ACCEPTING THE LOWEST AND BEST BID FOR THE AVERY-
MUIRFIELD AND U.S. 33 WB RAMPS/DUBLIN METHODIST
LANE SIGNAL IMPROVEMENTS PROJECT (24-020-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Avery-Muirfield and U.S. 33 WB Ramps/Dublin
Methodist Lane Signal Improvements Project (24-020-CIP); and
WHEREAS, Council has determined that the bid submitted by Strawser Paving
Company, Inc. on December 11, 2024, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio __"{__ of its elected members concurring, that:
Section 1. The bid submitted by Strawser Paving Company, Inc. in the total
amount of $482,359.60 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Strawser Paving Company, Inc. for the performance and completion of the Avery-
Muirfield and U.S. 33 WB Ramps/Dublin Methodist Lane Signal Improvements
Project (24-020-CIP) pursuant to the Advertisement, Proposal and Contract
Documents for said Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Background
On December 11, 2024, two (2) bids were received and publicly opened for the Avery-Muirfield
and U.S. 33 WB (westbound) Ramps/Dublin Methodist Lane Signal Improvements Project, 24-020-
CIP (Project). The scope of work for this Project includes improvements to the traffic signal
(signal) infrastructure located at the Avery-Muirfield Drive and U.S. 33 WB exit ramps/Dublin
Methodist Lane intersection, and reconfiguration of the turn lane alignment on the northeast
corner of the intersection.
The existing signal pole and other roadside infrastructure on the northeast corner of this
intersection are frequently sideswiped or damaged by tractor-trailers with large turning radii due to
overtracking of the vehicle’s trailer. As part of this Project, the signal pole will be replaced and
relocated further north out of the turn radii of vehicles turning right onto Avery-Muirfield Drive
from the U.S. 33 westbound ramp. Additionally, mountable curb with a paver apron will be
installed in the northwest corner of the intersection where trailer overtracking occurs. Signal,
intersection and roadway improvements will also be performed as part of this project, including
replacement of the signal controller, roadway resurfacing, curb ramp replacement, and new
infrastructure to improve the intersection’s operation and capacity. Please see the attached Project
Location Map for reference regarding the Project area.
The budgeted funds for the Avery-Muirfield and US-33 WB Ramps/Dublin Methodist Lane Signal
Improvements Project in the 2025-2029 Capital Improvements Program (CIP) are $375,000 from
account ST24C01.The engineer’s estimate for this Project is $450,000. Engineering has consulted
with Finance, and staff anticipates being able to cover the additional Project cost using other
unencumbered budgeted funds in the CIP.
Strawser Paving Company, Inc. submitted the lowest and best bid of $482,359.60. Staff has
reviewed all bids and a summary of the bids received is listed below.

The work for this Project is expected to commence in Fall 2025 due to long lead times for signal
items that are to be installed as part of the Project. The Project is planned to be substantially
complete by the end of 2025, with final restoration to be completed by the end of March 2026.
Due to the Project’s location, particular care will be taken during construction to minimize public
impact. Both Avery-Muirfield Drive and U.S. 33 are priority routes with lane closures not permitted
during peak hours. It is expected that construction will take place primarily at night. When any
lanes are closed on the westbound U.S. 33 exit ramp, right-turning truck traffic entering Avery-
Muirfield Drive will be detoured onto Dublin Methodist Lane and Hospital Drive.
The typical and customary communication methods will be used to convey construction
information to residents and the general public throughout the duration of this work. The
contractor will provide notification to the City a minimum of 14 (fourteen) calendar days prior to
the work being performed. Portable changeable message signs will be used to notify the public of
the upcoming work and any associated lane closures. The City will have a designated Engineering
Project Inspector assigned to this Project, who will be available to answer questions and monitor
the maintenance of traffic operations throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous
experience with Strawser Paving Company, Inc. has been favorable, including these recent
projects: 2024 Street Maintenance Program – Phases 1 and 2, and River Forest Storm and
Roadway Improvements in 2024. Staff is confident that Strawser Paving Company, Inc. will do well
performing the work for this Project.
Staff recommends Council approve Resolution 02-25 accepting as lowest and best the bid of
Strawser Paving Company, Inc. in the amount of $482,359.60 and authorizing the City Manager to
enter into a contract with Strawser Paving Company, Inc. for this Project.
