ACCEPTING THE LOWEST AND BEST BID FOR THE
OUTDOOR COMMUNITY NORTH AND SOUTH POOLS
RESURFACING PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Dublin
Community Outdoor North and South Pools Resurfacing Project; and,
WHEREAS, Council has determined the bid in the amount of $147,300.00
submitted by Aqua Pools N’ Concrete to be the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __“/ of the elected members concurring, that:
Section 1. The bid in the amount of $147,300.00 submitted by Aqua Pools N’
Concrete is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Aqua Pools N’ Concrete for repairs to the existing leisure pool shell including
resurfacing Diamond Brite, tile, caulking and all related finishes at the Dublin
Community Pool South, and repaint all pool shells including light concrete work
at the Dublin Community Pool North pursuant to the Advertisement, Proposal
and Contract Documents for said Project on file in the Department of Parks and
Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution 20-25 - Accepting the Lowest and Best Bid for the Outdoor
Community North and South Pools Resurfacing Project
Summary
On Friday, February 28, 2025, two bids were opened for the Outdoor Community North and
South Pools Resurfacing Project. This project includes repairs to the following amenities:
• Dublin Community Pool South Leisure Pool: Resurfacing the Diamond Brite surface, tile
replacement, caulking, and all related finishes that were identified from recent sub-base
testing results.
• Dublin Community Pool North: Light concrete repairs and repainting the pool shell
surfaces. The pool paint surfaces are an epoxy paint with a lifespan of approximately
three years. The pool is now heading into its fourth operating season in 2025.
The work for both pools will begin immediately this spring as weather permits and is planned to
be completed prior to the 2025 pool season.
After reviewing the bid responses, staff determined that the lowest and best bid was received
from Aqua Pools N’ Concrete, in the amount of $147,300, which is approximately 1.8% below
the budgeted amount of $150,000.

Recommendation
Staff has thoroughly reviewed the bid received from the Aqua Pools N’ Concrete bid and
determined it to be the lowest and best bid for this project. The contractor has successfully
completed previous projects for the City and staff is confident that Aqua Pools N’ Concrete has
the necessary experience and capabilities to complete this project.
Staff recommends approval of Resolution 20-25 – Accepting the Lowest and Best Bid from
Aqua Pools N’ Concrete in the amount of $147,300 and authorizing the City Manager to enter
into a contract with Aqua Pools N’ Concrete for this project.
