HomeMy WebLinkAboutResolution 46-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No._46-24 Passed P AMENDING RESOLUTION 03-22 — APPOINTING VETERAN’S ADVISORY COMMITTEE MEMBERS WHEREAS, City Council passed Resolution 03-22 on February 14, 2022 that established the Dublin Veterans Advisory Committee as well as appoint members to said committee; and WHEREAS, it has been determined that amendments to Resolution 03-22 are necessary to the align the administration of the Committee with current practices and policies; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, ___ of its elected members concurring, that: Section 1. The title of Resolution 03-22 is hereby amended as follows: RESOLUTION 03-22 — ESTABLISHING A DUBLIN VETERANS ADVISORY COMMITTEE Section 2. Resolution 03-22 is hereby amended as follows: Section 1. Establishment. A Dublin Veterans Advisory Committee is hereby established. Section 2. Members. The Advisory Committee shall be comprised of as many Dublin resident members as City Council deems necessary, except that at no time shall the Advisory Committee have less than three members. City Council will make every effort to ensure there is representation of the diverse perspectives of varying military branches, as well as representation from the American Legion 800 Post and any other appointments as City Council deems necessary. A. Members will serve two-year terms with a maximum of two full terms. City Council will fill any vacant position as may be necessary pursuant to Section 7.02 of the Charter. B. The American Legion Post 800 will propose and approve a representative every two years. C. The Advisory Committee will elect from among its appointed members, a Chair and Vice Chair at the meeting following annual appointments. i. Chair: duties include coordinating with the staff liaison regarding meeting agendas, schedules, presiding over meetings and serving as the spokesperson of the Advisory Committee for the purposes of reporting to City Council. ii. | Vice Chair: will serve as Chair in the absence of the Chair. Section 3. Duties and Functions. The Veterans Advisory Committee will: A. Provide input to Dublin City Council and staff regarding the conduct of veterans ceremonies and events to include, but not necessarily limited to, Memorial Day and Veterans Day. B. Provide input to Dublin City Council regarding the management, maintenance, and operations of the Grounds of Remembrance. C Consult with the Dublin Arts Council, as may be deemed necessary, regarding the Grounds of Remembrance. D. Provide input to Dublin City Council and staff regarding the management, maintenance, and operations of the Dublin cemeteries relative to veteran gravesites and tributes located therein. E. Provide input to Dublin City Council and staff regarding remembrance of our military veterans, fallen and missing. G. Provide input to Dublin City Council and staff regarding opportunities to meet the needs of veterans in the City by conducting various programs, events and services targeted to include, but not necessarily limited to, mental health, jobs, and other resources to support veterans. H. Monitor veteran affairs at the state and federal level for those impacts and opportunities that may be of interest at the local level and provide necessary input to Dublin City Council and staff. I. Maximize the input and participation of other military veterans within the community. J. Meet in accordance with all public meeting requirements for advertising, conduct, and documentation of meetings. K. The Veterans Advisory Committee is advisory only to Dublin City Council and staff. All recommendations for desired actions of considerations of the City shall be advanced to Dublin City Council for review, consideration, and appropriate action. Section 4. Meetings. A. The Veterans Advisory Committee shall meet as determined necessary by the staff liaison in coordination with the Chair, provided there are topics for discussion or as otherwise directed by Dublin City Council. The Veterans Advisory Committee shall meet no less than once per year. B. The Advisory Committee shall operate within the guidelines of the Ohio Public Meeting Laws. C. A majority of the Advisory Committee must be present to constitute a quorum to transact any business. If a quorum is not present at the hour appointed for the meeting to start, the meeting will be canceled and members must disperse. Section 5. Staff Liaison and Support. The City Manager shall appoint a staff liaison to the Veterans Advisory Committee who will coordinate the needs of the Advisory Committee. The Clerk of Council or designee will provide administrative support, agendas, minutes and notices. Section 6. Reporting. A. Minutes will be shared with Dublin City Council to comply with public meeting requirements and to keep Dublin City Council informed as to the Veteran‘s Advisory Committee’s activities. B. Other than meeting minutes, the