AUTHORIZING THE ANNEXATION OF 161.8 ACRES, MORE
OR LESS, OF PROPERTY FROM WASHINGTON
TOWNSHIP, FRANKLIN COUNTY TO
THE CITY OF DUBLIN
WHEREAS, the City of Dublin desires to annex from Washington Township 161.8 acres,
more or less, of property located south of Plain City-Dublin Road and west of Houchard
Road that is owned in fee simple by the City of Dublin as depicted in the annexation plat
attached hereto as Exhibit A and legally described in the attached Exhibit B; and
WHEREAS, pursuant to Ohio Revised Code Section 709.16, the City of Dublin has the
authority to petition the Board of County Commissioners of Franklin County, State of Ohio,
to annex this property as the property is contiguous to the corporation line of the City of
Dublin, and the property is being acquired and will be owned in fee simple by the City of
Dublin.
WHEREAS, upon receipt of an annexation petition from the City of Dublin for the
annexation of the property, the Board of County Commissioners of Franklin County, State
of Ohio, shall grant the annexation petition.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, Delaware,
Franklin, and Union Counties, State of Ohio, & __ of the elected members concurring,
that:
Section 1. The City of Dublin hereby authorizes the annexation from Washington
Township of 161.8 acres, more or less, of property located south of Plain City-Dublin
Road, east of the Penn-Central Railroad, and west of Houchard Road that is owned in fee
simple by the City of Dublin as legally described in the attached Exhibit A and depicted in
the annexation plat attached hereto as Exhibit B.
Section 2. The City Law Director and City Clerk are hereby authorized to file an
annexation petition for the annexation of this property with the Board of County
Commissioners of Franklin County, State of Ohio.
Section 3. This Ordinance shall take effect and be in force from and after the earliest
date allowed by law.

or Less, of Property From Washington Township, Franklin County to the City of
Dublin
Background
The City of Dublin is currently acquiring approximately 243 acres of land in the West Innovation
District which can be leveraged for a number of strategic opportunities related to economic
development, transportation enhancements, and recreational expansions. This land is split between
Franklin and Madison Counties and currently falls outside the corporate boundaries of the City of
Dublin.
The City intends to pursue the annexation of the land in Franklin County and Madison County under
two separate annexation proceedings and processes. This memorandum addresses the Franklin
County annexation which will be handled under the municipal annexation process. The annexation
in Madison County is covered in the memorandum included with Ordinance 39-24.
Municipal Annexation
Ohio R.C. Section 709.16 permits the City of Dublin to annex municipally owned land that is
contiguous to the municipal boundaries. There are approximately 161.8 acres of land from the
strategic purchase that are contiguous to the City limits and fall within Franklin County and
Washington Township.
If City Council authorizes this Ordinance, the City Law Director will prepare and submit the necessary
documents. The Franklin County Clerk is required to enter the Petition on the agenda for the Board
of County Commissioners next regular meeting. The Board of County Commissioners is then
obligated to accept the petition for annexation filed under this process. 30 days after the annexation
petition has been passed by the County Commissioners the annexation is complete.
The municipal annexation process for this acreage is advisable because it is located inside
Washington Township and will remain in Washington Township after the annexation. This process
permits Washington Township to immediately provide fire services to the area without any necessary
boundary conformance or additional legislation.
Recommendation
Staff recommends approval of Ordinance 38-24 at the October 21, 2024 City Council Meeting.

Situated in the State of Ohio, County of Franklin, Township of Washington, being within Virginia
Military Survey No. 6954, 7074, 10150, and 14400-14150, being part of that 30.197 acre tract
described in deed to City of Dublin, Ohio, of record in Instrument 202112300234016, part of that
52.158 acre tract described in deed to City of Dublin, Ohio, of record in Instrument
202207200106013, part of that 57.335 acre tract described in deed to City of Dublin, Ohio, of
record in Instrument 200212300334486, part of that 100.004 acre tract described in deed to City
of Dublin, Ohio, of record in Instrument 200212300334487, part of that 84 acre tract described in
deed to Faye D. Cox, trustee of the Shepherd Irrevocable Trust, of record in Instrument
199910220266745 and part of that 357.52 acre tract described in deed to New York Central Lines

Thence Southerly, a distance of 2545 feet +/-, with the existing City of Dublin Corporation line,
with the common line of said Crosby Business Park subdivision and said 100.004 acre tract,
through said 57.335 acre tract, parallel with and 20 feet westerly from the east right of way
line of Houchard Road to a point in the easterly right of way line of said Houchard Road;
Thence Westerly, a distance of 861 feet +/-, leaving the existing City of Dublin Corporation line,
through the right of way of Houchard Road (right of way varies) and in part with the common
line of said 52.158 acre tract and that 4.9060 acre tract described in deed to Ellis Brothers
Incorporated, of record in Instrument 199910220266745, to a point at the common corner of
said 52.158 acre tract and said 4.9060 acre tract, also being in the east line of said 357.52
acre tract;
Thence Southeasterly, a distance of 1364 feet +/-, with the common line of said 357.52 acre tract
and said 4.9060 acre tract, that 4.0411 acre tract described in deed to Ellis Brothers

Marks Family Corporation, of record in Instrument 197909140026519, also being at the
common corner of Virginia Military Survey 3460 and 14400-14150;
Thence Northwesterly, a distance of 1138 feet +/-, with the east line of said 8 acre tract and with
the common line of said Virginia Military Survey 3460, 14400-14150 and 10150, to the Franklin
County/Madison County line at the north corner of said 8 acre tract;
Thence Northerly, a distance of 3750 feet +/-, with the Franklin County/Madison County line and
with the west lines of said 84 acre tract, said 357.52 acre tract and said 30.197 acre tract , to
a point of curvature in the south right of way line of Plain City – Dublin Road (State Route 161
– Width Varies);
Thence with the south right of way line of said Plain City-Dublin Road and across said 30.197
acre tract, said 52.158 acre tract and right of way of Houchard Road, the following courses:
1. With the arc of a curve to the right having a radius of 1392 feet +/-, a chord bearing
Northerly and a chord distance of 103 feet +/-, to a point of tangency;
2. Easterly, a distance of 1351 +/-, to the TRUE POINT OF BEGINNING, containing 161.8
acres of land more or less.
The above annexation contains a total perimeter of 13457 feet, length of contiguity of 2545 feet
with a 19 percent of total contiguity.
