ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN
COMMUNITY RECREATION CENTER AQUATICS ULTRA VIOLET
SANITATIONS SYSTEMS REPLACEMENT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Dublin
Community Recreation Center — Aquatics UV Systems Project
WHEREAS, Council has determined the bid in the amount of $86,288.44.00
submitted by O.P. Aquatics to be the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, __‘/ __ of the elected members concurring, that:
Section 1. The bid in the amount of $86,288.44.00 submitted by O.P. Aquatics is
hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with O.P.
Aquatics for removal and disposal of existing Ultraviolet (UV) systems and install
new UV systems on all three bodies of water at Dublin Community Recreation Center
(DCRC) indoor pools pursuant to the Advertisement, Proposal and Contract
Documents for said Project on file in the Department of Parks and Recreation.
Section 3. = This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other
appropriate officers of the City to prepare and sign all other agreements and
instruments and to take any other actions as may be necessary to implement this
Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Replacement Project
Summary
On Wednesday, January 29, 2025 two bids were opened for the Dublin Community Recreation
Center (DCRC) Aquatics Ultra Violet (UV) Sanitation Systems Replacement Project. This project
includes the removal and disposal of existing UV systems and the installation of new UV
systems on all three bodies of water at the DCRC pools.
UV systems on swimming pools act as a secondary disinfection method to enhance the
disinfection mechanism, and reduce chemical usage and the formation of chloramines. Due to
the high demand for all bodies of water at DCRC, ensuring the UV systems are current with the
latest technology will continue to allow the bodies of water to operate in ideal chemical ranges.
Current UV systems are aging and repair is no longer feasible as each system’s control panel
parts are no longer manufactured.
This project was initially bid on January 7, 2025 with only one response, which exceeded the
estimated budget of $90,000. As a result, staff rejected the initial bid and reached out to
additional potential contractors to rebid the project. After reviewing the rebid responses, staff
determined that the lowest and best bid came from O.P. Aquatics, in the amount of $86,288.44,
which is approximately 4% below the budgeted amount of $90,000.

Recommendation
Staff has thoroughly reviewed the bid received from O.P. Aquatics and determined it to be the
lowest and best bid for this project. The contractor has successfully completed previous projects
for the City and staff is confident that O.P. Aquatics has the necessary experience and
capabilities to complete this project.
Staff recommends approval of Resolution 14-25 – Accepting the Lowest and Best Bid from O.P.
Aquatics in the amount of $86,288.44 and authorizing the City Manager to enter into a contract
with O.P. Aquatics for this project.
