ACCEPTING THE LOWEST AND BEST BID FOR THE SOUTH
HIGH STREET UTILITY BURIAL — PHASE 2 PROJECT
(22-018-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the South High Street Utility Burial - Phase 2 Project,
(22-018-CIP); and
WHEREAS, Council has determined that the bid submitted by CST Utilities LLC
on February 27, 2025 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __‘/__ of the elected members concurring, that:
Section 1. The bid submitted by CST Utilities LLC in the total amount of
$2,499,652.72 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
CST Utilities LLC for the performance and completion of the South High Street
Utility Burial - Phase 2 Project, (22-018-CIP) pursuant to the Advertisement,
Proposal and Contract Documents for said work on file in the office of the City
Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
appropriate officers of the City to prepare and sign all other agreements and
instruments and to take any other actions as may be necessary to implement this
Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Summary
As part of the Downtown Historic District beautification efforts, the City of Dublin (City) continues to
advance the South High Street Utility Burial Project. The purpose and benefit of this project is the
elimination of the existing overhead utility lines along South High Street and within portions of the
Downtown Historic District. The Project consists of two phases as requested by American Electric
Power (AEP).
The Phase 1 project area included Franklin Street south of West Bridge Street and the west side of
South High Street between West Bridge Street and Short Street. Phase 1 is nearly complete as
communication companies remove their infrastructure followed by the removal of the bare utility
poles. The Phase 2 project area includes the east side of South High Street and Blacksmith Lane
between West Bridge Street and Short Street (see the Project Location Map at the end of this memo).
At the completion of both phases of the project, all overhead utility lines and poles along South High
Street will be removed between West Bridge Street and Short Street.
Similar to Phase 1, the scope of the South High Street Utility Burial – Phase 2 Project, 22-018-CIP
(Project) is to install underground electric (AEP) and communication (Spectrum, AT&T, Breezeline,
and Dublink) utilities to service affected parcels in the Downtown Historic District. The Project
includes the installation of a joint user duct bank along Blacksmith Lane, and in the rear of the parcels
between Pinney Hill Lane and Short Street, to install underground electric and communication utilities
to service the affected parcels.
On February 27, 2025, two (2) bids were received and publicly opened for the Project. The budgeted
funds for this Project in the 2025-2029 Capital Improvements Program (CIP) are $2,320,000 from
account ET227, South High Street Utility Burial – Phase 2. The engineer’s estimate for the Project is
$2,800,000.
CST Utilities LLC submitted the lowest and best bid of $2,499,652.72, which is 10.73% below the
Engineer’s Estimate and $179,652.73 greater than the budgeted funds. Engineering has consulted
with Finance, and staff anticipates being able to cover the additional Project costs using other
unencumbered budgeted funds in the CIP for 2025. Staff has reviewed all bids and a summary of the
bids received is listed below.

The work for this Project is expected to commence in April 2025 and be significantly complete by
November 2025. Final completion of the Project is intended to occur by April 2026.
The typical and customary communication methods will be used to convey construction information
with the residents and impacted property owners throughout the duration of this work. The City will
have a designated Engineering Project Inspector assigned to the work for this Project who will
provide coordination, be available to answer questions and manage access needs at adjacent
residences throughout the performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by CST Utilities LLC. Previous experience with CST
Utilities LLC has been favorable, including this recent project: South High Street Utility Burial – Phase
1 Project. Staff is confident that CST Utilities LLC will do well performing the work for this Project.
Staff recommends Council approve Resolution 19-25 accepting as lowest and best the bid of CST
Utilities LLC in the amount of $2,499,652.72 and authorizing the City Manager to enter into a contract
with CST Utilities LLC for this Project.
