ACCEPTING THE LOWEST AND BEST BID FOR THE
MOBILITY INFRASTRUCTURE IMPROVEMENTS
PROGRAM 2023 PROJECT (23-019-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for the Mobility Infrastructure Improvements
Program 2023 Project (23-019-CIP); and
WHEREAS, Council has determined that the bid submitted by Strawser
Paving Company, Inc. on September 18, 2024, constitutes the lowest and best
bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio q of its elected
members concurring, that:
Section 1. The bid submitted by Strawser Paving Company, Inc. in the total
amount of $168,994.50 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with Strawser Paving Company, Inc. for the performance and completion of
the Mobility Infrastructure Improvements Program 2023 Project (23-019-CIP)
pursuant to the Advertisement, Proposal and Contract Documents for said
Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Re: Resolution 53-24 – Accepting the Lowest and Best Bid for the Mobility
Infrastructure Improvements Program 2023 Project (23-019-CIP)
Summary
On September 18, 2024, two (2) bids were received and publicly opened for the Mobility
Infrastructure Improvements Program 2023 Project, 23-019-CIP (Project). The scope of work for
this Project includes work in two areas of the City. The first area performs the realignment and
reconstruction of approximately 198 feet of 8-feet wide shared use path along Hyland-Croy Road.
This will address an existing safety concern with the shared use path curvature along Hyland-Croy
Road north of Corazon Drive. The second area performs the construction of approximately 120
feet of 5-feet wide sidewalk along the frontage of 6477 Sawmill Road. The addition of a sidewalk
along this portion of Sawmill Road will provide a valuable connection to area bus routes and will
address the only remaining gap in pedestrian facilities in the 6400 block of Sawmill Road. Please
see the attached Project Location Map for reference of the Project work areas.
The budgeted funds for construction of the Mobility Infrastructure Improvements Program 2023
Project in the 2024-2028 Capital Improvements Program (CIP) are $300,000 from account
MB23C03. The engineer’s estimate for this Project is $200,000. The cost of acquisitions for this
Project were $46,227.00 encumbered in 2024.
Strawser Paving Company, Inc. submitted the lowest and best bid of $168,994.50. Staff has
reviewed all bids and a summary of the bids received is listed below.

The work for this Project is expected to commence in Spring 2025, with construction to be
substantially complete, including final restoration and landscaping, by the end of May 2025.
The City has been in regular communication with the property owners adjacent to the upcoming
work on this Project. The typical and customary communication methods will be used to convey
construction information with these property owners and residents throughout the duration of this
work. The City will have a designated Engineering Project Inspector assigned to the work for this
Project who will provide coordination, be available to answer any questions and manage access
needs throughout the performance of the work.

Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous
experience with Strawser Paving Company, Inc. has been favorable, including these recent
projects: 2024 Street Maintenance Program – Phases 1 and 2, and River Forest Storm and
Roadway Improvements in 2024. Staff is confident that Strawser Paving Company, Inc. will do well
performing the work for this Project.
Staff recommends Council approve Resolution 53-24 accepting as lowest and best the bid of
Strawser Paving Company, Inc. in the amount of $168,994.50 and authorizing the City Manager to
enter into a contract with Strawser Paving Company, Inc. for this Project.
