ACCEPTING THE LOWEST AND BEST BID FOR THE
HYLAND-CROY ROAD AND CACCHIO LANE TRAFFIC
SIGNAL PROJECT (24-033-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Hyland-Croy Road and Cacchio Lane Traffic Signal
Project (24-033-CIP); and
WHEREAS, Council has determined that the bid submitted by Danbert Electrical
Corp. on January 22, 2025, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio | of its elected members concurring, that:
Section 1. The bid submitted by Danbert Electrical Corp. in the total amount
of $351,082.23 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Danbert Electrical Corp. for the performance and completion of the Hyland-Croy
Road and Cacchio Lane Traffic Signal Project (24-033-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Background
On January 22, 2025, three (3) bids were received and publicly opened for the Hyland-Croy Road and
Cacchio Lane Traffic Signal Project, 24-033-CIP (Project). The scope of work for this Project includes
the construction of a traffic signal at the intersection of Hyland-Croy Road and Cacchio Lane. The
proposed signal will be owned, operated, and maintained by the City of Dublin (City), and will include
3 signal poles with mast arms, video detection, touchless pedestrian crossing buttons, a new signal
controller, and other associated infrastructure. Please see the attached Project Location Map for
reference regarding the work area.
The Dublin City School District (DCSD) performed a traffic impact study (TIS) as part of the design
and development of Elementary XV, which is currently being constructed at 6855 Cacchio Lane. The
TIS identified the need for the construction of a traffic signal at the intersection of Hyland-Croy Road
and Cacchio Lane. This Project addresses the anticipated traffic volume/congestion on Cacchio Lane
at Hyland-Croy Road after the new elementary school opens and will improve safety for vehicular
traffic and pedestrians.
The City and DCSD have entered into a Cost Sharing Agreement wherein each party is responsible for
50% of the design costs and 50% of the construction costs for the Project, resulting in $300,650 in
funding from both the City and DCSD. This Agreement was approved by City Council on January 13,
2025 and DCSD Board of Education on January 27, 2025. For purposes of the Agreement, the
estimated costs for the construction of the traffic signal was conservatively $540,000.
The budgeted funds for the Hyland-Croy Road and Cacchio Lane Traffic Signal Project in the 2025-
2029 Capital Improvements Program (CIP) are $390,000 from account ST24C08, which includes
$195,000 from City TIF funds and $195,000 from the DCSD. The engineer’s estimate for this Project
is $505,000.
Danbert Electrical Corp. submitted the lowest and best bid of $351,082.23, which is 30.5% under the
engineer’s estimate. Staff has reviewed all bids and a summary of bids received is listed below.

The work for this Project is expected to commence in summer 2025 with a goal of having the traffic
signal operational before the start of school in August 2025, if possible. Lead times for several key
components of the signal will likely dictate when the final installation and signal activation can occur.
Staff has specified in the plans that all underground construction associated with the signal
installation must be complete prior to the opening of the school. Any remaining work will be
completed once all components have arrived. The Project is planned to be substantially complete by
the end of 2025, with final restoration to be completed by the end of March 2026.
The typical and customary communication methods will be used to convey construction information to
residents and the general public throughout the duration of this work. The City will have a designated
Engineering Project Inspector assigned to this Project, who will be available to answer questions and
monitor the maintenance of traffic operations throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by Danbert Electrical Corp. Previous experience with
Danbert Electrical Corp. has been favorable, including these recent projects: Coffman Park Wi-Fi and
Lighting Infrastructure Project, and subcontracting on the University Boulevard, Phase 2 Project. Staff
is confident that Danbert Electrical Corp. will do well performing the work for this Project.
Staff recommends Council approve Resolution 10-25 accepting as lowest and best the bid of
Danbert Electrical Corp. in the amount of $351,082.23 and authorizing the City Manager to enter into
a contract with Danbert Electrical Corp. for this Project.
