which is 13.49% below the engineer’s estimate. The remaining budgeted funds will be utilized for the sidewalk shaving program. Since the low bid is only $2,480.80 under the budgeted funds, additional funding is anticipated to be required for the sidewalk shaving program. These additional funds will be available from other unencumbered budgeted funds in the CIP. Staff has reviewed all bids and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer questions and manage access needs at adjacent residences throughout the performance of the work. As in the past, the majority of the sidewalk repair locations are caused by roots from mature street trees heaving the sidewalks. As part of the repair process, these roots will be pruned and removed. Engineering works closely with the Dublin Forestry staff on the sidewalk repair process to ensure impact to trees will be minimized where feasible. If Forestry staff determines that a tree should be removed, Forestry staff will remove the tree, grind the stump, and replace the tree following completion of the sidewalk replacement. Trees that have larger roots removed in the sidewalk repair process could have their canopies thinned and trimmed by Forestry staff. In 2024, eleven (11) street trees required removal as a result of the necessary root pruning, while four (4) trees were removed in 2023. In the event it is determined that the necessary root pruning could be detrimental to the adjacent street tree, staff will pursue meandering the sidewalk around the tree. Typically, sidewalk meandering requires an easement outside of right-of-way from the adjacent property owner. When pursuing this approach, staff reviews and discusses the meandering with the property owner and the easement must be donated to the City if the resident is agreeable to the meandering. Although in 2021, sidewalks were meandered around street trees at three (3) separate locations, no meandering occurred in 2022, 2023, or 2024. Multiple potential locations were identified in 2024 where sidewalk could be meandered around a street tree, but in most cases the meander would involve multiple property owners and one of the owners was not in favor of the meandering. Recommendation Staff has thoroughly reviewed the bid submitted by Coburn’s Concrete L.L.C. Coburn’s Concrete L.L.C. has not previously performed work for the City of Dublin, and staff made inquiries to references provided by the contractor. Feedback on Coburn’s Concrete L.L.C.’s quality of work was positive, and each responding reference recommended working with this contractor. Staff feels confident that Coburn’s Concrete L.L.C. has the capability and experience to perform well on this Project. Staff recommends Council approve Resolution 23-25 accepting as lowest and best the bid of Coburn’s Concrete L.L.C. in the amount of $272,519.40 and authorizing the City Manager to enter into a contract with Coburn’s Concrete L.L.C. for this Project.
