Resolution No._22-24 Passed ;
ACCEPTING THE LOWEST AND BEST BID FOR THE RIVERSIDE DRIVE WEST SHARED USE PATH PROJECT (22-019-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for the Riverside Drive West Shared Use Path
Project (22-019-CIP); and
WHEREAS, Council has determined that the bid submitted by V3
Construction Group, Ltd. on September 18, 2024, constitutes the lowest and
best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio l of its elected
members concurring, that:
Section 1. The bid submitted by V3 Construction Group, Ltd. in the total
amount of $790,500.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with V3 Construction Group, Ltd. for the performance and completion of the
Riverside Drive West Shared Use Path Project (22-019-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Summary
On September 18, 2024, three (3) bids were received and publicly opened for the Riverside Drive
West Shared Use Path Project, 22-019-CIP (Project). The Project constructs 880 feet of shared use
path along the west side of Riverside Drive from Emerald Parkway to the Dublin Arts Council
Driveway (7135 Riverside Drive), including a 130-foot single span steel pedestrian bridge. The
Project will provide a valuable extension of existing shared use paths and greatly improve the
shared use path network connectivity in the area, providing for additional future pedestrian
connectivity along Riverside Drive and providing a valuable connection to the Dublin Arts Council.

The budgeted funds for the Riverside Drive West Shared Use Path Project in the 2024-2028 Capital
Improvements Program (CIP) are $720,000 from account ET201. The engineer’s estimate for this
Project is $840,000. The cost of utility relocation for this project is $91,902.78, which was
encumbered in 2024. Engineering has consulted with Finance, and staff anticipates being able to
cover the additional Project cost using other unencumbered budgeted funds in the CIP.
V3 Construction Group, Ltd. submitted the lowest and best bid of $790,500.00. Staff has reviewed
all bids and a summary of the bids received is listed below.

Utility relocation for this Project is expected to commence in October and be completed prior to
construction in 2025. Construction for the Project is expected to begin mid-2025 due to the
anticipated lead time for the pedestrian bridge. The Project will be complete in fall 2025.
The City has been in regular communication with the property owners adjacent to the upcoming
work on this Project. The typical and customary communication methods will be used to convey
construction information with these property owners and residents throughout the duration of this
work. The City will have a designated Engineering Project Inspector assigned to the work for this

Project who will provide coordination, be available to answer any questions and manage access
needs throughout the performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by V3 Construction Group, Ltd. Previous
experience with this contractor has been favorable, including the Waterway Maintenance Program
2022 Project (22-030-CIP). Staff is confident that V3 Construction Group, Ltd. will do well
performing the work for this Project.
Staff recommends Council approve Resolution 52-24 accepting as lowest and best the bid of V3
Construction Group, Ltd. in the amount of $790,500.00 and authorizing the City Manager to enter
into a contract with V3 Construction Group, Ltd. for this Project.
