ACCEPTING THE LOWEST AND BEST BID FOR THE
STREETLIGHT IMPROVEMENTS — HISTORIC DISTRICT &
TULLER ROAD PROJECT (23-026-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for the Streetlight Improvements - Historic
District & Tuller Road Project (23-026-CIP); and
WHEREAS, Council has determined that the bid submitted by the Jess
Howard Electric Company on February 14, 2025 constitutes the lowest and
best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __ “7 __ of its elected members concurring, that:
Section 1. The bid submitted by the Jess Howard Electric Company in the
total amount of $300,477.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with the Jess Howard Electric Company for the performance and completion of
the Streetlight Improvements - Historic District & Tuller Road Project (23-026-
CIP) pursuant to the Advertisement, Proposal and Contract Documents for
Said Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Summary
On February 14, 2025, five (5) bids were received and publicly opened for the Streetlight
Improvements - Historic District & Tuller Rd 23-026-CIP (Project). This Project combines 2
projects: The Historic Dublin Street Lighting Improvements – Wiring and Dimming project and the
Tuller Road Lighting Improvements project. These projects have been combined to attract a larger
pool of potential bidders and optimize construction efficiency. The Historic Dublin component
includes replacing outdated wiring and implementing a dimming system for streetlights along High
Street and Bridge Street within the Historic District, enhancing reliability and energy efficiency.
Meanwhile, the Tuller Road segment involves replacing outdated wiring and upgrading the lighting
control center along Tuller Road between Riverside Drive and Village Parkway, ensuring improved
reliability and performance.

Each project is included in the 2025-2029 Capital Improvements Program (CIP). The funds
budgeted for construction in 2025 are a combined $390,000 for both projects under Finance
(MUNIS) Project Numbers ST25C02 (Historic Dublin) and ST25C05 (Tuller Rd). The engineer’s
estimate for the Project is $325,176.
The Jess Howard Electric Company submitted the lowest and best bid of $300,477.00, which is
7.6% under the engineer’s estimate. Staff has reviewed all bids and a summary of the bids
received is listed below.

Recommendation
Staff has thoroughly reviewed the bid submitted by the Jess Howard Electric Company. Previous
experience with Jess Howard Electric Company has been favorable and staff is confident that the
Jess Howard Electric Company will perform well on this Project.
Staff recommends that Council approve Resolution 12-25, accepting as the lowest and best bid the
Jess Howard Electric Company's bid of $300,477.00 and authorizing the City Manager to enter into
a contract with the Jess Howard Electric Company for this Project.
