Resolution No. 91-24 Passed ;
ACCEPTING THE LOWEST AND BEST BID FOR THE SANITARY SEWER
LINING & REPAIR 2024 PROJECT (24-012-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Sanitary Sewer Lining & Repair 2024
Project (24-012-CIP); and
WHEREAS, the adopted Community Plan states an objective to provide safe
and efficient collection of wastewater; and
WHEREAS, Council has determined that the bid submitted by United Survey Inc. on September 13, 2024, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio 7___ of its elected
members concurring, that:
Section 1. The bid submitted by United Survey Inc. in the total amount of
$1,399,470.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract with United Survey Inc. for the performance and completion of the Sanitary Sewer Lining & Repair 2024 Project (24-012-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter.

Re: Resolution 51-24 – Accepting the Lowest and Best Bid for the Sanitary Sewer
Lining & Repair 2024 Project (24-012-CIP)
Summary
On September 13, 2024, eight (8) bids were received and publicly opened for the Sanitary
Sewer Lining & Repair 2024 Project, 24-012-CIP (Project). The scope of work for this Project
includes cured-in-place lining and associated repairs of 8-inch, 10-inch, and 12-inch sanitary
sewer mains within the City of Dublin’s sanitary sewer collection system. The locations are
determined by closed circuit televising (CCTV) of the sanitary sewer collection system previously
collected by City staff. The lining of the sanitary sewer protects the integrity of the pipe system
and prevents stormwater infiltration into the system which reduces the frequency and
occurrences of sanitary sewer overflows and water in basement events. Additionally, the Project
is a critical component of the City of Dublin’s ongoing efforts to maintain its sanitary sewer
infrastructure and meet the Ohio Environmental Protection Agency (OEPA) Director’s Final
Findings and Orders agreed upon by the City of Dublin on February 11, 2009.
The budgeted funds for the Project in the 2024-2028 Capital Improvements Program (CIP) are
$1,500,000 from account SS24M02. The engineer’s estimate for the Project is $1,400,000.
United Survey Inc. submitted the lowest and best bid of $1,399,470.00. Staff has reviewed all
bids and a summary of the bids received is listed below.

The sanitary sewer lining locations include the subdivisions of: Asherton, Dublinshire, Earlington
Village, Indian Run Meadows, Villas at Earlington, Woods of Dublinshire, and Woods of Indian
Run. Please see the attached Project Location Map for reference. The work for this Project is
expected to commence in November 2024 and by completed by May 2025.
Resident Communication
The typical and customary communication methods will be used to convey construction
information to residents and the general public throughout the duration of the Project. The
contractor will provide notification to all impacted residents approximately 7 (seven) calendar
days prior to work being performed. The notification will be in writing and will include the
contractor name and 24-hour phone number, a description of work being performed, and
instructions to impacted residents.
A second written notification to all impacted residents will be provided 24 (twenty-four) hours in
advance of work being performed. This notification will include specific dates of work, start
times, and any water/sanitary sewer restrictions if necessary. A third written notification to all
impacted residents will be made immediately upon completion of work.
All efforts will be made to maintain access to resident homes during construction. The City will
have a designated Engineering Project Inspector assigned to the Project, who will be available
to answer questions and manage access needs at adjacent residences throughout the Project.
Staff will ensure that appropriate communications, project coordination/monitoring, traffic
control and site restoration are performed throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by United Survey Inc. This contractor has not
previously performed work with the City of Dublin, and as a result staff made inquiries to the
references provided by the contractor. Additionally, staff reviewed the list of past and current
projects submitted with United Survey Inc.’s bid. City staff is confident that United Survey Inc.
has the capability, resources and experience to perform this Project, and will do well performing
the work for this Project.
Staff recommends Council approve Resolution 51-24 accepting as lowest and best the bid of
United Survey Inc. in the amount of $1,399,470.00 and authorizing the City Manager to enter
into a contract with United Survey Inc. for this Project.
