ACCEPTING THE LOWEST AND BEST BID FOR THE 2025
SHARED USE PATH AND PARKING LOT MAINTENANCE
PROJECT (25-003-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the 2025 Shared Use Path and Parking Lot
Maintenance Project, 25-003-CIP; and
WHEREAS, Council has determined that the bid submitted by Byrne & Jones on
February 5, 2025 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, _"/ of the elected members concurring, that:
Section 1. The bid submitted by Byrne & Jones in the total amount of
$551,971.47 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Byrne & Jones for performance and completion of the 2025 Shared Use Path and
Parking Lot Maintenance Project, 25-003-CIP pursuant to the Advertisement,
Proposal and Contract Documents for said work on file in the office of the City
Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
appropriate officers of the City to prepare and sign all other agreements and
instruments and to take any other actions as may be necessary to implement this
Resolution and complete the work for these Programs.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Background
On February 5, 2024, seven (7) bids were received and publicly opened for the 2025 Shared Use Path
and Parking Lot Maintenance Project, 25-003-CIP (Project). The scope of work for this Project
provides annual maintenance in various locations on the shared use path network and City parking
lots. Please see the attached exhibit for general work locations. For Council’s reference, a copy of the
construction drawings for this Project can be provided upon request.
The budgeted funds for this Project in the 2025-2029 Capital Improvements Program (CIP) are
$509,000 from accounts MB24M01, Annual Shared Use Path Maintenance ($333,000) and ST24M02,
Annual Parking Lot Maintenance ($176,000). Since the initial Engineer’s estimate exceeded the
budgeted funds, the Project was advertised with two alternates which consisted of various paths to
resurface and seal coat. The final Engineer’s estimate is $603,000.00 for the base bid, $45,500 for
Alternate 1, and $94,400 for Alternate 2.
Byrne & Jones submitted the lowest and best bid of $551,971.47. By fund account, the bid is
$362,484.48 for MB24M01, Annual Shared Use Path Maintenance (includes both alternates) and
$189,489.99 for ST24M02, Annual Parking Lot Maintenance. The low bid received is 25.75% below the
engineer’s estimate and $42,971.47 greater than the budgeted funds. Engineering has consulted with
Finance, and staff anticipates being able to cover the additional Project costs using other unencumbered
budgeted funds in the CIP. Staff has reviewed all bids, and a summary of the bids received is listed
below.

The work for this Project is expected to commence in May 2025 and completed by September 2025.
Engineering staff has coordinated with Parks and Events staff to verify that work on the Project will
not interfere with major City events or holidays throughout the year.
The typical and customary communication methods will be used to convey construction information to
residents and any impacted property owners throughout the duration of this work. The City will have
a designated Engineering Project Inspector assigned to the work for this Project who will provide
coordination, be available to answer any questions, and manage access needs throughout the
performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by Byrne & Jones. Byrne & Jones has not previously
performed work for the City of Dublin, and staff made inquiries to the references provided by the
contractor. Feedback on Byrne & Jones’ quality of work was positive, and each responding reference
recommended working with this contractor. Staff is confident that Byrne & Jones will do well
performing the work for this Project.
Staff recommends Council approve Resolution 11-25 accepting as lowest and best the bid from Byrne
& Jones in the amount of $551,971.47, including both bid Alternates, and authorizing the City
Manager to enter into a contract with Byrne & Jones for this Project.
