Section 1.
AMENDING RESOLUTION 41-20 (AMENDED), SECTION 2 — CHIEF’S
ADVISORY COMMITTEE
WHEREAS, City Council passed Resolution 41-20 (Amended) on August 10, 2020; and
WHEREAS, Section 2 of Resolution 41-20 (Amended) established a Chief’s Advisory
Committee; and
WHEREAS, it has been determined that amendments to Resolution 41-20 Section 2
are necessary to the align the administration of the Committee with current practices
and policies;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, w of its
elected members concurring, that:
Resolution 41-20 Section 2 shall be amended as follows:
Section 2. Chief’s Advisory Committee:
A. Establishment.
A Chief's Advisory Committee is hereby established.
Committee Members.
The Advisory Committee shall be comprised of as many Dublin resident
members as City Council deems necessary, except that at no time shall
the Advisory Committee have less than three members. All members are
appointed by City Council. Members will serve a term of two years with a
maximum of two full terms. City Council will fill any vacancy as may be
necessary pursuant to Section 7.02 of the Charter.
Chair/Vice Chair.
After annual appointments are made by City Council, the Chief’s Advisory
Committee will elect from its appointed membership a:
i. Chair: duties include coordinating meeting agendas and Advisory
Committee support with the assistance of the staff liaison and the
Chief of Police, presiding over meetings and serving as the
spokesperson of the Chief’s Advisory Committee for the purposes of
reporting to City Council.
ii. Vice Chair: will serve as Chair in the absence of the Chair.
Meetings.
i. | The Chief’s Advisory Committee will meet as often as determined
necessary by the Chair of the Advisory Committee, provided there
are topics for discussion, in consultation with the staff liaison and
Chief of Police.
li. | The Advisory Committee will comply with all public meeting
requirements.
iii. | A majority of the Advisory Committee must be present to constitute
a quorum to transact any business. If a quorum is not present at
the hour appointed for the meeting to start, the meeting will be
canceled and members must disperse.
Staff Liaison and Support.
i. | The City Manager or designee will serve as the primary staff liaison
and will coordinate needs of the Chief’s Advisory Committee. The
Clerk of Council or designee will provide administrative support,
agendas, minutes and notices.

Section 2.
ii. | The Dublin Chief of Police will attend all regular meetings of the
Chief's Advisory Committee and will actively participate in
discussions but not vote.
iii. | Dublin Police Department Representative (offer of and first-line
supervisor representation as determined by the Chief of Police) will
attend all regular meetings with the right to participate in
discussions but not vote.
. Purpose.
To establish an opportunity for proactive community engagement and
critical dialogue concerning the protection, service, and public safety
needs for the City of Dublin as provided by the Dublin Police Department.
. Duties and Functions.
The Chief’s Advisory Committee will:
i. Provide valued advice, perspective, recommendations and feedback
on significant police-community relations issues.
ii. | Assist the Police Department with aligning its mission and goals with
community expectations by conducting research, soliciting
community feedback about the department, reviewing policies,
procedures, and training requirements, and making
recommendations regarding the department's efforts in community
outreach & engagement.
iii. | The Chief’s Advisory Committee emphasizes cooperative efforts
between the community and police department to identify and
recommend solutions to issues of significant community concern
including such matters as the defeat of social injustice, bias, bigotry,
inequity and racism in the community, etc.
. Reporting.
The Chief’s Advisory Committee will, at a minimum, submit in person or
in writing to the City Manager and City Council, an update as to its
progress, findings, recommendations and associated actions of the
Advisory Committee at least once per year, unless more frequent updates
are necessary as determined by the City Manager or City Council.
Compensation.
Advisory Committee members shall receive no compensation for serving
on the Advisory Committee except for reimbursement for actual expenses
incurred in the performance of their duties approved in advance by the
City Manager. Such expenses are typically for training and development.
Attendance Policy.
City council and staff acknowledges and appreciates the volunteer time
given by the Advisory Committee members. It is necessary for members
to be actively involved to ensure the success of the_Advisory Committee,
therefore attendance at meetings is required.
. Required Trainina.
Members appointed to the Advisory Committee must complete all City
required training.
Pursuant to Section 4.04(a) of the Revised Charter of the City of Dublin,
Ohio, this Resolution shall take effect immediately upon passage.

Re: Advisory Committee Legislation
Background
At the August 12, Council meeting, the Administrative Committee provided an update to Council
regarding advisory committees and the work being done to achieve consistency. It was reported
that it will be necessary to amend the establishing resolutions of the advisory committees and
bring them into alignment with desired and current policies and practices. The proposed legislation
has been provided to the respective staff liaisons for feedback prior to bringing this forward to the
Administrative Committee.
Legislation Related to Advisory Committees
Community Services Advisory Commission (CSAC)
The first reading of the ordinance that repeals the applicable code sections for CSAC was held at
the August 26, 2024 Council meeting. The second reading is scheduled for the September 9
Council meeting. Also at this meeting, Council will consider the resolution re-establishing the
Community Services Advisory Committee (Resolution 42-24).
Chief’s Advisory Committee (CAC)
Resolution 43-24 serves to amend CAC’s establishing legislation for consistency.
Community Inclusion Advisory Committee (CIAC)
Resolution 44-24 serves to amend CIAC’s establishing legislation for consistency.
Veterans Committee
The Veterans Committee was established in 2019 by Resolution 60-19. In 2022, staff brought
forward Resolution 03-22 with the intent to appoint members, but the enacting sections of the
resolution actually established the Dublin Veterans Advisory Committee without any language
addressing the previous resolution. Staff proposes the following action to remedy the dual bodies:
• Resolution 45-24 repeals Resolution 60-19 as it is no longer necessary.
• Resolution 46-24 amends Resolution 03-22 to align the resolution with the other legislation
pertaining to advisory committees.
Recommendation
The Administrative Committee recommends approval of Resolutions 42-24 through 46-24.