Veteran‘s Advisory Committee shall report in writing or in person to Dublin City Council its progress, concerns, issues, recommendations and/or needs once per year or as frequently as Dublin City Council may deem necessary. Section 7. Compensation. Advisory Committee members shall receive no compensation for serving on the Advisory Committee except for reimbursement for actual expenses incurred in the performance of their duties as approved in advance by the City Manager. City Council and staff acknowledge and appreciate the volunteer time given by the Advisory Committee members. It is necessary for members to be actively involved to ensure the success of the Advisory Committee, therefore attendance at meetings is required. Section 9. Required Training. Members appointed to the Advisory Committee must complete all City required training. Section 3. (-@xden~ Vice Mayor — Presiding Officer ATTEST: Clerk pf Cou | U) To: Members of Dubin City Council From: Cathy De Rosa, Chair of the Administrative Committee Date: September 3, 2024 Re: Advisory Committee Legislation Background At the August 12, Council meeting, the Administrative Committee provided an update to Council regarding advisory committees and the work being done to achieve consistency. It was reported that it will be necessary to amend the establishing resolutions of the advisory committees and bring them into alignment with desired and current policies and practices. The proposed legislation has been provided to the respective staff liaisons for feedback prior to bringing this forward to the Administrative Committee. Legislation Related to Advisory Committees Community Services Advisory Commission (CSAC) The first reading of the ordinance that repeals the applicable code sections for CSAC was held at the August 26, 2024 Council meeting. The second reading is scheduled for the September 9 Council meeting. Also at this meeting, Council will consider the resolution re-establishing the Community Services Advisory Committee (Resolution 42-24). Chief’s Advisory Committee (CAC) Resolution 43-24 serves to amend CAC’s establishing legislation for consistency. Community Inclusion Advisory Committee (CIAC) Resolution 44-24 serves to amend CIAC’s establishing legislation for consistency. Veterans Committee The Veterans Committee was established in 2019 by Resolution 60-19. In 2022, staff brought forward Resolution 03-22 with the intent to appoint members, but the enacting sections of the resolution actually established the Dublin Veterans Advisory Committee without any language addressing the previous resolution. Staff proposes the following action to remedy the dual bodies: •Resolution 45-24 repeals Resolution 60-19 as it is no longer necessary. •Resolution 46-24 amends Resolution 03-22 to align the resolution with the other legislation pertaining to advisory committees. Recommendation The Administrative Committee recommends approval of Resolutions 42-24 through 46-24. The Veteran’s Advisory Committee shall meet no less than once per year. D.The Veteran’s Advisory Committee will elect, from among its appointed members, a Chair and Vice-Chair at its first meeting following the passage of this Resolution. E.Members of the Veteran’s Advisory Committee will serve a two-year term; exceptions may be specified for the first year of the Veteran’s Advisory Committee following the passage of this Resolution and as specified herein. F.Dublin City Council will fill any vacant position as may be necessary. G. The City Manager shall appoint a staff liaison to the Veteran’s Advisory Committee. Section 2. Members. Army Veteran – Sean Clifton is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. B. Navy Veteran – Chuck Krumholtz is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. C. Marine Corps Veteran – Roger Ansel is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. D. Air Force Veteran – Mack Parkhill is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. E. Air Force Veteran – Bonnie Gamary is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. F. Army Veteran – Mike Kehoe is hereby appointed to a two year-term, beginning immediately and expiring on February 15, 2024. G. Coast Guard Veteran – Tim Hansley is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. H. American Legion Post 800 Representative– As determined by the Post. I. Washington Township Trustee – As determined by Washington Township Board of Trustees. J. Dublin City Council Member – As determined by Dublin City Council. K. The Veteran’s Advisory Committee shall annually appoint a Chair and Vice Chair in order to preside over committee meetings and contribute appropriate agenda items. L. Following the initial staggering of terms, as specified herein, committee members will be appointed for a two-year term. M. Dublin City Council, Washington Township, and American Legion Post 800 will propose and approve a representative every two-years. Section 8.
