AMENDING RESOLUTION 72-21 - ESTABLISHING A COMMUNITY
INCLUSION ADVISORY COMMITTEE
WHEREAS, City Council passed Resolution 72-21 on November 15, 2021 establishing a
Community Inclusion Advisory Committee; and
WHEREAS, it has been determined that amendments to Resolution 72-21 are
necessary to the align the administration of the Committee with current practices and
policies;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Wof its
elected members concurring, that:
Section 1. Resolution 72-21 shall be amended as follows:
Section 1. Established.
A Community Inclusion Advisory Committee (hereinafter referred to as “Advisory
Committee”) is hereby established.
Section 2. Members.
All members are appointed by City Council. The Advisory Committee shall be
comprised of as many Dublin resident members as City Council deems
necessary, except that at no time shall the Advisory Committee have less than
three members. Members shall serve a term of two years with a maximum of
two full terms. Any Advisory Committee vacancy shall be filled by City Council
pursuant to Section 7.02 of the Charter. Efforts will be made to ensure that
vacancies will be filled by Dublin residents who represent the varying
perspectives, identities and cultures of the Dublin residential community.
Section 3. Powers and Duties.
The Advisory Committee shall act in an advisory capacity to City Council and the
City Manager and its duties shall include advising the City on diversity, equity,
and inclusion strategies that strengthen connections among diverse community
groups and city government.
Section 4. Initial Priorities.
The initial priority of the Advisory Committee will be to continue to develop the
DEI Framework as follows:
A. Priority Area 2, Public Engagement. Further assess, determine, and
recommend actions to be considered by City Council.
B. Priority Area 3, City Practices. Serve as a sounding board to City of Dublin
staff as they develop and implement the City’s Internal DEI Strategy.
C. Priority Area 5, Economic Empowerment. Focus will be on workforce and
business diversity to help businesses thrive.
D. Priority Area 6, Housing. Work on this priority area will be determined by
City Council.
E. Priority Area 7, Mobility and Transportation. Further assess and continue to
explore ways in which mobility will contribute to workforce and business
diversity and help businesses thrive.
F. Priority Area 8, Community Building and Inclusion. Further assess and
determine actions to be considered by City Council.
Section 5. Staff Liaison and Support.
The City Manager or designee will serve as the primary staff liaison and will
coordinate needs of the Advisory Committee. The Clerk of Council or designee
will provide administrative support, agendas, minutes and notices.

Section 6. Chair/Vice Chair Responsibilities and Reporting Requirements.
The Advisory Committee will elect the following from its appointed membership:
A. Chair: duties include collaborating with the staff liaison to coordinate
meeting agendas, schedules, and desired support, preside over meetings,
and serve as the spokesperson of the Advisory Committee for the purposes
of reporting to City Council.
B. Vice Chair: who will serve as Chair in the absence of the Chair.
C. The Chair/Vice Chair will report the progress of the Advisory Committee in
person or in writing to City Council no less than once per year.
Section 7. Meetings.
The Advisory Committee will meet as determined by the Chair and staff liaison
provided there are topics for discussion. The Advisory Committee must operate
within the guidelines of Ohio Public Meeting Laws. A majority of the Advisory
Committee must be present to constitute a quorum to transact any business. If
a quorum is not present at the hour appointed for the meeting to start, the
meeting will be canceled and members must disperse.
Section 8. Compensation.
Advisory Committee members shall receive no compensation for serving on the
Advisory Committee except for reimbursement for actual expenses incurred in
the performance of their duties as approved in advance by the City Manager.
Such expenses are typically for training and development.
Section 9. Attendance Policy.
City Council and staff acknowledges and appreciates the volunteer time given by
the Advisory Committee members. It is necessary for members to be actively
involved to ensure the success of the Advisory Committee, therefore attendance
at meetings is required.
Section 10. Required Training.
Members appointed to the Advisory Committee must complete all City required
training.
Section 2. | This Resolution shall be effective immediately upon passage as provided
under Section 4.04 (a) of the Revised Dublin Charter.