B. Committee Members.
The Advisory Committee shall be comprised of as many Dublin
resident members as City Council deems necessary, except that at
no time shall the Advisory Committee have less than three
members. All members are appointed by City Council. Members
will serve a term of two years with a maximum of two full terms.
City Council will fill any vacancy as may be necessary pursuant to
Section 7.02 of the Charter. The Dublin Chief of Police will establish
a Chief’s Advisory Committee consisting of the following:
Volunteer community members:
i. Judge Dwayne Maynard; one-year initial term; subsequent
appointment for current or new member will be for two
years
ii. Ajmeri Hoque; one-year initial term; subsequent
appointment for current or new member will be for two
years
iii. Srikanth Gaddam; one-year initial term; subsequent
appointment for current or new member will be for two
years
iv. Cameron Justice; one-year initial term; subsequent
appointment for current or new member will be for two
years
v. Yanling Yin; one-year initial term; subsequent appointment
for current or new member will be for two years
vi. Susan Ortega; two-year term
vii. Imran Malik; two-year term
viii. Cortney Ingram; two-year term
ix. Isao Shoji; two-year term
x. Stella Villalba; two-year term

After annual appointments are made by City Council, Tthe Chief’s
Advisory Committee will elect from its appointed membership and
no later than its third meeting a:
i. Chair,: whose duties it will be to include coordinatinge meeting
agendas and Advisory Committee support with the assistance of
the staff liaison and the Chief of Police, presidinge over
meetings and servinge as the spokesperson of the Chief’s
Advisory Committee for the purposes of reporting to City
Council.
ii. Vice Chair,: whose duty it will be to serve as Chair in the
absence of the Chair.
Staff members:
iii. The Dublin Chief of Police will attend all regular meetings of the
Chief’s Advisory Committee and will actively participate in
discussions but not vote.
iv. Dublin Police Department Representative (officer of and first-line
supervisor representation as determined by the
Chief of Police) will attend all regular meetings with the right to
participate in discussions but not vote.
Vacancies. City Council will fill any vacancy as may be necessary.
D. Meetings.
i. The Chief’s Advisory Committee will meet as often as
determined necessary by the Chair of the Advisory Committee,
provided there are topics for discussion, in consultation with
the staff liaison and Chief of Police.
ii. The Task Force Advisory Committee will comply with all public
meeting requirements. Staff will maintain minutes of all Chief’s
Advisory Committee meetings.
iii. A majority of the Advisory Committee must be present to
constitute a quorum to transact any business. If a quorum is
not present at the hour appointed for the meeting to start, the
meeting will be canceled and members must disperse.
E. Staff Liaison and Support.
i. The City Manager or designee Chief of Police will serve as the
primary staff liaison and will coordinate provide all necessary
administrative support and coordination needs of the Chief’s
Advisory Committee. The Clerk of Council or designee will
provide administrative support, agendas, minutes and notices.
ii. The Dublin Chief of Police will attend all regular meetings of
the Chief’s Advisory Committee and will actively participate in
discussions but not vote.
iii. Dublin Police Department Representative (offer of and first-
line supervisor representation as determined by the Chief of
Police) will attend all regular meetings with the right to
participate in discussions but not vote.

Department Executive Staff and other members of the police
department as deemed appropriate by the Chief of Police, to
provide valued advice, perspective, recommendations, and
feedback on significant police-community relations issues.
ii. Assist the Police Department with aligning its mission and
goals with community expectations by conducting research,
soliciting community feedback about the department,
reviewing policies, procedures, and training requirements, and
making recommendations regarding the department’s efforts
in community outreach & engagement.
iii. The Chief’s Advisory Committee emphasizes cooperative
efforts between the community and police department to
identify and recommend solutions to issues of significant
community concern including such matters as the defeat of
social injustice, bias, bigotry, inequity and racism in the
community, etc.
iv. The Committee Chair and Vice Chair will serve with the
support and assistance of the Chief of Police. The Committee
Chair will have authority for scheduling, planning, and
facilitating committee meetings; The Committee Chair will
share responsibility, with the Chief of Police, for the
presentation of the Committee’s progress, findings, and
recommendations to the City Manager and City Council.
H. Reporting.
The Chief’s Advisory Committee will, at a minimum, submit in
person or in writing to the City Manager and City Council, an semi-
annual update as to its progress, findings, recommendations and
associated actions of the Advisory Committee at least once per
year, unless more frequent updates are necessary as determined
by the City Manager or City Council, Chair of the Chief’s Advisory
Committee and/or Chief of Police.
I. Compensation
Advisory Committee members shall receive no compensation for

typically for training and development.
J. Attendance Policy
City council and staff acknowledges and appreciates the volunteer

Members appointed to the Advisory Committee must complete all
City required training.
Section 2. Pursuant to Section 4.04(a) of the Revised Charter of the City of Dublin,
Ohio, this Resolution shall take effect immediately upon passage.
