ACCEPTING THE LOWEST AND BEST BID FOR THE AVERY
ROAD AND RINGS ROAD/CARA ROAD INTERIM
INTERSECTION IMPROVEMENT PROJECT (20-019-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Avery Road and Rings Road/Cara Road Interim
Intersection Improvement Project (20-019-CIP); and
WHEREAS, Council has determined that the bid submitted by Strawser Paving
Company, Inc. on December 18, 2024, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ‘1 of the elected members concurring, that:
Section 1. The bid submitted by Strawser Paving Company, Inc. in the total
amount of $6,249,459.05 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Strawser Paving Company, Inc. for the performance and completion of the Avery
Road and Rings Road/Cara Road Interim Intersection Improvement Project (20-
019-CIP) pursuant to the Advertisement, Proposal and Contract Documents for
said Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Re: Resolution 03-25 – Accepting the Lowest and Best Bid for the Avery Road and
Rings Road/Cara Road Interim Intersection Improvement Project (20-019-CIP)
Background
On December 18, 2024, seven (7) bids were received and publicly opened for the Avery Road and
Rings Road/Cara Road Interim Intersection Improvement Project, 20-019-CIP (Project). The scope
of work for this Project includes constructing a roundabout at the intersection of Avery Road and
Rings Road/Cara Road, water and sanitary sewer line extensions for Rings Road, Cara Road, and
Cara Court, curb and gutter installation on Cara Road and Cara Court, and pedestrian facilities for
Rings Road, Cara Road, Avery Road, and Cara Court. Please see the attached Project Location Map
for the general Project work area.
Traffic at the two-way stop sign controlled intersection of Avery Road and Rings Road/Cara Road is
congested, particularly during the peak hours. This Project addresses existing traffic volume
congestion on Avery Road at Rings Road and will improve safety for vehicular traffic and
pedestrians.
The water and sanitary sewer utility extensions are in utility extension area 8A as identified in the
amended public water utility and sanitary sewer utility extensions to existing developed property
policy adopted on April 25, 2022. The water and sanitary sewer utility extension portions of this
Project will serve, or provide the ability to serve, 21 and 19 existing parcels, respectively.
This Project was initially advertised for bids in May 2024. On June 18, 2024, four (4) bids were
received with the lowest submitted bid being $7,041,344.60. The engineer’s estimate at that time
was $5,100,000.00. Due to the difference between the engineer’s estimate and lowest submitted
bid, the City rejected all bids. The Project maintenance of traffic was revised to provide alternates
which included one to close the intersection for a longer duration versus the alternate essentially
that maintained traffic through the intersection. In November 2024, the Project was advertised for
bids a second time with the bid alternates.
The budgeted funds for the Avery Road and Rings Road/Cara Road Interim Intersection
Improvement Project in the 2025-2029 Capital Improvements Program (CIP) are $7,000,000 from
account ET202 (TIF funded). The engineer’s estimate for the second advertisement of the Project
was $7,000,000 for Alternate 2 (longer closure duration).
Strawser Paving Company, Inc. submitted the lowest and best bid of $6,249,459.05 for Alternate
2, which is 10.7% under the engineer’s estimate and more than $300,000 less than Alternate 1
(maintain traffic). Staff has reviewed all bids and a summary of the Alternate 2 bids received for
the Project is listed below.

The work for this Project is expected to commence in February/March 2025 with construction of
storm sewer and sanitary sewer on the east side of Avery Road, Cara Road, and Cara Court.
Rings Road will be closed to traffic between Avery Road and Pensworthy Drive for approximately 5
months and is expected to begin in April 2025. Avery Road at Rings Road will be closed to
through traffic for approximately 2 months following the Rings Road closure. Detours will be
posted as described in the plans. Access to homes in the vicinity of the intersection and the Ted
Kaltenbach Park will be maintained throughout the Project. The Project is scheduled to be
substantially complete by the end of October 2025.
The typical and customary communication methods will be used to convey construction
information to adjacent property owners, residents and motorists throughout the duration of this
work. The City will have a designated Engineering Project Inspector assigned to this Project, who
will be available to answer questions, manage access, and monitor the maintenance of traffic
operations throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous
experience with Strawser Paving Company, Inc. has been favorable, including these recent
projects: 2024 Street Maintenance Program – Phases 1 and 2, and River Forest Storm and
Roadway Improvements in 2024. Staff is confident that Strawser Paving Company, Inc. will do well
performing the work for this Project.
Staff recommends Council approve Resolution 03-25 accepting as lowest and best the bid of
Strawser Paving Company, Inc. in the amount of $6,249,459.05 and authorizing the City Manager
to enter into a contract with Strawser Paving Company, Inc. for this Project.
