HomeMy WebLinkAboutResolution 42-24- L RECORD OF RESOLUTIONS BARRETT BROTHERS -DAYTON, OHIO Form 6301 Resolution No. 42-24--------Passed ______________ _ ESTABLISHING A COMMUNITY SERVICES ADVISORY COMMITTEE WHEREAS, City Council passed Ordinance 17-99 (Amended) on March 1, 1999, which in part established a Community Services Advisory Commission; and WHEREAS, it has been determined that it was necessary to repeal Ordinances 17-99 (Amended), 04-04 (Amended) and 15-08 with regard to the Community Services Advisory Commission and to remove related Sections 32.60 through 32.65 of the Dublin Codified Ordinances; and WHEREAS, City Council desires to maintain an advisory committee of citizen representatives to advise City Council on matters related to Dublin's natural environment and the maintenance and enhancement of the City's programs and services; and WHEREAS, it is necessary to re-establish the Community Services Advisory Commission as a Community Services Advisory Committee using the proper format and aligning the administration of the Committee with current practic.es and policies; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, __J/2._ of its elected members concurring, that: Section 1. Community Services Advisory Committee Established. A Community Services Advisory Committee (hereinafter referred to as "Advisory Committee'') is hereby established. Section 2. Members . . The Advisory Committee shall be comprised of as many City of Dublin resident members as City Council deems necessary, except that at no time shall the Advisory Committee have less than three members. All members are appointed by City Council. Section 3. Duties. The Advisory Committee shall act in an advisory capacity to City Council and the City Manager and its duties shall include advising the City on public programs and services with associated with Dublin's natural environment. The duties of the Advisory Committee will be to: A.Provide feedback and/or make recommendations to City Council regarding the City's high level of community services. B.Provide feedback to and/or make recommendations to City Council concerning programs/services as directed by the City Manager or City Council. C.Recommend to City Council programs which promote community involvement and maintain Dublin's high quality of life. D. Serve as a sounding board for City staff regarding the conduct and delivery of services. E.Perform other duties and functions as assigned by City Council. Section 4. Staff Liaison and Support. The City Manager or designee will serve as the primary staff liaison and will coordinate needs of the Advisory Committee. The Clerk of Council or designee will provide administrative support, agendas, minutes and notices. Section 5. Chair/Vice Chair Responsibilities and Reporting Requirements. The Advisory Committee will elect the following from its appointed membership: A.Chair: duties include collaborating with the staff liaison to coordinate meeting agendas, schedules, and desired support, preside over meetings, and serve as the spokesperson of the Advisory Committee for the purposes of reporting to City Council. - RECORD OF RESOLUTIONS BARRETT BROTHERS -DAITON, OHIO Form 6301 42-24 Page 2 Resolution No. _______ _ Passed ______________ _ B.Vice Chair: who will serve as Chair for meeting purposes in the absence ofthe Chair.C.The Chair/Vice Chair will report the progress of the Advisory Committee inperson or in writing to City Council no less than once per year.D.The Chair will collaborate with the staff liaison to seek any necessaryguidance and/or decisions necessary by City Council. Section 6. Meetings. The Advisory Committee will meet as determined by the Chair and_staff liaison. The Advisory Committee must operate within the guidelines of Ohio Public Meeting Laws. A majority of members of the Advisory Committee must be present to constitute a quorum. If a quorum is not present at the hour appointed for the meeting to start, the meeting will be canceled and members must disperse. Section 7. Compensation. Advisory Committee members shall receive no compensation for serving on the Advisory Committee except for reimbursement for actual expenses incurred in the performance of their duties as approved in advance by the City Manager. Such expenses are typically for training and development. Section 8. Attendance Policy. City Council and staff acknowledges and appreciates the volunteer time given by the Advisory Committee members. It is necessary for members to be actively involved to ensure the success of the Advisory Committee, therefore attendance at meetings is required. Section 9. Required Training. Members appointed to the Advisory Committee must complete all City required training. Section 10. This resolution shall be effective immediately upon passage as provided under Section 4.04 (a) of the Revised Dublin Charter. Passed this ___ 9v-_.__ day of - 'v_ �- r�•2024. Vice Mayor -Presiding Officer ATTEST: ) To: Members of Dubin City Council From: Cathy De Rosa, Chair of the Administrative Committee Date: September 3, 2024 Re: Advisory Committee Legislation Background At the August 12 Council meeting, the Administrative Committee provided an update to Council regarding advisory committees and the work being done to achieve consistency. It was reported that it will be necessary to amend the establishing resolutions of the advisory committees and bring them into alignment with desired and current policies and practices. The proposed legislation has been provided to the respective staff liaisons for feedback prior to bringing this forward to the Administrative Committee. Legislation Related to Advisory Committees Community Services Advisory Commission (CSAC) The first reading of the ordinance that repeals the applicable code sections for CSAC was held at the August 26, 2024 Council meeting. The second reading is scheduled for the September 9 Council meeting. Also at this meeting, Council will consider the resolution re-establishing the Community Services Advisory Committee (Resolution 42-24). Chief’s Advisory Committee (CAC) Resolution 43-24 serves to amend CAC’s establishing legislation for consistency. Community Inclusion Advisory Committee (CIAC) Resolution 44-24 serves to amend CIAC’s establishing legislation for consistency. Veterans Committee The Veterans Committee was established in 2019 by Resolution 60-19. In 2022, staff brought forward Resolution 03-22 with the intent to appoint members, but the enacting sections of the resolution actually established the Dublin Veterans Advisory Committee without any language addressing the previous resolution. Staff proposes the following action to remedy the dual bodies: •Resolution 45-24 repeals Resolution 60-19 as it is no longer necessary. •Resolution 46-24 amends Resolution 03-22 to align the resolution with the other legislation pertaining to advisory committees.