Re: Advisory Committee Legislation
Background
At the August 12 Council meeting, the Administrative Committee provided an update to Council
regarding advisory committees and the work being done to achieve consistency. It was reported
that it will be necessary to amend the establishing resolutions of the advisory committees and
bring them into alignment with desired and current policies and practices. The proposed legislation
has been provided to the respective staff liaisons for feedback prior to bringing this forward to the
Administrative Committee.
Legislation Related to Advisory Committees
Community Services Advisory Commission (CSAC)
The first reading of the ordinance that repeals the applicable code sections for CSAC was held at
the August 26, 2024 Council meeting. The second reading is scheduled for the September 9
Council meeting. Also at this meeting, Council will consider the resolution re-establishing the
Community Services Advisory Committee (Resolution 42-24).
Chief’s Advisory Committee (CAC)
Resolution 43-24 serves to amend CAC’s establishing legislation for consistency.
Community Inclusion Advisory Committee (CIAC)
Resolution 44-24 serves to amend CIAC’s establishing legislation for consistency.
Veterans Committee
The Veterans Committee was established in 2019 by Resolution 60-19. In 2022, staff brought
forward Resolution 03-22 with the intent to appoint members, but the enacting sections of the
resolution actually established the Dublin Veterans Advisory Committee without any language
addressing the previous resolution. Staff proposes the following action to remedy the dual bodies:
•Resolution 45-24 repeals Resolution 60-19 as it is no longer necessary.
•Resolution 46-24 amends Resolution 03-22 to align the resolution with the other legislation
pertaining to advisory committees.
Recommendation
The Administrative Committee recommends approval of Resolutions 42-24 through 46-24.

D. Priority Area 6, Housing. Work on Tthis priority area will be put on hold
until the City completes its housing study, at which time next steps will be
determined by City Council.
E. Priority Area 7, Mobility and Transportation. Further assess and continue to
explore ways in which mobility will contribute to workforce and business
diversity and help businesses thrive.
F. Priority Area 8, Community Building and Inclusion. Further assess and
determine actions to be reviewed and approved considered by City Council.

Section 4. Members.
The Advisory Committee shall consist of 11 City of Dublin resident members.
The City Manager is hereby directed to identify and recommend to City Council
for appointment the initial members who represent the varying perspectives,
identities, and cultures of the Dublin residential community no later than
February 28, 2022.
Section 5. Term.
Members shall serve in staggered terms. Five of the initial appointees will serve
for one year and six of the initial appointees will serve for two years.
Section 6. Vacancies.
An Advisory Committee vacancy shall be filled for the unexpired portion of the
member’s term as soon as practical using the same process used for the original
appointments. End-of-term vacancies shall be filled by City Council’s normal
appointment process for board and commission members. Vacancies will be
filled by City of Dublin residents who represent the varying perspectives,
identities, and cultures of the Dublin residential community.
Section 5. Staff Liaison and Support. The City Manager or designee will serve as
the primary staff liaison and will coordinate needs of the Advisory Committee.
The Clerk of Council or designee will provide all necessary administrative
support, agendas, minutes and notices. , public records, and coordination needs
of the Advisory Committee.
Section 6. Chair/Vice Chair Responsibilities and Reporting Requirements.
The Advisory Committee will elect the following from its appointed membership:
A. Chair,: whose duties it will be to include collaboratinge with the City
Manager or designee staff liaison to coordinate meeting agendas, schedules,
and desired support, preside over meetings, and serve as the spokesperson
of the Advisory Committee for the purposes of reporting to City Council. The
Chair will serve as a liaison to the Chief’s Advisory Committee. The method
and frequency of engagement with the Chief’s Advisory Committee will be
determined by the Chair in consultation with Chair of the Chief’s Advisory
Committee and input from the City Manager and Chief of Police.
B. Vice Chair,: whose duty it will be to serve as Chair in the absence of the
Chair.
C. The Chair/Vice Chair will report the progress of the Advisory Committee in
person or in writing to City Council no less than once per year. the progress
of the Advisory Committee in person or in writing
D. The Chair/Vice Chair will collaborate with the City Manager/designee to seek
any necessary guidance and/or decisions necessary by City Council.
Section 7. Meetings.
The Advisory Committee will meet as determined by the Chair and City
Manager/designee staff liaison provided there are topics for discussion. The
Advisory Committee must operate within the guidelines of Ohio Public Meeting
Laws. Seven members A majority of the Advisory Committee must be present to
constitute a quorum to transact any business that requires a vote. If a quorum
is not present at the hour appointed for the meeting to start, the meeting will
be canceled and members must disperse. The Advisory Committee may conduct
any other business not requiring a vote without a quorum present. Online
meetings must be in accordance with City policy.

Section 9. Attendance Policy
City Council and staff acknowledges and appreciates the volunteer time given by
the Advisory Committee members. It is necessary for members to be actively
involved to ensure the success of the Advisory Committee, therefore attendance
at meetings is required. Therefore, if a member has two or more consecutive
unapproved absences at the Advisory Committee meetings, the City Manager, in
consultation with the Mayor, may remove the Advisory Committee member and
refill the vacancy for the unexpired term as prescribed in Section 6 of this
Resolution.
Section 10. Required Training
Members appointed to the Advisory Committee must complete all City required
training. , including but not limited to, Diversity, Equity, and Inclusion Training
and Cybersecurity Training.
Section 2. This Resolution shall be effective immediately upon passage as provided
under Section 4.04 (a) of the Revised Dublin Charter.
