HomeMy WebLinkAboutResolution 59-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.29-24 Passed F ACCEPTING THE LOWEST AND BEST BID FOR CUSTODIAL CLEANING SERVICES WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for Custodial Cleaning Services; and WHEREAS, Council has determined that the bid submitted by ABM constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, "1_ of its elected members concurring, that: Section 1. The bid submitted by ABM in the total amount of $407,676.00 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with ABM for performance and completion of Custodial Cleaning Services pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the Facilities Management Department. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this __| ‘a day of NE , 2024. Ashford, Director of Facilities and Fleet Management Re: Resolution 59-24 – Accepting the Lowest and Best Bid for Custodial Cleaning Services Background The City began contracting for primary custodial services at the Dublin Community Recreation Center in 2012. Since that time, the Development Building, parking garage, Kaltenbach Park building (weekends only) and park restrooms have also been contracted for custodial services. This allows for the City’s custodial staff to focus efforts on cleaning City Hall, the Justice Center, and the Service Complex (Service Center and Fleet Management). The scope of work includes seven-day cleaning services at the Recreation Center. City staff continues to perform day porter functions (e.g. restocking soap and paper dispensers and performing light cleaning services) during City operating hours. The Contractor is responsible for providing skilled, motivated labor and supervision plus a vehicle for transporting staff and trash. The City provides all cleaning supplies and the majority of equipment. This is a performance-based services contract as described by the International Sanitary Supply Association Cleaning Industry Management Standards (CIMS). Summary On September 27, 2024, six proposals were received, publicly opened and read for Custodial Cleaning Services. After experiencing hiring challenges in the aftermath of the COVID pandemic, ABM now has adequate staffing levels. Hourly pay rates are competitive, ranging from $21.00 to $26.00, including fringe benefits, and more resources are being allocated to in-service staff training. Other ABM clients in the area include the City of Gahanna, Ohio Public Employees Retirement System, the City of Columbus Public Health, and the Hines Huntington Center. The average tenure for these clients is over seven years. Recommendation Staff recommends City Council approval of Resolution 59-24, accepting ABM’s bid as the lowest and best in the amount of $407,676 and authorizing the City Manager to enter into a contract with ABM for custodial cleaning services.
